Antti Viljakainen, Head of Research at Finnish equity research firm Inderes, says capacity reductions have so far been relatively limited considering the length of the downturn and the increasingly structural nature of some of the industry's problems, while Niklas von Weymarn, CEO of Mets\u00e4 Group\u2019s innovation company Mets\u00e4 Spring, sees a more difficult long-term environment for Finland\u2019s export-dependent forest sector as global trade becomes less predictable and Chinese industrial capacity expands.<\/p>\n<p>For softwood lumber traders, the immediate issue is the gap between raw-material costs and the market for finished products. Finnish pulpwood prices eased somewhat during the winter, but sawlogs remain expensive relative to current market conditions, while sufficient processing capacity and weak construction demand are preventing sawmills from fully transferring those costs into lumber prices.<\/p>\n<p>Viljakainen identified softwood lumber and softwood pulp as among the most challenging forest-product segments at present, in contrast with some packaging grades where tighter supply-demand conditions have already supported price increases.<\/p>\n<p>The result is a difficult margin equation for Finnish sawmills: raw-material costs continue to provide a strong argument for higher offers, but buyers still have sufficient alternatives and construction demand has not recovered enough to give producers the pricing power required to restore margins.<\/p>\n<p><strong>Capacity increasingly becomes the adjustment mechanism<\/strong><\/p>\n<p>The question is therefore shifting from how much more producers can save to how much capacity the market can support.<\/p>\n<p>Finnish forest companies have spent years implementing efficiency programmes, according to Viljakainen, meaning many of the easier savings have already been captured and the scope for further cost reductions is considerably smaller if companies retain largely the same production footprint. Permanent closures would have a larger effect by reducing fixed costs, raising utilisation rates at remaining plants and removing supply from an already competitive market.<\/p>\n<p>Viljakainen considers the capacity adjustment in Finland relatively modest given the duration of the downturn. That is particularly relevant for softwood lumber, where mills continue to compete for a limited pool of orders while carrying high sawlog costs.<\/p>\n<p>If construction remains weak, further restructuring could therefore become increasingly difficult to avoid. A reduction in available capacity would not only improve the cost structure of individual producers but could also tighten the Finnish lumber market sufficiently to improve price discipline.<\/p>\n<p>The pressure is not limited to sawlog purchase prices. Higher fuel costs have increased harvesting and roundwood transport costs, meaning the delivered cost of wood at the mill has also risen. Finland's large integrated forest groups have some protection against higher energy prices through their own energy production, but sawmills still have to absorb the combination of expensive sawlogs, harvesting costs and logistics in a weak lumber market.<\/p>\n<p><strong>China adds a structural problem to a cyclical downturn<\/strong><\/p>\n<p>Viljakainen sees another problem developing beyond Finland and the European construction cycle: the rapid expansion of China's forest-industry capacity.<\/p>\n<p>China has invested heavily in pulp and board production, increasing domestic supply and reducing its dependence on material previously imported from major producing regions including Finland and South America. At the same time, weak Chinese domestic consumption means that the additional capacity increasingly needs export markets.<\/p>\n<p>The two developments are changing global trade flows simultaneously. China can import less in some forest-product categories while its producers seek to sell more abroad, increasing competitive pressure in markets already struggling with subdued consumption.<\/p>\n<p>Europe is among the destinations affected. Viljakainen argues that Chinese material does not have to compete directly with Finnish products in Germany or other core Central European markets to influence prices. Volumes entering peripheral European markets can displace established suppliers, which then redirect material elsewhere and add competition in other destinations.<\/p>\n<p>For European traders, the effect can therefore travel considerably further than the initial Chinese import flow. Additional supply in one destination changes the options available to sellers throughout the region, particularly when underlying demand is weak and buyers can readily switch between suppliers.<\/p>\n<p>Viljakainen increasingly regards this as structural rather than simply another cyclical problem. Chinese producers operate under different economic conditions and profitability expectations from listed Finnish forest companies, while the production capacity built in recent years does not disappear when demand weakens.<\/p>\n<p><strong>Finland\u2019s export model faces a more difficult market<\/strong><\/p>\n<p>Von Weymarn reaches a similar conclusion from a broader perspective. Finland's forest industry developed around exporting large volumes from a small domestic market, benefiting for decades from expanding international trade and relatively predictable access to foreign customers.<\/p>\n<p>He argues that the environment supporting that model has changed. Europe remains Finland's natural home market, but weak economic growth limits its ability to absorb steadily increasing forest-product volumes, while relations between the world's largest economic blocs have become more complicated and international trade rules less predictable.<\/p>\n<p>For Finnish producers, this means that finding an alternative export destination is becoming more important but also more difficult. India is among the markets von Weymarn sees gaining importance as Europe seeks stronger commercial relationships beyond increasingly difficult US-China trade dynamics.<\/p>\n<p>New markets, however, cannot simply absorb Finnish production regardless of price. Von Weymarn said industrial customers continue to base purchasing decisions primarily on price, functionality, availability and reliability, with sustainability becoming an additional advantage only after those commercial requirements have been met.<\/p>\n<p>That observation is also relevant to conventional wood products. Finland may have a strong resource base, efficient mills and established export channels, but those advantages cannot fully offset high raw-material costs when competing supply is readily available and customers remain price-sensitive.<\/p>\n<p><strong>Softwood lumber supply may have to adjust before demand recovers<\/strong><\/p>\n<p>The second-quarter reporting season provided little evidence that construction or private consumption is about to deliver a rapid improvement in Finland's forest-product markets.<\/p>\n<p>For the softwood lumber sector, this leaves producers dependent on a recovery that has repeatedly taken longer than expected. Sawlog costs remain high, harvesting and logistics have become more expensive and existing sawmill capacity continues to compete for orders, while developments in China are adding pressure to international forest-product trade flows.<\/p>\n<p>A stronger European construction market would improve the equation and allow Finnish mills to run existing capacity more comfortably. If that recovery remains slow, however, waiting for demand alone to restore the balance may no longer be sufficient.<\/p>\n<p>After years in which producers have already extracted much of the available benefit from conventional efficiency programmes, further permanent capacity reductions could increasingly become the mechanism through which Finland\u2019s sawmill industry brings softwood lumber supply, production costs and demand back into a more sustainable balance.<\/p>","protected":false},"excerpt":{"rendered":"<p>Finland\u2019s sawmill industry may need further permanent capacity reductions as high sawlog costs, weak softwood lumber demand and growing pressure on the country\u2019s traditional export markets leave producers with limited room to restore margins through higher prices alone.
