US hardwood exporters have gained a common system for documenting legality, deforestation risk and geographic origin as the European Union prepares to apply the EUDR to large and medium-sized companies from December 30, 2026. The platform could remove one of the main obstacles facing a sector supplied by millions of small private forest holdings, although it does not transfer the importer\u2019s legal responsibility for individual consignments.<\/p>\n
The American Hardwood Export Council has placed its American Hardwood Assured platform into operation, giving US exporters a standardised method for preparing legality and deforestation documentation for shipments destined for Europe and other regulated markets.<\/p>\n
AHA was developed to resolve a structural problem specific to the US hardwood supply chain. More than 90% of American hardwood is harvested from privately owned forests, many of which cover less than 11 hectares. A single sawmill or concentration yard can consequently receive logs originating from hundreds or thousands of properties.<\/p>\n
Reconstructing the precise plot of origin for every board after logs have been mixed, graded, processed and assembled into an export shipment can be impractical. The system developed by AHEC therefore uses county-level sourcing information combined with recurring assessments of forest conversion and the legality of harvesting.<\/p>\n
An exporter enters the species, product, volume and potential counties of origin for a shipment. The platform then generates an AHA statement containing the relevant risk information and geographic data. Coordinates can be exported in the GeoJSON format used by the EU\u2019s EUDR information system and transmitted with the shipment\u2019s commercial documentation.<\/p>\n
The service is available to registered US exporters and is intended for hardwood logs, lumber, veneer, staves, flooring components and other products covered by the regulation. Exporters can generate separate documentation for each consignment rather than relying on a generic declaration covering all company activity.<\/p>\n
Satellite data are combined with forest and legal assessments<\/strong><\/p>\n AHA\u2019s deforestation analysis uses geographic information systems, satellite-derived land-cover data and automated processing to identify areas where forest has been converted to another land use.<\/p>\n The principal dataset is the US Department of Agriculture\u2019s Cropland Data Layer. It provides annual, georeferenced information on agricultural crops and other land uses at a spatial resolution of 30 metres. Comparing successive annual layers allows analysts to identify where forest cover has disappeared and what land use replaced it.<\/p>\n This approach is not intended to locate the exact tree from which a board was produced. It is designed to establish whether hardwood originating within a defined sourcing jurisdiction presents a negligible or non-negligible risk of deforestation.<\/p>\n Where a county is classified as negligible risk, the exporter can include that assessment in the documentation accompanying the shipment. Where a potential problem is identified, the supplier must provide additional information or explain the measures taken to reduce the risk.<\/p>\n Separate legality assessments cover the principal hardwood-producing states. These reviews examine harvesting, property rights, environmental protection, taxation, labour requirements, transport and trade controls from the forest through to export. Independent specialists conduct the assessments, which are then subjected to additional review before being endorsed and published by AHA.<\/p>\n The programme covers 37 states producing commercial volumes of hardwood sawlogs. Assessments cited by the industry place 2,578 of the 2,615 counties examined in the negligible-risk category, equivalent to approximately 98.6%. The remaining counties are not automatically excluded from trade, but shipments potentially drawing material from them require closer examination.<\/p>\n The result is a two-level system. State assessments address the legality of commercial hardwood production, while county-level analysis concentrates on changes in forest cover and land use.<\/p>\n Low-risk classification does not remove due diligence<\/strong><\/p>\n The United States is classified as a low-risk country under the EU\u2019s EUDR benchmarking system. This reduces the minimum rate of checks by European authorities to 1% and allows operators to use simplified due diligence where the regulation\u2019s conditions are met.<\/p>\n Low-risk status is not an exemption. Importers must still collect the required product description, quantity, country of production, supplier information and geolocation data. They must also establish that the product was legally harvested and did not originate from land deforested or degraded after the regulation\u2019s cut-off date.<\/p>\n Responsibility for placing the goods on the European market remains with the operator submitting the due diligence declaration. An AHA statement can supply much of the evidence needed for that process, but it is not an EU certificate and does not guarantee automatic acceptance of a shipment.<\/p>\n This qualification is important because some descriptions of the platform have presented its launch as confirmation that all American hardwood is already fully EUDR-compliant. The European Commission does not grant blanket compliance status to an exporting industry, a particular wood species or a private traceability system. Compliance is assessed through the information and risk analysis associated with the relevant products and supply chains.<\/p>\n AHA nevertheless provides a consistent evidence package that European importers can examine, retain and incorporate into their own due diligence systems. For an industry without a centralised national chain-of-custody database, this significantly improves its ability to respond to buyer requests.<\/p>\n County sourcing offers a practical solution for mixed hardwood supply<\/strong><\/p>\n The decisive issue will be whether European authorities consistently accept county polygons as sufficiently precise geolocation for the American hardwood supply model.<\/p>\n The EUDR was partly designed around commodities originating from identifiable farms, plantations or large forest concessions. American hardwood follows a different route. Logs from numerous small, privately owned woodlots pass through concentration yards and sawmills before lumber is sorted by species, thickness and quality rather than by individual forest property.<\/p>\n Requiring plot-level coordinates from every possible woodlot represented in a mixed consignment could generate an enormous quantity of data without necessarily improving the assessment of deforestation risk. AHEC has therefore argued that county-level geolocation, supported by satellite monitoring and jurisdictional analysis, can provide a proportionate response in areas where forest conversion is negligible.<\/p>\n The AHA system does not remove the need for companies to understand their suppliers. Its purpose is to compress a fragmented sourcing area into a usable geographic and documentary record while retaining procedures for investigating counties where risks are detected.<\/p>\n Proof-of-provenance technology is expected to strengthen the system further. AHA plans to combine its documentation portal with methods that analyse the chemical and biological characteristics of wood to test whether a sample is consistent with its declared geographic origin. Full integration of those procedures is scheduled by the end of 2026.<\/p>\n Exporters gain a common format before the deadline<\/strong><\/p>\n The EUDR will apply to large and medium-sized operators from December 30, 2026. Micro and small operators generally receive an additional six months, until June 30, 2027, although different timing can apply to companies already covered by the EU Timber Regulation.<\/p>\n For US exporters, the immediate commercial value of AHA lies in standardisation. European buyers have been asking suppliers for different combinations of coordinates, forest-risk evidence, legality documents and declarations. A common statement reduces the risk of every exporter and importer developing a separate method for handling the same material.<\/p>\n It may also help prevent US hardwood from being displaced by products whose origin is easier to document administratively, even where their environmental record is weaker. Red oak, white oak, walnut, ash, maple, cherry and tulipwood are produced across wide natural forest areas rather than uniform plantations. The complexity of this supply base has been a documentation problem rather than evidence of extensive forest conversion.<\/p>\n The platform gives exporters a credible mechanism for converting US forest data into a form that European customers can use. Its commercial success will now depend on consistent use by exporters, acceptance by importers and clarity from European authorities on county-level geolocation.<\/p>\n AHA does not make the EUDR obligation disappear.
