Germany\u2019s more than 1,500 forest-owner associations are asking for clear legal authority to manage EUDR requirements on behalf of their members. The organisations argue that collective declarations could protect small forest owners from excessive administrative work while preventing thousands of individual wood transactions from overwhelming the EU information system.<\/p>\n
The demand was raised during the 25th Federal Congress of Forestry Associations, held in Berlin on September 8\u20139. The event brought together forest-owner organisations, policymakers and representatives of the German wood industry at a time when the sector is preparing for the EU Deforestation Regulation to become applicable at the end of 2026.<\/p>\n
The congress was organised by Germany\u2019s Federal Ministry of Agriculture, Food and Regional Identity in cooperation with AGDW \u2013 Die Waldeigent\u00fcmer, which represents private and municipal forest owners. Discussions covered EUDR implementation, wood-market conditions, forest adaptation and the future financing of forestry associations.<\/p>\n
German forest owners acknowledge that changes negotiated at EU level have reduced some of the original administrative burden. Their concern is now whether the simplified provisions will be incorporated into German law in a form that allows forestry associations to act effectively for their members.<\/p>\n
AGDW President Andreas Bitter called for the European concessions to be secured through reliable national legislation. Without a clear legal basis, forestry associations may be unable to centralise EUDR work for thousands of small forest properties, leaving individual owners responsible for unfamiliar reporting and documentation procedures.<\/p>\n
Centralised reporting for small forest owners<\/strong><\/p>\n Forestry associations occupy an important position between fragmented private forest ownership and the industrial wood market. They combine wood volumes from multiple properties, organise harvesting and transport, negotiate sales and provide technical support to owners who cannot manage these operations individually.<\/p>\n Germany has more than 1,500 such organisations. They are particularly important in small private forests, where individual holdings may be too limited to support professional management or independent wood marketing.<\/p>\n The organisations want this existing structure to become part of Germany\u2019s EUDR implementation system. Rather than requiring every small owner to submit information separately, forestry associations could collect the necessary data, prepare declarations and manage contact with buyers and public authorities.<\/p>\n Andreas T\u00e4ger, spokesman for the forestry associations\u2019 national initiative group, said these organisations already provide expertise and workable services where individual forest owners reach practical limits. Their ability to perform the same function under the EUDR will depend on the rules adopted in Germany.<\/p>\n Allowing associations to represent their members could also reduce pressure on the EU\u2019s digital reporting infrastructure. A consolidated submission covering wood marketed collectively would generate fewer transactions in the system than separate declarations from every participating owner.<\/p>\n Germany points to concessions secured in Brussels<\/strong><\/p>\n Parliamentary State Secretary Martina Englhardt-Kopf said Germany had secured important EUDR simplifications for the entire wood value chain. The federal government now favours implementation with lower administrative costs and procedures that can operate under real forestry conditions.<\/p>\n The government views forestry associations as service providers that allow small owners to participate in organised wood markets. In addition to joint wood sales, they distribute information, coordinate machinery and support forestry work in areas where individual owners lack equipment or specialist knowledge.<\/p>\n The remaining task is to define which obligations can be transferred to these organisations and what responsibilities remain with the forest owner, wood buyer or first operator placing a product on the market.<\/p>\n The forestry sector is pressing for early clarification. Wood can pass through several commercial and logistical stages between harvesting and industrial processing. If the responsibility for data submission, reference numbers and document retention is not clearly assigned, companies could face duplicated reporting or uncertainty over liability.<\/p>\n Germany\u2019s forest-owner representatives also argue that domestic forestry should not be treated in the same manner as supply chains originating in countries with significant deforestation risk. Germany is not experiencing agricultural conversion of forest land on the scale the regulation was designed to address, but domestic wood will still be subject to the European compliance framework.<\/p>\n Wood marketing remains a central function<\/strong><\/p>\n The EUDR debate comes at a difficult time for the German forest and wood sector. Many forestry associations are managing the effects of a dry summer while also responding to changing sawlog and pulpwood markets.<\/p>\n Their commercial function extends beyond administrative support. By combining volumes from many owners, the associations can offer sawmills and other industrial customers larger and more predictable wood deliveries. They can also coordinate harvesting schedules, log sorting and transport across several properties.<\/p>\n This aggregation is especially important for German sawmills that depend on regional sawlog supply. Fragmenting EUDR reporting at owner level could complicate established procurement arrangements and increase the cost of bringing relatively small wood lots to market.<\/p>\n The associations therefore want compliance procedures to follow the structure already used for commercial wood sales. Where an organisation contracts harvesting and sells the resulting wood collectively, it should also be able to coordinate the required traceability information.<\/p>\n A formal mandate could spare small owners from operating the EU system themselves while giving sawmills a single point of contact for documentation.
