Eurozone factory output reached its highest level in 52 months, Germany recorded its strongest production growth in nearly four and a half years, and manufacturing activity also improved in the Netherlands and the UK.

The order situation is less convincing. Much of the additional production came from companies completing existing orders rather than receiving more new business. Purchasing volumes declined and inventories were reduced. In practice, parts of European manufacturing are still working through orders placed earlier in the year.

If new orders remain weak, this improvement could lose momentum during the autumn. For the wood industry, however, low stocks create a second possibility. Even a modest increase in demand could produce longer delivery times if distributors and manufacturers attempt to purchase material at the same time.

“The factories are still running, but much of the work comes from old orders. That works while demand is quiet, but it leaves little room for a sudden change.” — European distributor

Europe has not received a convincing autumn recovery

The European softwood lumber market remains quiet in early September. Construction has not recovered sufficiently to generate a clear increase in orders, and buyers continue to negotiate aggressively. Centre products that can no longer be placed in overseas markets are being offered within Europe, putting additional pressure on some specifications.

The Nordic export figures illustrate the problem. Finnish softwood lumber production declined by around 3% during the first half of 2026, while exports fell by approximately 6%. Shipments to Japan were down by around 20% and deliveries to China by 27%. German lumber shipments to the US dropped by approximately 55%.

European producers are consequently more dependent on customers at home, where construction remains weak and purchases are generally limited to confirmed requirements. Yet mills are also controlling production more carefully. Shifts are being reduced, maintenance stops are being extended and some sites are closing permanently. Europe has available lumber, but it is not carrying the level of surplus production that weak construction figures might normally imply.

“There is volume looking for a home, especially in centre products, but mills are no longer willing to produce indefinitely without a margin.” — European lumber trader

“The improvement after the summer has been modest so far.” — Scandinavian producer

Residual products are deciding the margin

High raw-material costs remain one of the main problems for European sawmills. The German spruce log price index increased by more than 10% during the first half of the year and has shown little correction. Energy, labour and transport costs also remain high.

Mills cannot fully transfer these costs into lumber prices. Profitability therefore depends increasingly on the revenue obtained from the entire log. Sideboards, chips, sawdust and pellets are no longer secondary elements of the calculation. In some regions, demand for pellets and other residual products is considerably better than demand for the main lumber output.

This creates large differences between individual plants. A sawmill with good local outlets for residual products may continue operating at lumber prices that would be loss-making for another producer. The selling price of lumber alone no longer gives a reliable picture of a mill’s financial position.

“At the moment, sideboards and residual products can decide whether a production run makes financial sense.” — Nordic producer

“Pellet demand is doing more to support some sawmills than the construction market.” — European trader

North American prices are no longer following housing demand

The North American market shows what can happen when production declines faster than consumption. US construction remains relatively weak, particularly in single-family housing, yet lumber prices have reached levels that would normally be associated with a stronger building market.

Lower Canadian production is one explanation. European shipments to the US have also slowed, while tariffs and other trade measures are raising the cost of imported products. Domestic producers therefore have more room to maintain prices even though final demand has not strengthened significantly.

Conditions differ widely between products. Southern yellow pine MSR remains tight, while lower grades are struggling to find consistent selling levels. Douglas fir and hem-fir studs have faced downward negotiation, and SPF trading remains uneven across dimensions. Where price differences are large enough, customers are switching from one species to another, particularly towards southern yellow pine.

OSB appears to be moving through the final stage of an extended correction. Low prices have allowed many buyers to cover their requirements, although pockets of older speculative inventory remain. Prices may gradually strengthen, but the market does not yet point to a rapid increase.

“The US market is not strong enough to explain current lumber prices on demand alone.” — North American wood products executive

“Canadian production continues to decline, imports have slowed and buyers are still relatively short. That combination is supporting prices.” — US lumber distributor

Low inventories leave little room for mistakes

Lean inventories have helped buyers avoid losses during the downturn and preserve cash. They now create a different risk. There is little appetite for speculative stock rebuilding in Europe, while many North American buyers also appear covered only for their immediate requirements.

This keeps trading quiet, but it leaves a limited buffer if orders improve, imports decline further or production is interrupted. The most likely problem is not a shortage of every type of lumber. It is tighter availability in individual dimensions, grades, species or delivery regions.

Transport conditions in the US have improved since the serious disruption reported in May and June. Truck availability increased during the summer and rates declined. Logistics are therefore less of an immediate problem than they were several months ago, although labour availability, freight costs and mill closures can still affect regional supply.

“The market looks adequately supplied until several buyers need the same item at the same time.” — European importer

“Most companies are managing inventory for today’s demand, not for a stronger fourth quarter.” — Lumber distributor

Mill closures are beginning to count

Permanent sawmill closures were initially treated as isolated company events. Their combined effect is becoming harder to dismiss. Large producers are consolidating output, while smaller mills are finding it increasingly difficult to absorb high log and operating costs.

North America already offers an example of prices remaining firm during weak construction because production has been removed from the market. Europe has not reached the same position. Competition for orders remains strong and some products are readily available. Nevertheless, the direction is similar: fewer mills, lower inventories, expensive sawlogs and weaker overseas demand.

This does not guarantee higher European lumber prices during the autumn. Demand may remain too weak, and sellers could continue competing heavily for the orders that are available. It does mean that Europe will have less spare capacity when construction eventually improves.

“The closures do not create a shortage today, but they reduce the amount of demand needed to create one later.” — European sawmill executive

“Look after your supply relationships. When the market turns, reliable sources may matter more than the last few euros in price.” — European timber trader

Outlook

September has not delivered the recovery European sawmills were waiting for. Construction demand remains weak, export markets are providing less support and mills continue to face a difficult gap between sawlog costs and achievable lumber prices.

GWMI expects the fourth quarter to remain uneven. European prices are likely to stay under pressure in products exposed to weak export demand, while selected dimensions and grades could become tighter as mills restrict production. North American prices will remain sensitive to Canadian curtailments, import costs and substitution between species.

For the moment, there is enough softwood lumber in the European market. The change is that mills have less reason and, in some cases, less capacity to produce additional volume. If demand remains weak, that will make little difference. If orders improve even moderately, availability could change faster than many buyers currently expect.

Global Wood Markets Info reviewed recent discussions with sawmill operators, lumber traders, distributors and industry executives across Europe and North America.
