Permanent sawmill closures in Sweden, Finland, France and Germany are being accompanied by indefinite shutdowns, reductions in shifts, temporary layoffs, insolvency-driven restructuring and sharply lower utilisation at several large industrial sites.<\/p>\n<p style=\"margin: 0 0 18px;\">A Global Wood Markets Info (GWMI) review of company announcements, insolvency information and local-language industry reporting shows that Sweden and Finland remain at the centre of the adjustment, but production cuts are spreading across Germany, Austria, Poland, Lithuania, France, Bulgaria and Northern Ireland. Large industrial groups including Vida, Stora Enso, Holmen, Mercer, Mets\u00e4 Fibre, Binderholz and Mets\u00e4 Wood have all announced measures affecting either production volumes, operating schedules or individual manufacturing sites.<\/p>\n<p style=\"margin: 0 0 18px;\">The individual cases are not directly comparable. Some facilities are disappearing permanently. Others remain technically operational but are being reduced to one shift, placed under temporary layoff programmes or kept at utilisation rates far below their installed capacity. In several cases, production is not disappearing completely but is being transferred to other mills within the same group.<\/p>\n<p style=\"margin: 0 0 26px;\">For that reason, GWMI separates <strong>permanent capacity removal<\/strong> from <strong>temporary or operational curtailments<\/strong>. The first gives a relatively conservative picture of how much industrial capacity has actually disappeared. Vida announced the closure of Urshult and Orrefors, removing a combined <strong>265,000 m\u00b3\/year<\/strong> of lumber capacity. Following the closures, Vida will operate 13 sawmills with annual production of around 3 million m\u00b3.<\/p>\n<p style=\"margin: 0 0 18px;\">The reasoning behind the decision is particularly important. Vida did not present the closures primarily as a response to one weak construction season. The group pointed to a persistent imbalance between sawmill capacity and the available timber resource in southern Sweden. In practical terms, mills are competing aggressively for a raw material base that is not growing at the same rate as industrial processing capacity.<\/p>\n<p style=\"margin: 0 0 18px;\">Holmen's decision at Linghem reinforces the same picture. Annual production will fall from 72,000 m\u00b3 to around <strong>26,000 m\u00b3<\/strong>, removing approximately 46,000 m\u00b3\/year. The 64% reduction is substantial for a mill that remains operational and indicates that keeping all installed machinery running is no longer economically justified under current log and lumber prices.<\/p>\n<p style=\"margin: 0 0 18px;\">Holmen has described current wood-product market conditions as exceptionally weak, while sawlog prices remain elevated. That combination is particularly damaging for sawmills because raw material typically represents the largest single operating cost. A recovery in lumber demand therefore does not automatically restore profitability if competition for logs continues to keep fibre prices high.<\/p>\n<p style=\"margin: 0 0 18px;\">Rundvirke's \u00d6stan\u00e5s\u00e5gen adds another form of adjustment. Sawing is being stopped for an indefinite period rather than formally closed, leaving open the possibility of a restart if market conditions improve. The company linked the decision to low construction activity in Sweden and elsewhere in Europe and weak prices for lumber.<\/p>\n<p style=\"margin: 0 0 18px;\">Andrewex Tv\u00e4rskog Timber has taken a more permanent route, ending its own sawmilling activity and concentrating instead on planing, finger-jointed structural timber and exports. The move is a good example of how some companies are responding not by abandoning wood processing, but by exiting the lowest-margin stage of production and retaining higher-value downstream operations.<\/p>\n<p style=\"margin: 0 0 18px;\">Taken together, the Swedish cases suggest that the sector is moving beyond normal cyclical production cuts. Rather than a large number of immediate permanent closures, several major mills are being operated below capacity, placed under temporary layoff programmes or reconsidered as companies consolidate production into newer sites.<\/p>\n<p style=\"margin: 0 0 18px;\">The most visible case is Stora Enso's Veitsiluoto sawmill in Kemi. The company initially stopped production during August and September and subsequently proposed permanently closing the operation instead of restarting it. Veitsiluoto has annual lumber capacity of approximately <strong>200,000 m\u00b3<\/strong>.<\/p>\n<p style=\"margin: 0 0 18px;\">Stora Enso intends to move part of the pine production to other northern Finnish mills, particularly Oulu and Kalajoki. This illustrates an important point when measuring European capacity cuts: a mill closure does not necessarily remove an equivalent volume from group production. Some output is transferred to larger or newer sites, while the physical plant capacity itself disappears.