Japan\u2019s imported lumber market turned sharply lower in July, puncturing the idea that the rise in June marked the beginning of a sustained recovery. Arrivals fell to 265,000 m\u00b3, down 15% from June and 27% from a year earlier, according to preliminary trade figures released by Japan\u2019s Forestry Agency. It was the weakest monthly result in the latest official series and left imports for the first seven months at 1.906 million m\u00b3, 15% below the same period of 2025.<\/p>\n

The retreat was unusually broad. European supply dropped by 34% year on year in July, Russian shipments by 30% and Canadian volumes by 6%. Together, those three origins account for almost nine out of every ten cubic metres entering Japan. The figures therefore point to a contraction in the core structural softwood market, rather than a shift between suppliers or a temporary interruption on one route.<\/p>\n

June\u2019s rebound disappears in one month<\/h2>\n

June had offered a short-lived improvement. Total lumber imports rose 16% from May to 310,000 m\u00b3, driven by a 38% increase in EU supply and a 29% rise from Canada. In July, almost all of that gain unwound. EU shipments fell by 49,000 m\u00b3 in a single month, Canadian supply declined by 10,000 m\u00b3 and the total market lost 45,000 m\u00b3.<\/p>\n

Russia was the exception to the month-on-month decline. Its shipments rose 23% from June to 39,000 m\u00b3, restoring its share to 15% after an unusually weak June. The improvement looks less convincing against the longer comparison: Russian volumes were still 30% below July 2025 and 24% lower over the first seven months. Chile also recorded a strong monthly increase, to 16,000 m\u00b3 from 7,000 m\u00b3, but remained 9% below both the year-earlier month and the January-July comparison.<\/p>\n

Europe keeps its lead, but loses volume<\/span><\/div>\n<\/div>\n

Europe remains Japan\u2019s largest external lumber supplier by a wide margin. EU mills delivered 1.061 million m\u00b3 in January-July, equivalent to 56% of all Japanese lumber imports. Sweden supplied 399,000 m\u00b3 and Finland 394,000 m\u00b3; together they represented 42% of the national import total and almost three quarters of EU shipments.<\/p>\n

The July fall was nevertheless severe even by the standards of a weak year. Sweden\u2019s shipments dropped to 49,000 m\u00b3, down 31% from June and 27% year on year. Finnish supply fell to 44,000 m\u00b3, down 29% in a month and 44% from July 2025. Finland therefore recorded the steepest annual decline among Japan\u2019s large lumber suppliers.<\/p>\n

The European trade is overwhelmingly SPF lumber \u2014 spruce, pine and fir \u2014 much of it used as lamina feedstock by Japanese glulam producers. That makes the decline closely tied to the economics of Japan\u2019s timber-frame housing market. The Forestry Agency attributes the weaker 2025 imports to subdued domestic demand, high prices at origin and the weak yen, which raised landed costs and encouraged substitution by Japanese wood. Those forces did not disappear in 2026.<\/p>\n

These four origins account for 331,000 m\u00b3 of the total 348,000 m\u00b3 year-on-year decline.<\/div>\n<\/div>\n

Europe is losing tonnage, not its position. Its share of Japanese imports increased slightly to 56% in January-July from 55% a year earlier because supply from other major origins fell just as fast or faster. Canada held a 20% share, unchanged from the comparable period, while Russia slipped to 14% from 16%.<\/p>\n

A smaller market than the post-pandemic peak<\/h2>\n

The weakness predates July. Japan imported 3.748 million m\u00b3 of lumber in 2025, 6% less than in 2024. EU supply declined by 5% to 2.076 million m\u00b3 and Canadian shipments fell 11% to 736,000 m\u00b3. Russia moved against the market last year, increasing shipments by 5% to 563,000 m\u00b3, but that gain is now reversing.<\/p>\n

If the January-July pace were simply maintained through December, full-year imports would reach roughly 3.27 million m\u00b3. That would put 2026 about 13% below 2025 and leave the market roughly half a million cubic metres smaller. This is a mechanical run-rate calculation rather than a forecast: Japanese purchasing is seasonal, and monthly arrivals can move sharply with vessel schedules. Even so, the scale of the gap means the second half would need a marked acceleration merely to match last year.<\/p>\n

The bill can rise even when the volume falls<\/h2>\n

Japan\u2019s wider wood import bill moved in the opposite direction to lumber volumes. Imports across Chapter 44 reached \u00a5142.1 billion in July, approximately \u20ac776 million, up 11% year on year. The January-July bill rose 5% to \u00a5916.3 billion, or about \u20ac5.0 billion. These figures include wood chips, pellets, panels, joinery and other wood products, so they cannot be read as a lumber price index. They do, however, show that lower physical demand has not translated into an equally broad reduction in import spending.<\/p>\n

The contrast is particularly visible for Europe. EU wood import value fell 22% year on year in July while EU lumber volume fell 34%. For Canada, total wood import value declined 4% and lumber volume 6%. Product mix prevents a direct unit-price calculation, but the direction is consistent with a market in which currency and supply costs continue to cushion the fall in expenditure.<\/p>\n

For European and Canadian sawmills, Japan remains a premium, specification-heavy outlet, but no longer one capable of absorbing volume on the scale seen when housing and imported lamina demand were stronger. Europe shipped 2.08 million m\u00b3 of lumber to Japan in 2025, almost all of it SPF, yet Japan represented only 7% of EU softwood lumber exports outside the bloc. Swedish mills sent about 5% of their exports to Japan and Finnish mills 7%, leaving both industries with greater exposure to the UK, US, North Africa and other Asian markets.<\/p>\n

The next test is whether July proves to be the low point or the start of a weaker second half. The comparison base becomes less important than the ordering behaviour of Japanese importers. A market buying close to immediate requirements, while domestic lumber gains ground on cost, offers little room for foreign suppliers to push additional volume without making concessions.
