Canfor will permanently close its Fox Creek sawmill in Alberta by the end of the summer, removing approximately 120 million board feet of annual softwood lumber capacity from the Canadian market less than two weeks after announcing the closure of its Northwood pulp mill in British Columbia. While the company cited weak lumber markets, persistent US softwood lumber duties and tightening fibre supplies, Fox Creek represents more than another mill closure. Built specifically to process timber harvested under Alberta's mountain pine beetle management programme, the facility has gradually lost the very fibre base that justified its construction, highlighting how structural changes in forest resources are beginning to reshape parts of Canada's lumber industry.<\/p>\n
The Fox Creek story stretches back almost two decades. After the original sawmill was destroyed by fire in 2008, Millar Western invested approximately C$45.8 million in a new operation that entered production in 2011. Unlike a conventional replacement project, the rebuilt mill was designed around a temporary opportunity created by Alberta's response to the mountain pine beetle outbreak. Provincial authorities had expanded harvesting to recover pine stands threatened by infestation, creating an exceptional volume of timber that required additional processing capacity. Operating on a single production shift, the new mill was capable of producing roughly 117 million board feet of dimension lumber annually while employing around 55 people.<\/p>\n
That strategy proved successful for years, but it also made the operation unusually dependent on a fibre supply that was never intended to be permanent. When Canfor acquired Millar Western's solid wood assets for approximately C$420 million in 2022, Fox Creek became part of a larger Alberta manufacturing network that also included Whitecourt and Spruceland Millworks. Together, the acquisition added roughly 630 million board feet of annual lumber capacity to Canfor's portfolio. Yet by then the extraordinary timber allocations that had supported Fox Creek for more than a decade were already beginning to diminish.<\/p>\n
To extend the mill's operating life, Alberta's Ministry of Forestry and Parks helped identify additional fibre sources beyond the facility's traditional timber basket. Salvage harvesting following recent wildfire seasons also provided temporary relief, allowing the mill to continue operating after the mountain pine beetle programme began winding down. According to Canfor, however, both sources have now been largely exhausted. The beetle-affected timber has been harvested, commercially recoverable wildfire salvage logs are becoming increasingly scarce, and the regional fibre basket no longer provides sufficient long-term supply to support continued operations.<\/p>\n
The timing of the closure also reflects broader market conditions. Canadian lumber producers continue to operate under persistent US trade barriers, with anti-dumping duties, countervailing duties and Section 232 tariffs significantly increasing the cost of exports into their largest foreign market. At the same time, North American lumber demand remains subdued as higher borrowing costs continue to weigh on residential construction, particularly in the single-family housing segment that consumes the largest volumes of structural lumber. Although lumber prices have stabilised after two years of disciplined production curtailments, they remain well below the exceptional highs recorded during the pandemic, leaving higher-cost mills with increasingly narrow operating margins.<\/p>\n
Fox Creek therefore faced several pressures simultaneously. Its available timber supply was shrinking, market conditions remained challenging, and export costs into the United States continued to rise. None of these factors alone necessarily guaranteed closure. Combined, however, they significantly reduced the mill's long-term competitiveness.<\/p>\n
The decision also illustrates that Alberta's challenges differ from those facing neighbouring British Columbia. In BC, numerous permanent closures have been linked to declining timber availability following years of mountain pine beetle damage, devastating wildfires and changes to forest management policies, including expanded old-growth deferrals. Alberta's situation is more specific. Fox Creek was not built around a permanent timber allocation but around an extraordinary volume of beetle-damaged wood made available under a temporary provincial programme.
