China could gradually move from one of the world\u2019s largest buyers of imported wood raw material towards a more self-sufficient forest industry and eventually a major competitor to traditional producing countries. Expanding domestic wood supply, processing capacity and the development of technologies and standards in Asia could substantially change China\u2019s position in international forest industry value chains.<\/p>\n
A new study by Finland\u2019s VTT Technical Research Centre examines possible development paths for the forest industry through 2050. The scenarios are not forecasts, but explore how changes in raw material supply, investment, technology and international markets could alter the structure of the industry.<\/p>\n
One of the most significant scenarios concerns China. Stronger domestic timber supply combined with continued investment in processing could reduce the country\u2019s dependence on imports while strengthening its position as an industrial competitor.<\/p>\n
China could become less dependent on imported wood<\/strong><\/p>\n China is implementing a major reform of collective forest ownership, giving farmers and companies stronger rights to manage, use and transfer forest land. Forest assets can also be used as collateral for loans, potentially encouraging more industrial investment in forest management.<\/p>\n The reform aims to significantly increase both the production capacity and quality of domestic wood, which could eventually reduce the country\u2019s dependence on imported raw material.<\/p>\n For international suppliers, a sustained increase in commercially available Chinese timber would give domestic processors a larger local raw material base and reduce the proportion of their requirements covered by imports.<\/p>\n The study does not quantify how much Chinese log or lumber imports could decline, nor does it forecast domestic timber production in cubic metres. The scenario instead points to greater raw material self-sufficiency alongside a large domestic processing industry.<\/p>\n From customer to competitor<\/strong><\/p>\n The more significant change would come if increased domestic wood supply were accompanied by continued expansion and modernisation of China\u2019s forest industry.<\/p>\n Under this scenario, China develops a strong position in large-scale production and higher-value products. Large integrated industrial facilities, plantation-grown raw material and new production technologies shift an increasing share of global forest industry capacity towards Asia.<\/p>\n China could then become a stronger exporter and direct competitor to forest industries that previously regarded the country primarily as a destination for their products.<\/p>\n The shift could also affect where forest industry technology is developed. Industrial processes, patents and production models could increasingly originate in Asia, giving Chinese industrial systems greater influence over product specifications, production standards and the technical requirements companies must meet to participate in Asian value chains.<\/p>\n European producers could therefore find themselves competing with Chinese manufacturers in international markets while simultaneously adapting to Chinese requirements to retain access to the country itself.<\/p>\n Wood construction could become a major growth market<\/strong><\/p>\n Greater self-sufficiency in raw material does not necessarily mean a smaller Chinese market for the international wood industry. The composition of demand could change considerably.<\/p>\n China\u2019s low-carbon construction targets and increasingly industrialised building methods could support greater use of mass timber and hybrid structures, including prefabricated components, structural systems, fa\u00e7ades and interior products.<\/p>\n Wood construction received greater attention at China\u2019s 2025 International Green Building Conference and technology exhibition, where it was presented as part of low-carbon urban development.<\/p>\n China\u2019s mass timber market, including CLT and glulam, is estimated to grow from USD 1.6 billion in 2025 to USD 4.7 billion in 2031, an annual growth rate of 19.4%.<\/p>\n China could therefore import less wood raw material while becoming a larger market for engineered wood products, prefabricated components, building systems, machinery and production technology. For European companies, opportunities could increasingly move towards products and technologies that are more difficult to replace domestically.<\/p>\n Europe risks losing part of the value chain<\/strong><\/p>\n If new production capacity and investment increasingly concentrate in Asia, European forest industries could lose more than export volumes.<\/p>\n Finland and other European producers could retain strong positions in machinery, equipment, process technology, consulting, research and specialised wood products.<\/p>\n The risk is that these become supporting roles around an industrial system whose main production capacity is located elsewhere. If China increasingly controls production scale and develops its own technologies and standards, European companies could find themselves supplying machinery, components and specialist know-how without controlling the most important parts of the industrial chain.<\/p>\n For major European forest industry countries, that would represent a significant reversal: China would no longer simply be a market for their products, but an increasingly direct competitor for the same customers.<\/p>\n Alternative raw materials add another source of competition<\/strong><\/p>\n Competition could also come from alternative raw materials, particularly bamboo in Asia.<\/p>\n In China\u2019s Anji region alone, the bamboo industry comprises around 1,000 companies and generated an estimated CNY 18 billion in revenue in 2023. China is also examining additional industrial uses for bamboo as a substitute for other materials.<\/p>\n The global bamboo market is estimated to grow from more than USD 79 billion in 2025 to USD 115 billion in 2030, an annual growth rate of 7.7%.<\/p>\n For conventional wood producers, fast-growing and locally available raw materials could strengthen Asian manufacturing in selected applications without creating equivalent demand for imported timber.<\/p>\n Global wood trade itself could change<\/strong><\/p>\n China\u2019s changing position would take place alongside changes in the way international wood trade operates.<\/p>\n Market access could become increasingly dependent on traceability, origin data, environmental requirements and trade regulation. International trade could become more strongly organised around economic and regulatory blocs, with transparency requirements, carbon-related measures and auditing influencing material flows.<\/p>\n Procurement could change as well. Algorithmic wood trading could increasingly adjust timber prices, purchasing requirements and deliveries in real time using data on inventories, production demand, weather and forest resources.<\/p>\n For European producers, the China question would therefore no longer be limited to how many logs, lumber or other wood products the country imports.<\/p>\n China has spent decades absorbing large quantities of imported wood raw material.
