Across much of the continent, benchmark assessments have remained broadly unchanged since late spring, suggesting a market that has stabilised after two years of exceptional volatility. Beneath that apparent calm, however, competitive conditions continue to evolve as differences in production costs, raw material procurement, logistics and regional supply dynamics increasingly determine which producers remain profitable.

Global Wood Markets Info's latest market survey suggests that the commercial environment is becoming more fragmented despite relatively stable published prices. Discussions with producers, importers, distributors and traders indicate that buying activity remained disciplined throughout June, with customers continuing to purchase primarily against confirmed demand rather than rebuilding inventories ahead of autumn. Rather than attempting to anticipate higher prices later in the year, buyers have largely focused on immediate requirements while maintaining maximum flexibility in an uncertain construction market.

The consequence is a market where producers selling similar lumber into the same destinations are achieving very different financial outcomes. Benchmark prices may differ only marginally between suppliers, yet variations in sawlog procurement costs, transport expenses, production efficiency and freight availability are having a far greater influence on profitability than relatively small movements in finished lumber prices. Increasingly, the competitive advantage belongs not necessarily to the producer obtaining the highest lumber price, but to the one capable of manufacturing and delivering that lumber at the lowest overall cost.

Recent financial results from several of Europe's largest forest products companies reinforce that assessment. Production and shipment volumes have generally remained relatively resilient, yet margins continue to come under pressure because higher costs for logs, freight, energy and manufacturing are absorbing much of the value generated by finished lumber sales. The challenge facing many producers is therefore becoming less about maintaining volumes than about restoring profitability.

<div style="max-width: 1100px; margin: 28px auto; font-family: Arial,Helvetica,sans-serif; The ranges represent prevailing market levels rather than individual transactions.

Commercial activity remains stronger in Central Europe

The geographical divide within Europe has become more apparent as the industry enters the third quarter. According to Global Wood Markets Info's market survey, commercial activity has generally remained more consistent across Central Europe than in the Nordic region, where customers continue to purchase cautiously and visibility beyond short-term orders remains limited.

This should not be interpreted as evidence of a broad recovery in Central European construction. Residential building activity remains subdued across most European markets, financing conditions continue to weigh on new housing developments and distributors remain reluctant to rebuild inventories after demand repeatedly failed to meet expectations during the first half of the year. The difference lies instead in the pace of commercial transactions. Markets including Germany, Austria, France and neighbouring countries continue to generate sufficient day-to-day business to support relatively steady trading, whereas many Nordic suppliers describe a market in which competition for every order has intensified.

At the same time, Central European producers have become increasingly active in export markets. According to market participants, offers from German and Austrian sawmills have frequently appeared at around €10-20/m³ below comparable Nordic material in several European destinations, increasing competitive pressure on suppliers from Sweden and Finland. These offers do not necessarily represent prevailing market prices across Germany or Austria, nor are they solely the result of aggressive discounting. They also reflect shorter transport distances into key consuming markets, different procurement structures and, in many cases, lower delivered freight costs that allow certain Central European producers to compete more effectively.

Delivered cost has consequently become one of the market's most important competitive variables. Buyers that previously focused primarily on ex-mill prices are increasingly evaluating the total cost of supply, including transport availability, delivery times, logistics reliability and commercial flexibility. In an environment where demand remains limited and customers have access to multiple sources of supply, relatively small differences in total delivered cost are often sufficient to determine where business is placed.

The market has therefore become considerably more competitive without any corresponding increase in overall demand. Construction activity has not deteriorated dramatically compared with earlier this year, but neither has it recovered sufficiently to absorb existing production capacity. Producers from different regions are consequently competing for essentially the same pool of demand while buyers continue purchasing only against confirmed orders rather than rebuilding inventories in anticipation of stronger autumn activity.

Koskisen points to the industry's margin squeeze

Comments made recently by Finnish producer Koskisen reinforce the broader picture emerging across the European market. The company said demand for softwood lumber developed largely in line with expectations during the second quarter, while prices improved modestly compared with the previous quarter. Even so, higher freight costs absorbed much of that improvement, leaving profitability under pressure despite relatively stable commercial conditions. Year-on-year, lumber prices also remained below second-quarter 2025 levels, limiting the industry's ability to recover higher production costs.

The assessment reflects a challenge shared by many European sawmills. Improvements in finished lumber prices are no longer sufficient on their own to restore margins, as gains on the revenue side are increasingly offset by higher logistics and operating costs before they reach the bottom line.

High sawlog costs continue to define competitiveness

Raw material costs remain one of the principal factors separating stronger and weaker performers across Europe.

In Finland, June data published by Natural Resources Institute Finland (Luke) showed standing-sale prices continuing their upward trend, with average pine sawlogs reaching €78.52/m³ and spruce sawlogs €83.65/m³. Compared with May, pine prices increased by 1.6% and spruce by 1.0%, extending the gradual recovery that has been underway since the beginning of the year.

Although prices remain below the record levels reached in June 2025, they continue to rank among the highest seen historically. Since January alone, average pine sawlog prices have increased by more than 7%, while spruce has gained over 8%, illustrating how quickly procurement costs have recovered despite the lack of a comparable improvement in finished lumber markets.

For sawmills, the imbalance has become increasingly difficult to manage. Lumber prices have stabilised, but they have not strengthened sufficiently to compensate for persistently expensive raw material. The result is a widening gap between producers able to secure competitively priced fibre and those operating in regions where log procurement continues to consume a growing share of the value created by finished lumber sales.

Construction remains the missing catalyst

During Global Wood Markets Info's recent interview with Finnish Sawmills Association Managing Director Tino Aalto, the discussion repeatedly returned to one underlying issue: the European market does not need additional production capacity as much as it needs stronger demand.

According to Aalto, restoring profitability will depend primarily on a recovery in residential construction across Europe, where significant pent-up demand exists but investment decisions continue to be delayed by economic uncertainty. At the same time, he argued that sawlog procurement and logistics costs need to ease if producers are to rebuild sustainable margins, warning that further increases in costs cannot continue to be absorbed by the industry.

Aalto also expressed concern that European forestry and environmental policies are becoming increasingly disconnected from industrial realities. In his view, additional harvesting restrictions and nature restoration measures risk tightening raw material availability further without improving the competitiveness of Europe's wood-processing industry, potentially allowing suppliers from outside Europe to strengthen their position in key export markets.

His assessment reflects concerns that extend well beyond Finland. While benchmark lumber prices have remained relatively stable, many producers continue to face a combination of subdued construction activity, historically high raw material costs and rising regulatory requirements, leaving little room for a meaningful recovery in profitability.

Profitability, rather than prices, will define the second half

As Europe enters the second half of 2026, the industry's principal challenge is no longer determining whether benchmark lumber prices will rise or fall by another few euros per cubic metre. Increasingly, the more important question is whether current price levels are sufficient to support profitable production in an environment where costs continue to evolve differently across regions.

That distinction is becoming increasingly important because producers operating within almost identical price ranges are generating markedly different financial results. Access to competitively priced sawlogs, efficient logistics, lower transport costs and disciplined operational management are becoming more influential than modest movements in benchmark lumber prices themselves.

For much of the past two years, attention has focused on where lumber prices were heading. The second half of 2026 is likely to be shaped by a different question altogether: which producers can continue manufacturing profitably while those prices remain broadly unchanged.
