New information on Turkey\u2019s phytosanitary rules indicates that European oak suppliers have not been shut out of the Turkish market, despite the severe disruption to imports reported since August 4. The regulation does not appear to impose a general ban on oak; instead, it introduces stricter plant-health controls, with official inspections now required at the first point of entry into Turkey.<\/p>\n
The new Plant Quarantine Regulation was published in the Turkish Official Gazette on May 6 and entered into force on August 4, after a 90-day transition period. Turkey\u2019s Ministry of Agriculture and Forestry says the regulation replaces the previous 2011 framework and was prepared in line with updated EU legislation, including revisions related to pest risks and import controls.<\/p>\n
The change initially caused considerable confusion in the international hardwood trade. Reports from the US hardwood industry indicated that imports of red and white oak had effectively stopped, including kiln-dried lumber, while Turkish companies themselves reported severe restrictions affecting imported oak lumber, logs and veneer.<\/p>\n
The latest information, however, points to a more complicated situation: oak imports are subject to substantially tighter controls, but the regulation itself does not amount to a blanket prohibition on foreign oak.<\/p>\n
First-entry inspection becomes mandatory<\/strong><\/p>\n The most important change concerns where phytosanitary inspections take place.<\/p>\n Article 8 of the new regulation states that official controls on plants, plant products and other regulated goods are, with specified exceptions, to be carried out at the first point of entry into Turkey.<\/p>\n This means shipments cannot simply enter the country and move under customs procedures to an inland destination for their initial plant-health inspection, as had previously been possible in some cases.<\/p>\n If regulated goods reach inland customs without completing the required control at their first authorised entry point, they are not to be opened and inspected there. Instead, they must be returned to the authorised customs office at the border crossing or port through which they originally entered.<\/p>\n Turkish export-industry guidance issued ahead of implementation confirms the change and specifically warns that shipments previously allowed to move inland without an initial plant-health check will have to complete that inspection at entry under the new system.<\/p>\n For European hardwood exporters, this makes the choice of border crossing or port more important. Transport and customs arrangements need to ensure that the first Turkish entry point is authorised and equipped to carry out the necessary plant-health controls.<\/p>\n Oak trade was effectively disrupted after August 4<\/strong><\/p>\n Although the regulation should not be described as a general oak import ban, its introduction has had a real impact on trade.<\/p>\n Turkish furniture producer Yonga Mobilya said on August 12 that the new phytosanitary measures had effectively and substantially restricted imports of oak lumber, logs and veneer since August 4. The company warned that the issue affected not only its own production but potentially the wider Turkish furniture industry and exports of higher-value products.<\/p>\n Yonga also said that American oak is an important raw material for its production because of quality, certification, drying standards, continuity of supply and customer specifications. The company estimated that its existing oak lumber inventories were sufficient for around 1.5 months of production and warned of possible production and delivery problems if the situation was not resolved.<\/p>\n The company and Turkish industry organisations have since been in contact with the relevant authorities over implementation of the new rules.<\/p>\n This helps explain why the August 4 change was initially interpreted internationally as an import ban: whatever the legal wording, some oak supply chains were effectively unable to operate under the new requirements immediately after implementation.<\/p>\n European and North American oak remains eligible for the Turkish market<\/strong><\/p>\n The latest information indicates that the new regime does not close the Turkish market to European or North American oak. The disruption reported since August 4 appears to stem from the implementation of stricter phytosanitary and customs procedures rather than a general prohibition on imported oak.<\/p>\n For European exporters, particularly road shipments from Central and southeastern Europe, existing logistics may need to be adjusted if phytosanitary inspections were previously carried out at inland customs offices. Containerised shipments from Europe and North America must likewise complete the required controls at the authorised Turkish port of entry.<\/p>\n Earlier reports from the US hardwood industry had suggested that red and white oak shipments, including kiln-dried lumber, were effectively blocked. Current information instead points to the revised quarantine procedures as the main cause of the disruption.<\/p>\n Some uncertainty remains over individual products and the practical application of the new rules.
