Austria\u2019s sawmill industry and timber trade expect another difficult period as weak construction demand, high operating costs and geopolitical disruption continue to restrict sales and profitability. Industry representatives see no convincing improvement in building construction and warn that new EU requirements are adding costs before earlier regulations have been fully implemented.<\/p>\n
Global Wood Markets Info (GWMI) followed the market briefing held on 4 September during International Wood Day at the Klagenfurt International Wood Fair. Markus Schm\u00f6lzer, Chairman of the Austrian Sawmill Industry, and Franz Teuschler, Chairman of the Austrian Timber Trade, presented the sectors\u2019 assessment of current demand, exports, raw material supply and the regulatory environment.<\/p>\n
The Austrian sawmill sector remains industrially well established, but earnings are under pressure. Producers face limited demand for construction lumber while labour, energy, logistics and compliance costs remain high. The continued weakness in building construction is particularly damaging because there is still no clear indication of a sustained recovery in new projects.<\/p>\n
International conflicts are creating another layer of uncertainty. Disrupted shipping routes and higher freight rates are affecting export competitiveness, while customers are taking shorter-term purchasing decisions and avoiding large inventories.<\/p>\n
Roundwood trade performs better than construction timber<\/strong><\/p>\n Conditions in the Austrian timber trade differ considerably by product. Trading activity in roundwood has remained comparatively positive, but demand for processed wood used in construction is still low.<\/p>\n The divergence indicates that timber availability and trading volumes do not necessarily translate into stronger sales for sawmills or building-product distributors. Weak construction limits demand for lumber even when activity elsewhere in the wood chain remains stable.<\/p>\n Austria\u2019s timber exporters recorded favourable results in 2025, supported by growth in their established European markets. That improvement did not continue under the same conditions in 2026. The military escalation in the Persian Gulf caused demand in affected markets to fall, while freight costs increased sharply.<\/p>\n The timber trade consequently expects lower revenue and narrower margins this year. Companies are attempting to protect their position through flexible purchasing, wider product ranges and the ability to supply customers at short notice.<\/p>\n Reliable delivery is becoming more important as buyers reduce forward commitments. Distributors able to combine several product categories and source material from different suppliers are better placed to respond when availability or transport conditions change.<\/p>\n Industry calls for relief on investment and construction<\/strong><\/p>\n Austrian producers are asking policymakers to place industrial competitiveness and growth more firmly at the centre of economic policy. They argue that investment in new buildings and renovation should be encouraged rather than burdened with additional costs and technical requirements.<\/p>\n A recovery in construction would support demand not only for structural lumber but also for panels, engineered wood, flooring, doors and other products manufactured or distributed by the Austrian wood sector.<\/p>\n The industry is particularly dissatisfied with the pace of administrative simplification. European and national institutions have repeatedly announced plans to reduce reporting obligations, but companies say the practical workload has changed little.<\/p>\n For sawmills, regulatory costs are not limited to direct fees. Companies must assign employees or external consultants to collect supply-chain information, interpret new requirements, update IT systems and prepare documentation for customers and authorities.<\/p>\n Smaller family-owned mills are more exposed because the fixed cost of compliance is distributed across a lower production volume. Requirements designed for large international groups can therefore influence the viability of regional businesses even when the rules formally apply equally to all companies.<\/p>\n New EU rules arrive before the details are complete<\/strong><\/p>\n The Austrian sawmill industry points to the Packaging and Packaging Waste Regulation, or PPWR, as the next major compliance project following the EUDR.<\/p>\n The packaging rules have already entered their application phase, while more than 30 delegated acts are still outstanding at EU level. Companies are therefore expected to begin adapting their operations before all technical details and implementation requirements are available.<\/p>\n Schm\u00f6lzer argued that postponing a regulation does not amount to reducing bureaucracy. A measure that is difficult to implement remains problematic even when its deadline is moved by one or two years.<\/p>\n He went further, suggesting that a five-year period without new legislative proposals from the European Commission might produce more effective administrative relief than another programme promising simplification.