The study estimates that logging rates would have to decline by around 28% between 2025 and 2030, with considerably larger reductions required in some European regions. The figures are modelling results rather than proposed EU logging restrictions, but they point to potentially significant consequences for forest owners, logging companies and Europe's wood-processing industry.<\/p>\n<p>A study published in National Science Review projects that the EU-27 forest carbon sink will remain well below the level required under the researchers' 2030 scenario. The estimated shortfall reaches around 105 million tonnes of CO\u2082 equivalent.<\/p>\n<p>To close that gap, the researchers calculate that logging rates across the EU would need to decline by approximately 28% between 2025 and 2030, even after accounting for additional tree planting.<\/p>\n<p>The required adjustment varies sharply across Europe. The Atlantic region would need the largest reduction under the base scenario, at around 40%, followed by the Alpine region at 36%. The Mediterranean region is estimated at 29%, Continental Europe at 28% and the Boreal region at 27%.<\/p>\n<p>Under a more severe scenario combining stronger natural disturbances with weaker forest growth, the required EU-wide reduction rises to 49%. Continental Europe reaches 55%, the Alpine region 53% and the Atlantic region 51%.<\/p>\n<p>These figures are not proposed regional logging quotas. They represent the reductions generated by the model under different assumptions about forest growth, natural disturbances and the carbon sink required by 2030.<\/p>\n<p><strong>What this could mean for Europe's timber supply<\/strong><\/p>\n<p>The percentages become more tangible when compared with the size of Europe's timber market. EU roundwood removals are currently in the region of 460 million m\u00b3 annually. Applying the study's 28% reduction mechanically to a volume of this magnitude would correspond to roughly 130 million m\u00b3 per year.<\/p>\n<p>This does not mean that 130 million m\u00b3 of timber is expected to disappear from the European market. The study models changes in logging rates between 2025 and 2030, while actual removals would depend on forest growth, natural disturbances, national policies and the measures eventually used to strengthen the carbon sink.<\/p>\n<p>The calculation nevertheless gives an indication of the industrial scale involved. Even a considerably smaller reduction in available roundwood could change the supply balance for European sawmills, panel plants, pulp producers and biomass users.<\/p>\n<p>The effect would not necessarily be distributed evenly between sawlogs, pulpwood and energy wood. Governments could favour longer rotations, changes in thinning regimes or restrictions concentrated on particular forest types rather than uniform reductions across all assortments. Salvage logging following storms, fires and bark beetle outbreaks would further complicate annual supply.<\/p>\n<p>For forest owners and logging contractors, lower planned removals could mean less commercial activity. For processors, tighter availability could increase competition for logs and put upward pressure on procurement costs, particularly in regions with substantial installed processing capacity.<\/p>\n<p>The 130 million m\u00b3 figure is therefore best viewed as an illustration of scale rather than a forecast of future timber supply.<\/p>\n<p><strong>European forests are losing biomass faster<\/strong><\/p>\n<p>The debate comes as natural disturbances are already removing increasing amounts of biomass from European forests. Separate satellite research published in Nature Geoscience found that annual above-ground biomass losses have accelerated by around 46% since 2018 compared with the preceding period.<\/p>\n<p>Across the full period examined by the researchers, stand-replacing logging accounted for around 82% of identified biomass losses and severe natural disturbances for 18%. Drought, bark beetle outbreaks, storms and fires have become increasingly significant, particularly in the biomass-rich forests of Central Europe.<\/p>\n<p>This creates an additional problem for carbon policy. Timber lost through storms, insects, drought or fire reduces the carbon retained in forests independently of planned logging. If natural disturbances continue to increase while carbon targets remain unchanged, the pressure to restrict planned logging could become greater.<\/p>\n<p>The European Commission has also acknowledged the weakening of the EU land carbon sink, identifying slower forest growth, logging and increasingly severe natural disturbances among the factors behind the decline.<\/p>\n<p><strong>Major implications for European sawmills<\/strong><\/p>\n<p>A sustained reduction in logging would eventually translate into lower roundwood availability for a processing industry built around substantial domestic forest resources.<\/p>\n<p>Sawmills would face stronger competition for sawlogs, while pulp and panel producers could experience tighter industrial roundwood markets. Biomass producers would continue competing for lower-quality timber and residues. In regions where processing capacity is already high relative to economically available timber, even relatively modest changes in logging could have a significant effect on raw-material prices and mill utilization.<\/p>\n<p>The issue is particularly relevant for Europe's largest forest-industry countries. Germany, Sweden, Finland, France and Poland account for a large share of EU roundwood production and support extensive sawmilling, pulp, paper and wood-based panel industries.<\/p>\n<p>The Nordic markets are especially exposed to the debate. Sweden and Finland combine large forest resources with major processing industries and demanding carbon-sink objectives. A substantial reduction in logging would be difficult to absorb without affecting industrial production.<\/p>\n<p>Central Europe faces a different problem. Germany, the Czech Republic, Poland and neighbouring markets have already experienced extensive drought and bark beetle damage. Under the study's severe scenario, the estimated logging reduction for Continental Europe increases from 28% to 55%.<\/p>\n<p><strong>Less EU logging could shift timber production elsewhere<\/strong><\/p>\n<p>Lower logging within Europe would not necessarily result in an equivalent reduction in global timber production. Demand for lumber, panels, pulp, packaging and other wood products would not disappear simply because less timber was available from EU forests.<\/p>\n<p>If domestic supply declined faster than European wood consumption, part of the deficit could be covered through higher imports. The study identifies the risk of carbon leakage, while other forest-sector modelling has similarly found that restrictions on European forest use can shift part of timber production to other regions.<\/p>\n<p>For European sawmills, this could create a difficult combination: reduced access to domestic logs while imported lumber and other finished wood products gain competitiveness.<\/p>\n<p>It also raises a wider policy question. Restricting logging can increase the amount of carbon retained in European forests, but some of the associated timber production and forest pressure could simply move outside the EU.<\/p>\n<p><strong>Forest growth and carbon targets are not the same calculation<\/strong><\/p>\n<p>The issue does not mean that Europe is simply logging more timber than its forests produce. In most EU countries with comparable data, annual forest increment remains above commercial removals.<\/p>\n<p>Carbon targets impose a different requirement. Forests must accumulate enough additional carbon to meet climate objectives while simultaneously compensating for losses caused by drought, storms, fires, insects and other disturbances.<\/p>\n<p>A forest can therefore continue growing more wood than is logged while still failing to deliver the carbon removals required under climate legislation. This is likely to become one of the central issues in European forest policy as 2030 approaches.<\/p>\n<p><strong>Timber demand and forest carbon compete for the same resource<\/strong><\/p>\n<p>The study does not mean that Brussels is preparing an EU-wide 28% logging cut. Changes in rotation periods, thinning, regeneration strategies, forest structure and additional planting could all contribute to increasing the carbon sink.<\/p>\n<p>The way harvested timber is used could also become more important. Wood incorporated into buildings and other long-lived products can continue storing carbon for decades, while substituting materials with higher fossil emissions. This strengthens the case for directing more available timber towards higher-value, long-life applications rather than short-lived uses.<\/p>\n<p>The underlying tension remains difficult to resolve. Europe wants its forests to absorb substantially more carbon while simultaneously promoting timber construction, renewable materials and a competitive forest-based economy.
