Their concern is less with the underlying goal of curbing deforestation than with a penalty regime they see as disproportionate, particularly for smallholders who account for the bulk of forest ownership in many EU countries.<\/p>\n<p>Their proposed fix centres on collective reporting: rather than requiring each individual forest owner to file separate due diligence declarations, associations argue that federations or cooperatives should be permitted to submit consolidated reports on behalf of their members.