<\/p>\n The criticism does not amount to a rejection of environmental standards. The industry\u2019s objection concerns the accumulation, timing and practical design of regulations, particularly when companies must prepare for several overlapping systems with incomplete guidance.<\/p>\n EUDR changes reduced the burden but did not remove it<\/strong><\/p>\n Amendments agreed at the end of 2025 removed some of the most demanding elements initially associated with the EU Deforestation Regulation. Austrian forest owners, timber traders and manufacturers will nevertheless face additional traceability, verification and documentation work.<\/p>\n The timber trade considers the remaining burden disproportionate in countries such as Austria, where deforestation risk is low and forest management is already controlled through national legislation.<\/p>\n Companies do not object to preventing products associated with deforestation from entering European supply chains. They want the system to distinguish more clearly between high-risk international supply chains and timber originating in established European forestry systems.<\/p>\n For Austrian companies, the main requirements are legal certainty, simple procedures and consistent interpretation between member states. If individual countries or authorities apply different standards, timber moving through several European markets could be checked repeatedly or accompanied by unnecessary documentation.<\/p>\n Teuschler called for the administrative workload to be restricted to what is necessary to demonstrate compliance. EUDR implementation should not interrupt timber flows or weaken security of supply for processors and customers further down the chain.<\/p>\n The improvements introduced in 2025 prevented some of the most excessive administrative scenarios, according to the sector. They did not eliminate the need for companies to modify data systems, obtain information from suppliers and connect documentation across the European wood chain.<\/p>\n Active management and wood use presented as one carbon system<\/strong><\/p>\n The Austrian sawmill industry also used International Wood Day to argue for a combined assessment of carbon stored in forests and in wood products.<\/p>\n Trees absorb carbon dioxide while growing and retain carbon in their biomass. When timber is processed into buildings, structural elements or furniture, part of that carbon remains stored outside the forest for decades.<\/p>\n Logging followed by regeneration also creates space and light for a new generation of trees. The industry\u2019s position is that sustainable logging, forest renewal and long-life wood products should be treated as connected parts of the same carbon cycle rather than as competing objectives.<\/p>\n Wood can also replace materials associated with higher production emissions. The climate effect therefore includes both carbon retained in the product and the potential substitution of steel, concrete or fossil-based materials.<\/p>\n Schm\u00f6lzer said a climate policy targeting Austrian climate neutrality by 2040 would require both active forest management and greater use of wood. Maintaining forests without sufficient renewal would not necessarily preserve their capacity to absorb carbon under changing climatic conditions.<\/p>\n Forest renewal becomes more urgent<\/strong><\/p>\n Drought, high temperatures, storms, pests and wildfires are placing increasing pressure on older and less adaptable forest stands. Austrian sawmills depend on healthy and productive forests not only for current log supply but also for the raw material that will be available in 50 or 100 years.<\/p>\n Active management can include thinning, the removal of damaged trees, regeneration and changes to the composition of future stands. The aim is to develop forests capable of continuing to grow and supply timber under warmer and less predictable climatic conditions.<\/p>\n The sector argues that reduced management would increase the risk of ageing, unstable or pest-damaged stands. Forest policy must therefore protect biodiversity while allowing owners to intervene, renew stands and produce timber.<\/p>\n Austria has more than 1,000 sawmill companies, ranging from international groups to small regional mills. Many remain under family ownership and have operated for several generations.<\/p>\n The sector employs approximately 10,000 people, mainly in rural areas, and generated a production value of \u20ac3.1 billion in 2025. Its regional importance extends beyond direct employment to logging, transport, equipment maintenance and other services connected with timber processing.<\/p>\n Austria\u2019s timber trade includes around 5,000 companies. It forms part of the Federal Association of Building Materials, Hardware and Timber Trade, which represents more than 21,000 businesses and around 10% of the country\u2019s trading companies.<\/p>\n For both sawmills and traders, the immediate priority is to maintain industrial capacity through the construction downturn.
