Turkey has imposed an immediate ban on imports of oak products from all countries, disrupting shipments of both European and North American hardwood into the Turkish market.<\/p>\n
The restriction took effect on August 4 and covers red and white oak, including kiln-dried sawn timber, according to the National Hardwood Lumber Association (NHLA). The measure applies to suppliers worldwide and is not limited to products originating in the United States.<\/p>\n
For the time being, oak shipments to Turkey cannot proceed until authorities clarify the requirements and establish a possible route to compliance.<\/p>\n
The decision appears to have caught the international hardwood industry and US authorities by surprise. According to the NHLA, contacts at the US Department of Agriculture (USDA) in Turkey had not been informed of the measure in advance. The USDA, American Hardwood Export Council (AHEC) and local industry representatives are now seeking clarification from Turkish authorities.<\/p>\n
Initial information suggests, however, that the ban may be the result of a technical or phytosanitary classification change rather than a deliberate decision by Turkey to close its market to foreign oak.<\/p>\n
Turkey's TAREKS import control system was updated on August 4, the same day the restriction entered into force. According to AHEC International Program Manager Tripp Pryor, the ban appears to be connected to a new classification of pest areas introduced with the update.<\/p>\n
\u201cThe industry was not consulted on any changes for oak ahead of the update, and it's possible this was more of a technical issue than a policy change,\u201d Pryor said.<\/p>\n
The USDA Foreign Agricultural Service (FAS) in Ankara has since met with Turkish officials over the issue. According to Pryor, the parties are working to determine what caused the restriction and how it can be resolved.<\/p>\n
The scope of the measure makes the development particularly relevant for European hardwood exporters. Unlike a country-specific phytosanitary restriction, the current ban applies to oak products regardless of origin, potentially affecting suppliers across the main European oak-producing countries as well as the United States.<\/p>\n
