China\u2019s new five-year forestry plan could have consequences well beyond its domestic forest sector. For international timber markets, the key question is whether a larger commercially available forest resource will reduce part of the import demand that has shaped global log and lumber trade for the past two decades.<\/p>\n
Under the 2026-2030 plan, China aims to increase forest coverage to 25.8% and forest stock volume to 22.4 billion m\u00b3 by the end of the decade. Beijing also wants the total output value of the forestry and grassland sector to reach RMB14 trillion, close to US$2 trillion.<\/p>\n
For timber traders, the forest-stock target matters mainly in terms of how much additional wood can eventually reach the market. The plan combines forest expansion and management with the development of forestry industries and supporting infrastructure. Higher commercial harvesting and better mobilisation of domestic raw materials could allow Chinese-grown timber to supply a larger part of industrial demand.<\/p>\n
China will remain a major timber importer. Its processing industry is too large, regional supply differs considerably and many raw-material requirements cannot be met domestically.<\/p>\n
But China does not need to approach self-sufficiency to affect international trade. Even a relatively small reduction in import requirements would be significant for supplying countries whose export volumes depend heavily on Chinese buyers.<\/p>\n
Domestic timber adds another source of competition<\/strong><\/p>\n The relevant issue is how much timber China can commercially harvest, in which regions and assortments, and at what cost.<\/p>\n China has accumulated forest resources for decades, but restrictions on natural forest harvesting mean that growth in standing volume cannot be translated directly into additional industrial supply. Much of the forest estate will remain outside intensive commercial production.<\/p>\n The potential increase in supply is more likely to come from plantations and other managed forests, supported by improvements in harvesting, transport and processing.<\/p>\n Chinese buyers have traditionally moved between New Zealand, Russia, Europe, North America and other origins according to log and lumber prices, freight, exchange rates, availability and mill margins. A larger domestic supply means imported timber would increasingly compete against Chinese raw materials as well as against other foreign origins.<\/p>\n The forestry plan comes after several years of adjustment in China's timber imports.<\/p>\n The property downturn has weakened the demand conditions that supported much larger timber imports during previous cycles, while Chinese processors have become more cautious about raw-material costs and inventories.<\/p>\n Supply routes have changed as well. Russia's restrictions on log exports shifted a significant part of its trade with China towards lumber. European spruce logs became an important source when bark beetle damage produced exceptional salvage volumes in Central Europe, before falling availability and higher European prices reduced shipments.<\/p>\n New Zealand has the clearest exposure<\/strong><\/p>\n Among the major suppliers, New Zealand has perhaps the most direct exposure to a structural reduction in Chinese log requirements.<\/p>\n China is the dominant destination for New Zealand radiata pine logs, with the trade based on large volumes of relatively standardised material. This gives New Zealand an established position in China but also leaves exporters exposed to changes in Chinese demand.<\/p>\n The issue is not whether domestic Chinese timber can replace radiata pine in every application. What matters is whether additional domestic supply reduces the marginal volume of imported logs required by Chinese mills.<\/p>\n If China eventually needs several million fewer cubic metres of imported softwood, New Zealand exporters would either have to compete more aggressively for Chinese business or place additional volumes elsewhere.<\/p>\n India and Southeast Asia would be obvious candidates. Increased availability in those markets could then affect regional log prices even if their own consumption remains unchanged.<\/p>\n Russia is positioned differently<\/strong><\/p>\n Russia has a different position because of its proximity to China, established rail connections and large softwood resource. Since restrictions on Russian roundwood exports were introduced, the relationship has also moved increasingly towards lumber and other processed products.<\/p>\n These factors give Russian producers advantages over suppliers dependent on long-distance ocean freight.<\/p>\n Greater Chinese domestic supply could nevertheless increase competition for Russian lumber, particularly in northern and northeastern China. Russian mills would retain advantages in proximity, species and scale, but future Chinese import requirements would depend more heavily on the relative cost of domestic and Russian material.<\/p>\n Europe's China trade becomes more opportunistic<\/strong><\/p>\n European softwood log exports to China expanded rapidly during the bark beetle crisis, when Central European markets had to absorb exceptional volumes of damaged spruce. China became an important outlet for logs that regional processing capacity could not consume.<\/p>\n Those conditions have since changed.<\/p>\n As salvage volumes declined and European sawlog prices recovered, shipping logs from Central Europe to China became progressively less attractive. Additional Chinese domestic supply would make the economics more demanding again.<\/p>\n China is therefore more likely to remain an outlet for European logs when regional surpluses coincide with favourable freight rates and sufficiently high Chinese prices than to return to the exceptional volumes recorded during the beetle years.<\/p>\n The same applies to lumber. European sawmills can supply China where prices, grades and dimensions work, but competition from Russian, domestic Chinese and other imported material leaves little room for high delivered costs.<\/p>\n Importers compete for a share of a different Chinese market<\/strong><\/p>\n For much of the previous two decades, international timber suppliers could rely on a Chinese processing sector that required growing quantities of foreign raw materials. That relationship has changed as construction demand has weakened and China's domestic forest resource has expanded.<\/p>\n China can increase domestic wood use while remaining one of the world's largest timber importers. The change would be in the composition of supply rather than the disappearance of imports.<\/p>\n Suppliers with competitive delivered costs, dependable volumes and products that Chinese mills cannot readily source domestically should retain the strongest positions. Long-distance trades dependent on temporary price differences or exceptional surplus volumes will be more exposed.<\/p>\n Chinese domestic log prices, harvesting volumes and regional availability could therefore become increasingly relevant for international traders alongside customs import data and freight rates.<\/p>\n The impact will extend beyond China<\/strong><\/p>\n Any reduction in Chinese purchasing would also move wood into other markets.<\/p>\n If New Zealand sells fewer radiata pine logs to China, exporters will seek additional demand in India, Southeast Asia and elsewhere. Russian lumber facing stronger competition in China could move towards Central Asia, the Middle East or other Asian destinations. European suppliers could retain more wood within Europe or compete more actively in North Africa and the Middle East.<\/p>\n Changes in Chinese demand would therefore affect timber availability and pricing well beyond the Chinese market.<\/p>\n This has happened before in the opposite direction. Periods of aggressive Chinese purchasing drew additional volumes towards China and tightened availability elsewhere.
