{"id":99396,"date":"2026-07-23T03:17:31","date_gmt":"2026-07-23T03:17:31","guid":{"rendered":"https:\/\/www.timberindustrynews.com\/?p=99396"},"modified":"2026-07-23T12:29:54","modified_gmt":"2026-07-23T12:29:54","slug":"us-plywood-tariffs-finalized-as-vietnam-rate-drops-china-stays-high","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/us-plywood-tariffs-finalized-as-vietnam-rate-drops-china-stays-high\/","title":{"rendered":"US plywood tariffs finalized as Vietnam rate drops, China stays high"},"content":{"rendered":"<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"3:1-3:272;71-342\">The US Department of Commerce has published final antidumping and countervailing-duty determinations covering hardwood and decorative plywood imports from China, Indonesia and Vietnam, cutting Vietnam's dumping margin sharply while leaving China's rate largely unchanged.<!--more--><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"5:1-5:502;344-845\">The six final determinations, published on 21 July 2026, lower Vietnam's dumping margin from a preliminary 196.14% to a final 90.12%, a rate that now applies to 52 named Vietnamese exporters and every other producer in the country not granted a separate rate. Commerce reached the lower figure after verifying sales and cost records for two Vietnamese producers, Nhat Duy and Trieu Thai Son, over June. On a US$100,000 shipment, the reduction lowers the required cash deposit from $196,140 to $90,120.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"7:1-7:392;847-1238\">China's rate held steady at a final 187.27% dumping margin, set on the basis of the original petition after the country's two largest exporters, Linyi Evergreen Wood and Xuzhou Shelter, declined to respond to Commerce's questionnaire, along with nine smaller producers that ignored a separate data request. A companion subsidy rate for China rose from a preliminary 81.34% to a final 88.96%.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"9:1-9:418;1240-1657\">Indonesian producers came in with the lowest rates of the three. Two mills examined individually, PT Wijaya Cahaya Timber and PT Wijaya Triutama Plywood Industri, were assessed at 15.40%, with every other Indonesian exporter set at 18.10%. One Indonesian producer, PT Mustika Buana Sejahtera, was assessed separately at 84.94% for dumping and 128.66% for subsidies after declining to cooperate with the investigation.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"11:1-11:41;1659-1699\"><strong>Retroactive duties and shipment declines<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"13:1-13:499;1701-2199\">Commerce also ordered retroactive duties on Chinese plywood after finding that importers had accelerated shipments ahead of the case, instructing border officers to hold entries back to 2 December 2025, 90 days before the preliminary determination. Combined with the subsidy rate, the total potential bill facing Chinese exporters reaches 274.92% if injury is confirmed, applying to a trade that has already fallen from roughly 2 million cubic metres in 2016 to about 52,800 cubic metres last year.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"15:1-15:384;2201-2584\">Indonesian shipments to the United States fell 60% in the first quarter of the year, while Vietnam remains the largest single supplier of hardwood plywood to the US market, having expanded into that position after 2018 orders pushed Chinese production offshore. Vietnamese exporters sold $9.46 billion of wood products into the US market in 2025, on margins reported at just 5 to 6%.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"17:1-17:36;2586-2621\"><strong>Final USITC decision still required<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"19:1-19:577;2623-3199\">Commerce's final affirmative determinations do not by themselves complete the cases. The US International Trade Commission must still decide whether the domestic industry is materially injured, or threatened with material injury, by the investigated imports. The ITC heard final arguments on 16 July and is required to issue its decision by 4 September, within 45 days of Commerce's determination. An affirmative finding would lock in the duties for at least five years; a negative finding would terminate the cases and trigger refunds of all deposits collected since January.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"21:1-21:17;3201-3217\"><strong>Products covered<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"23:1-23:432;3219-3650\">The investigations cover hardwood and decorative plywood, along with certain veneered panels built from two or more layers of wood veneer, with or without a core.