<\/p>\n<p style=\"margin: 0 0 18px;\">Mets\u00e4 Fibre's Rauma sawmill represents almost the opposite case. The plant is modern and technically competitive, yet it has been operating at less than 60% of capacity. Low utilisation at such a recent investment suggests that technology alone cannot offset a market in which log costs remain high and end-product prices are under pressure.<\/p>\n<p style=\"margin: 0 0 18px;\">Binderholz has meanwhile opened the possibility of temporary layoffs of up to 90 days at its Lieksa and Nurmes sawmills. The two sites together represent roughly <strong>500,000 m\u00b3\/year of lumber capacity<\/strong>. That volume should not be counted as permanently removed, but it is highly relevant for understanding the amount of nominal European capacity that may not actually be producing throughout the year.<\/p>\n<p style=\"margin: 0 0 18px;\">The Binderholz case is especially interesting because the company is simultaneously expanding its position in Finland through acquisitions. This underlines the increasingly selective nature of the current adjustment: companies are not necessarily reducing their strategic commitment to sawmilling, but are deciding which plants should operate, at what utilisation rate and under what ownership structure.<\/p>\n<p style=\"margin: 0 0 18px;\">Veljekset Vaara has also announced workforce reductions and possible temporary layoffs, while Mets\u00e4 Wood has restructured its activities in Finland and Estonia. Around 100 positions are being removed from the organisation. No single comparable m\u00b3 reduction has been disclosed, but the measures add to evidence that the Finnish wood-products industry is actively reducing fixed costs and adjusting operations to weaker markets.<\/p>\n<p style=\"margin: 0 0 18px;\">Separately, Mets\u00e4 Wood's Suolahti softwood plywood mill ended production in May 2026, removing around <strong>160,000 m\u00b3\/year<\/strong> of plywood capacity. The decision itself predates 2026, so Suolahti should not be counted as a new closure announcement this year. It does, however, represent real capacity that has physically disappeared from the European market during 2026.<\/p>\n<p style=\"margin: 0 0 18px;\">Finland is therefore increasingly a story of <strong>capacity management rather than capacity expansion<\/strong>. Mills that only a few years ago were expected to maximise throughput are now being evaluated according to whether every additional cubic metre can be produced profitably.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Mercer Torgau puts Germany firmly on the capacity-cut map<\/div>\n<p style=\"margin: 0 0 18px;\">Germany's most important large-scale restructuring case is Mercer Torgau, one of the country's major integrated wood-processing complexes. The site combines softwood sawmilling with pallet production, planed products, pellets and briquettes and therefore occupies several different points in the wood-products value chain.<\/p>\n<p style=\"margin: 0 0 18px;\">Mercer announced in July that it would adjust both its <strong>production capacities and product portfolio<\/strong> to current market conditions. Around 100 temporary workers had already left the operation, while the broader restructuring could affect up to <strong>350 positions<\/strong> by early 2027.<\/p>\n<p style=\"margin: 0 0 18px;\">The company cited difficult global markets together with high raw-material and energy costs. Mercer has not disclosed precisely how many cubic metres of lumber production will be removed, which makes it impossible to include Torgau in a strict aggregate of confirmed capacity cuts. Nevertheless, the scale of the labour adjustment shows that this is significantly more than a minor optimisation programme.<\/p>\n<p style=\"margin: 0 0 18px;\">Torgau is particularly significant because integrated sites are normally expected to be better protected against lumber-market weakness. Sawmill residues can be converted into pellets or briquettes, while downstream operations such as pallets and planing provide alternative outlets for sawn timber. The fact that Mercer is reducing capacity even at such an integrated complex shows how far margin pressure has spread.<\/p>\n<p style=\"margin: 0 0 18px;\">Germany has also seen the permanent end of sawmilling at Holz K\u00fchling in Garrel. The mill had a nominal log-processing capacity of around 20,000 m\u00b3\/year, although actual recent volumes were closer to 10,000\u201312,000 m\u00b3.<\/p>\n<p style=\"margin: 0 0 18px;\">Mocopinus represents a much larger downstream restructuring. After insolvency proceedings failed to produce an investor for the operating business, production at Karlsruhe and Ammelshain was wound down. Around 270 jobs were affected. Mocopinus specialised in industrial planing and value-added solid-wood products, including fa\u00e7ades, decking and coated products.<\/p>\n<p style=\"margin: 0 0 18px;\">Some of the production equipment has since been acquired for integration into other operations. As in the Nordic countries, this means part of the industrial capability may survive, but in fewer locations and under different ownership.