A construction sector that refuses to recover, a global downturn weighing on export markets, and stubbornly high costs for raw materials and production are combining to squeeze domestic producers hard.

The German Sawmill and Timber Industry Association (DeSH) is now warning that conditions could deteriorate further still, with many firms expected to scale back production in the coming weeks and stretch out planned maintenance shutdowns for longer than usual.

Politicians have offered plenty of reassuring words, but the promised revival of domestic construction has simply not materialised. Export markets offer little compensation: demand for construction timber abroad remains subdued, held back by geopolitical instability and a broader global slowdown. All the while, the costs of raw materials, energy and production stay elevated, leaving German producers increasingly outmatched by their European rivals.

Squeezed at home and abroad

Beyond weak demand, domestic firms are contending with intensifying competition on two fronts at once. Germany already carries the highest raw material and energy costs anywhere in Europe, yet it must compete against timber products manufactured far more cheaply in neighbouring countries and beyond — a mismatch that only deepens the industry's difficulties.

The consequences are already visible on the ground. A growing number of companies are responding by extending plant maintenance periods or simply cutting output. Absent a genuine recovery in end markets, or some relief on the cost side, the industry faces the prospect of deeper production cuts — the kind that typically translate into shortened working hours and further job losses.

A call to shore up competitiveness

What is at stake, DeSH argues, is not just the fortunes of individual sawmills but the competitiveness of the entire domestic industry — and with it, a meaningful slice of Germany's industrial value chain. The sawmill sector, after all, is what turns timber harvested from German forests into construction-grade lumber, supplying hundreds of thousands of downstream businesses. It also underpins an independent domestic energy supply, converting residual wood material into pellets, renewable heat and power.

Beyond its economic footprint, the industry occupies a structurally important position across the entire forest-to-timber value chain. The association is therefore pressing for dependable policy conditions — one that strengthen Germany as an industrial location and put the sector's competitiveness on a sustainable footing. That means competitively priced energy and raw materials, less regulatory burden, and stronger investment incentives for construction and climate-friendly timber building.

DeSH's appeal to policymakers is direct: act now to halt the industry's slow erosion of capacity. Only then, the association argues, can investment, jobs and a reliable domestic supply of timber be secured for the long term.

Germany’s sawmill and timber industry is still struggling to catch its breath.
