Demand remains uneven, particleboard growth is limited and Poland has overtaken Germany in MDF production. What happens next at Pfleiderer could therefore matter for regional supply, plant utilisation and price competition.

Pfleiderer's restructuring is intended to substantially reduce debt and provide additional capital for the business. A group of bondholders holding more than 80% of the notes due in 2029 is expected to take control of the company, following several years of financial pressure and an earlier restructuring of €750 million of senior secured notes.

The change has now reached management level. On August 20, CEO Hicham Abel left Pfleiderer by mutual agreement, with Chief Restructuring Officer Donald Featherstone taking over as interim CEO. Pfleiderer said the next phase will include a new business plan covering investment in plants, processes and sales organisations.

For the panel market, the important question is how that plan will translate into production and investment decisions.

A market with little room for excess volume

European particleboard production reached 31.82 million m³ in 2025, an increase of only 1.5%. For 2026, the European Panel Federation expects another modest rise of 0.7%, to around 32.05 million m³. MDF has performed better: European production increased 4.1% to 11.73 million m³ last year and is forecast to reach around 12.18 million m³ in 2026.

The geographic balance is also changing. Poland increased MDF production by 4% to 2.63 million m³ in 2025, overtaking Germany, where output declined by 1.5% to 2.61 million m³. The difference is still small, but it illustrates the growing importance of Polish production in a market historically centred heavily on Germany.

Against this background, Pfleiderer's production policy matters. The group remains an important supplier of raw and coated particleboard, MDF and fibreboard, HPL, worktops and decorative products. Its German production network includes Neumarkt, Gütersloh, Baruth, Leutkirch and Arnsberg.

With demand still constrained in important outlets such as furniture and construction, the market remains sensitive to how producers balance volumes against margins. Running plants harder to improve fixed-cost absorption can add pressure to already competitive commodity grades. Greater production discipline, by contrast, can support utilisation and pricing across the wider market.

Output and pricing policy will be key

This makes Pfleiderer's approach after the financial restructuring particularly relevant. A business under less pressure from debt could have more flexibility to manage production according to market conditions rather than short-term liquidity requirements.

One route would be tighter control of commodity volumes, particularly when order intake does not justify high utilisation. Such an approach would be supportive for the wider Central European particleboard and MDF market, where German, Polish and neighbouring producers frequently compete for the same furniture and industrial customers.

But financial stabilisation does not necessarily mean lower output. Additional liquidity and a reduced debt burden could also allow Pfleiderer to keep utilisation higher, invest in plant efficiency and defend market share. In a slow-growing particleboard market, that would maintain pressure on competing suppliers and limit room for price increases.

Lead times and order books will therefore be worth watching alongside announced capacity. There is a substantial difference between nominal installed capacity and the amount of board actually being offered to the market. Changes in operating schedules or utilisation can affect spot availability well before any formal capacity closure is announced.

More emphasis on higher-value boards?

Product mix is the other important variable. Pfleiderer's portfolio extends well beyond raw board into melamine-faced panels, HPL, worktops and decorative surfaces used by furniture, kitchen and interior-fitout customers.

That gives the group another route to improve earnings without relying on higher commodity board volumes. Investment in finishing, surfaces and specialised products can increase the value generated from the same underlying board production while reducing exposure to competition based primarily on raw panel prices.

Such a strategy would shift some of the competitive pressure further downstream. Less emphasis on selling raw board could help the commodity balance, but stronger activity in coated and decorative products would increase competition among suppliers serving furniture and interior markets.

The distinction is particularly relevant when end-use demand remains patchy. Producers with sufficient finishing capacity have more scope to direct base-board output internally rather than placing additional raw panels on the merchant market.

Germany remains central to the equation

Germany's position makes the restructuring particularly relevant for neighbouring markets. The country remains one of Europe's largest panel-producing and consuming markets, but its furniture and construction sectors have been weak, while MDF production has already slipped behind Poland.

Pfleiderer's five German plants also serve different parts of the panel market. Baruth produces MDF/HDF, while Neumarkt, Gütersloh and Leutkirch have historically represented substantial particleboard and surfacing capacity; Arnsberg is focused on HPL and downstream products.

Production decisions are therefore unlikely to have the same effect across every product. Changes in raw particleboard output would be most visible in the commodity market, while changes at finishing operations would be felt more directly in MFC, HPL and decorative products.

There is currently no indication that Pfleiderer intends to close plants or permanently remove capacity as part of the restructuring. The company's latest statement instead points to investment in plants, processes and sales as part of the business plan now being prepared under Featherstone.

That leaves the Central European market with a more immediate set of indicators to follow: operating rates, availability, lead times, price discipline and the split between raw and further-processed boards.

The ownership transfer solves a financial question. How Pfleiderer uses its production base after the restructuring will determine whether it also changes the supply balance in the Central European panel market.

The planned transfer of Pfleiderer to its bondholders comes at a sensitive point for the Central European wood-based panel market.