<\/p>\n<p style=\"margin: 0 0 18px;\">The individual German cases also sit within a much wider production slowdown. Industry estimates indicate that construction-lumber output could fall another <strong>9\u201310% in 2026<\/strong>, with companies reducing shifts, introducing short-time work, extending maintenance periods and increasingly producing against confirmed orders rather than building inventory.<\/p>\n<p style=\"margin: 0 0 18px;\">Germany may therefore be experiencing a larger effective capacity reduction than the list of outright plant closures suggests. A major sawmill running two shifts instead of three can remove considerably more lumber from the market than the closure of a small operation, even though installed capacity technically remains unchanged.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Austria adds insolvency-driven production cuts<\/div>\n<p style=\"margin: 0 0 18px;\">Austria joined the list with Schaffer S\u00e4gewerk-Holzexport in Eppenstein. The company entered insolvency restructuring while continuing operations and seeking an investor.<\/p>\n<p style=\"margin: 0 0 18px;\">Schaffer typically processes around <strong>100,000\u2013115,000 m3\/year<\/strong> of logs. The restructuring includes a temporary move from two-shift to one-shift production, making it another example where nominal installed capacity remains unchanged but actual production can fall substantially.<\/p>\n<p style=\"margin: 0 0 18px;\">The case also shows why insolvencies deserve attention even when mills do not close immediately. Companies operating under restructuring protection frequently reduce inventories, working capital and production intensity before any final decision is made about the long-term future of the plant.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">France loses hardwood and downstream capacity<\/div>\n<p style=\"margin: 0 0 18px;\">France recorded one of the most significant hardwood sawmill failures in Europe in 2026 with the liquidation of Soci\u00e9t\u00e9 Foresti\u00e8re Docelloise in the Vosges. The company was described as one of the country's largest beech sawmills and processed roughly <strong>35,000 m\u00b3 of beech logs annually<\/strong>.<\/p>\n<p style=\"margin: 0 0 18px;\">In absolute volume terms, the closure is smaller than the major Nordic softwood cases. Within the European beech sector, however, the impact is more significant because industrial production is less concentrated and there are fewer large-scale hardwood mills capable of absorbing displaced log volumes.<\/p>\n<p style=\"margin: 0 0 18px;\">Siat will meanwhile close its Niederhaslach planing plant by the end of 2026 after losing Leroy Merlin as a customer. Around 92% of the site's production was linked to that single buyer. The case is different from the Nordic sawmill closures because the primary issue is not log availability but customer concentration in downstream processing.<\/p>\n<p style=\"margin: 0 0 18px;\">Siat remains a major French sawmilling group and continues investing elsewhere, reinforcing the wider European trend toward concentrating production and processing in the strongest sites rather than maintaining every existing plant.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Poland continues to rationalise sawmill and panel-related operations<\/div>\n<p style=\"margin: 0 0 18px;\">In Poland, KPPD has announced a reduction of around <strong>9% in group log processing<\/strong> for 2026 and suspended sawmilling at its Czaplinek operation. The company has cited reduced timber availability and higher purchasing costs from the State Forests as important factors.<\/p>\n<p style=\"margin: 0 0 18px;\">KPPD is particularly relevant because the 2026 reduction follows previous rationalisation measures elsewhere in its network. The Czaplinek shutdown therefore looks less like a short seasonal interruption and more like another stage in the consolidation of Polish sawmilling capacity.<\/p>\n<p style=\"margin: 0 0 18px;\">PAGED Plywood has separately ended production at its Bartoszyce facility. The site produced components used in blockboard manufacture and had annual capacity of approximately <strong>12,000 m\u00b3<\/strong>. The absolute volume is relatively small, but the closure adds to the reduction of wood-panel and engineered-wood capacity taking place elsewhere in Europe.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Panel capacity is also being withdrawn<\/div>\n<p style=\"margin: 0 0 18px;\">The largest quantified non-sawmill curtailment is at Homanit's Pagiriai MDF\/HDF plant in Lithuania. Production will stop from January 2027 for between 12 and 21 months, affecting approximately <strong>265,000\u2013310,000 m\u00b3\/year<\/strong> of installed capacity.<\/p>\n<p style=\"margin: 0 0 18px;\">The importance of the case goes beyond the volume itself. Pagiriai is a recent investment rather than an old plant being retired because of technological obsolescence. Its temporary shutdown indicates that even new, automated capacity can become uneconomic when furniture demand is weak and costs for energy, chemicals, logistics and raw material remain high.<\/p>\n<p style=\"margin: 0 0 18px;\">This is particularly relevant for the European panel market, where utilisation rates have a major effect on pricing. A temporary withdrawal of more than a quarter-million cubic metres of MDF\/HDF capacity can materially change regional supply even if the plant eventually restarts.