Hundreds of thousands of people have been evacuated, major transport routes have been disrupted and tens of thousands of hectares of forest have burned, including large areas of the Landes forest in southwestern France, one of Europe's most important timber-producing regions. While the immediate priority has been protecting lives and containing the fires, attention within the forest sector is already shifting towards a different challenge: assessing the damage, recovering commercially viable timber and minimising long-term disruption to industrial supply chains.

For timber markets, the full economic impact remains impossible to quantify. Large sections of the affected forests remain inaccessible, road closures continue to delay inspections and many private forest owners still do not know whether their properties have been affected. France Bois Forêt has therefore urged caution against drawing early conclusions, arguing that reliable estimates will only become possible once emergency services have completed their work and foresters are able to assess the condition of individual stands.

What is already becoming clear, however, is that the discussion extends well beyond the number of hectares burned. For sawmills, harvesting contractors and wood processors, the next several weeks will determine how much timber can still be recovered before biological degradation begins to reduce its value. Salvage operations, procurement strategies and processing capacity are rapidly becoming just as important as firefighting itself.

France prepares to recover as much timber as possible

France's response illustrates how quickly the industry's priorities change once fires begin to come under control. According to France Bois Forêt president Anne Duisabeau, the sector has been heavily involved in emergency operations, working alongside farmers and local authorities to support firefighters by supplying water, establishing firebreaks and providing more than one hundred forestry machines. Once emergency operations end, that mobilisation will shift almost immediately towards assessing damaged forests and organising salvage harvesting.

The Landes forest occupies a strategic position within the French timber industry. It is one of the country's most intensively managed forest areas and supplies between 30% and 40% of France's pallet lumber production while supporting an extensive network of sawmills and wood-processing facilities. Although the burned area represents only part of the one-million-hectare forest massif, disruptions to harvesting and transport inevitably affect companies throughout the regional supply chain. Several processing facilities have already suspended operations because timber cannot be transported safely through restricted areas.

New wildfire evacuations ordered in France, bringing total to 330,000 people displaced in southwestern Europe

New wildfire evacuations ordered in France, bringing total to 330,000 people displaced in southwestern EuropeRather than increasing harvesting volumes, France Bois Forêt expects the industry to redirect harvesting capacity from unaffected forests towards burned stands. This approach has become increasingly common following major storms and previous wildfire events, allowing companies to recover commercially valuable timber before deterioration accelerates while temporarily reducing harvesting in other areas. According to the organisation, the objective is not to harvest more timber overall but to preserve as much value as possible from forests already affected by fire. The fragmented ownership structure of the affected region adds another layer of complexity. Much of the forest is privately owned, with many landowners managing only a few hectares. Some still have no clear information about the condition of their forests because access remains restricted. Until comprehensive inventories become possible, estimates of financial losses will remain highly uncertain.

Burned timber is not necessarily lost timber

One of the strongest messages emerging from the French forest sector is that fire-damaged timber should not automatically be considered unusable. The commercial value of a burned tree depends largely on the intensity of the fire and the speed with which the timber can be extracted, sorted and processed.

Where flames have only scorched the bark, leaving the internal wood structure intact, logs can still be processed by sawmills into conventional lumber. Timber that has suffered greater surface damage may still be suitable for the panel, pulp and paper industries or other industrial applications, while only the most severely affected material eventually becomes biomass fuel. The objective throughout the recovery process is to direct each log towards the highest-value application still technically possible.

Speed is therefore critical. Fire-damaged timber quickly becomes vulnerable to fungi, blue stain and insect attacks, all of which reduce recovery rates and narrow the range of products that can be manufactured. France Bois Forêt expects processors to manage inventories carefully in order to absorb exceptional timber volumes over the coming months, while foresters prioritise harvesting in the most severely affected stands. The organisation estimates that only a relatively limited window exists before biological degradation significantly reduces the value of the resource.

Beyond recovering timber, salvage operations also play an important role in restoring affected forests. Removing damaged trees allows foresters to identify areas requiring replanting, reduces future pest risks and creates the conditions for regeneration. France's experience following the major Landes fires in 2022 has already demonstrated that recovery is measured in years rather than months, making early intervention particularly important.

Finnish researchers link wildfire resilience to active forest management

While France's timber sector is focused on immediate recovery, researchers at Finland's Natural Resources Institute (Luke) argue that Europe's discussion on wildfires should also address how forests are managed long before fires occur.

According to Luke, European forests have accumulated substantially more biomass over recent decades as forest area has expanded and growing stock has continued to increase. In many regions, forests have also become denser and structurally more homogeneous, creating larger fuel loads that can support faster-moving and more destructive crown fires. Spain illustrates this trend particularly clearly, with forest growing stock having almost tripled since the 1990s while many forests have become increasingly dominated by dense conifer stands.

The Finnish researchers argue that active forest management should be viewed as an essential component of wildfire resilience. Regular thinning, regeneration harvesting and more diverse forest structures reduce combustible biomass and can help limit fire intensity, complementing rather than replacing broader climate policies. They also point to recent international research showing that reducing fuel loads through forest management can significantly lower wildfire severity under certain conditions.

Crucially, Luke links this strategy directly to the competitiveness of the forest industry. Preventive harvesting can only be carried out on a meaningful scale if there is sufficient industrial capacity to utilise the wood removed from forests. Sawmills, panel manufacturers, pulp mills and the bioenergy sector therefore become part of the wildfire prevention system itself by creating markets for timber generated through forest management. Without those markets, many fuel-reduction programmes become economically difficult to sustain across millions of hectares of managed forests.

The institute also argues that Europe's climate debate has largely concentrated on increasing carbon stored in forests while paying less attention to the growing risks facing those carbon stocks from drought, storms, insect outbreaks and wildfires. From Luke's perspective, maintaining resilient forests requires balancing carbon sequestration with active management and continued use of wood in long-lived products such as construction materials, engineered wood products and packaging.

For Europe's timber industry, the coming months will determine not only the scale of salvage operations in France and Spain but also whether this wildfire season strengthens a larger shift in forest policy. While the immediate task is to recover as much commercially viable timber as possible before it deteriorates, the longer-term discussion is increasingly focused on how active forest management and a competitive wood-processing industry can reduce the impact of future wildfire seasons on Europe's forests and timber markets.

The devastating wildfires that have swept across France and Spain in recent weeks have once again exposed the growing vulnerability of Europe’s forests to prolonged heatwaves and drought.