<\/p>\n<p style=\"margin: 0 0 18px;\">Kronospan's particleboard line at Veliko Tarnovo in Bulgaria has also been taken offline, although in this case the trigger was environmental enforcement rather than market economics. The shutdown should therefore be kept separate from commercially driven capacity reductions.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Permanent closures tell only part of the story<\/div>\n<p style=\"margin: 0 0 18px;\">The narrowest calculation gives a relatively clear number. Vida's closures remove 265,000 m\u00b3\/year, Holmen's Linghem reduction removes around 46,000 m\u00b3\/year, and the proposed Veitsiluoto closure represents another 200,000 m\u00b3\/year.<\/p>\n<p style=\"margin: 0 0 18px;\">Together, these three cases account for approximately <strong>511,000 m\u00b3\/year of clearly identified lumber capacity<\/strong> permanently or structurally affected by decisions made during 2026.<\/p>\n<p style=\"margin: 0 0 18px;\">But that number understates the amount of production currently under pressure. It excludes Andrewex and \u00d6stan\u00e5 because comparable annual capacity data are unavailable. It excludes Mercer Torgau because Mercer has not quantified the production reduction. It excludes KPPD because only the group-wide percentage decrease has been disclosed.<\/p>\n<p style=\"margin: 0 0 18px;\">Most importantly, it excludes operating curtailments at large mills. Binderholz's Lieksa and Nurmes sites alone represent around 500,000 m\u00b3\/year of capacity exposed to temporary layoffs. Mets\u00e4 Fibre's Rauma mill is operating materially below its potential, while Schaffer has moved from two shifts to one.<\/p>\n<div style=\"background: #f7f3eb; border: 1px solid #dfd2b8; padding: 18px 20px; margin: 26px 0;\">\n<div style=\"font-weight: bold; color: #6e4b15; margin-bottom: 7px;\">Capacity lost is not the same as capacity under pressure<\/div>\n<div style=\"color: #444;\">The 511,000 m\u00b3\/year figure measures only clearly quantified permanent or structural reductions. Once temporary layoffs, low utilisation, reduced shifts and large unquantified restructuring programmes are included, well above 1 million m\u00b3\/year of European sawmill capacity is currently exposed to some form of production restraint.<\/div>\n<\/div>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Raw-material costs are becoming as important as weak demand<\/div>\n<p style=\"margin: 0 0 18px;\">Weak construction remains one of the main causes of reduced lumber demand, but the 2026 restructuring wave cannot be explained by demand alone. In the Nordic countries in particular, the supply side of the equation is becoming just as important.<\/p>\n<p style=\"margin: 0 0 18px;\">Vida's explanation is unusually direct: southern Sweden has too much sawmill capacity relative to available timber supply. Holmen reaches effectively the same conclusion from another direction, describing a lumber market that is extremely weak while raw-material costs remain historically high.<\/p>\n<p style=\"margin: 0 0 18px;\">Finland faces a similar squeeze. The disappearance of Russian timber flows has changed procurement conditions, while sawmills continue competing for domestic logs. Producers are therefore increasingly deciding whether marginal production is worth running at all.<\/p>\n<p style=\"margin: 0 0 18px;\">Germany adds high energy and operating costs to the same equation. Mercer Torgau is an important example because an integrated plant that can use residues internally and produce several wood-based products should theoretically have more flexibility than a stand-alone sawmill. Even there, however, the company has decided that existing production capacity needs to be adjusted.<\/p>\n<div style=\"font-weight: bold; color: #17324d; margin: 34px 0 14px; border-bottom: 2px solid #d8e1e7; padding-bottom: 8px;\">Production is concentrating in fewer mills<\/div>\n<p style=\"margin: 0 0 18px;\">The restructuring taking place in 2026 is therefore not simply a story of industrial decline. In many cases, capacity is being concentrated rather than disappearing completely.<\/p>\n<p style=\"margin: 0 0 18px;\">Vida is closing two mills while directing investment toward the remaining network. Stora Enso intends to transfer part of Veitsiluoto's pine production to other northern Finnish sites. Andrewex is abandoning primary sawing but retaining higher-value further processing. Equipment from Mocopinus is being transferred into other operations.<\/p>\n<p style=\"margin: 0 0 18px;\">Binderholz provides perhaps the clearest example. The company is preparing temporary operating adjustments at existing Finnish sawmills while simultaneously expanding its position in the country through acquisitions. The strategic objective is not necessarily to produce less wood over the long term, but to produce it in fewer, more competitive plants.<\/p>\n<p style=\"margin: 0 0 18px;\">That process could leave Europe with fewer sawmills, larger average plant sizes and greater concentration of production once construction demand eventually recovers.
