{"id":99299,"date":"2026-07-15T06:04:08","date_gmt":"2026-07-15T06:04:08","guid":{"rendered":"https:\/\/www.timberindustrynews.com\/?p=99299"},"modified":"2026-07-15T11:39:46","modified_gmt":"2026-07-15T11:39:46","slug":"brussels-redraws-the-eudr-rulebook-leather-exits-wood-stays-under-full-scrutiny","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/brussels-redraws-the-eudr-rulebook-leather-exits-wood-stays-under-full-scrutiny\/","title":{"rendered":"Brussels redraws the EUDR rulebook: Leather exits, wood stays under full scrutiny"},"content":{"rendered":"<p class=\"PDq2pG_selectionAnchorContainer\" data-start=\"433\" data-end=\"716\">After months of consultation and political debate, the European Commission has settled one of the last major questions surrounding the EU Deforestation Regulation (EUDR): which products will actually fall within its scope when the legislation starts applying.<\/p>\n<p data-start=\"718\" data-end=\"786\">The answer is likely to please some industries and frustrate others.<!--more--><\/p>\n<p data-start=\"788\" data-end=\"1273\">Leather has been removed entirely from Annex I, several industrial products have been carved out, and a series of technical exemptions have been introduced for packaging, samples and second-hand goods. Yet for Europe's timber supply chain, the message is considerably less dramatic. Wood remains firmly inside the regulation, and the due diligence obligations that have dominated industry discussions over the past two years remain largely intact.<\/p>\n<p data-start=\"1275\" data-end=\"1681\">The delegated regulation adopted on 13 July represents the Commission's most significant revision of the EUDR product list since the legislation was approved in 2023. While Brussels describes the package as a simplification exercise, it also redraws parts of Annex I by removing products considered to have a limited contribution to deforestation risk while adding others where regulatory gaps had emerged.<\/p>\n<p data-start=\"1683\" data-end=\"1740\">The most politically sensitive decision concerns leather.<\/p>\n<p data-start=\"1742\" data-end=\"2347\">Raw cattle hides, tanned leather and finished leather products will disappear from the EUDR product scope after the Commission concluded that the leather value chain differs substantially from the meat sector and that operators have only limited leverage to obtain the information required for due diligence. Environmental organisations had lobbied to keep leather inside the regulation, arguing that cattle production remains one of the largest global drivers of deforestation, but the Commission ultimately opted for exclusion.<\/p>\n<p data-section-id=\"mit1p3\" data-start=\"2349\" data-end=\"2397\"><strong>Wood remains one of the regulation's pillars<\/strong><\/p>\n<p data-start=\"2399\" data-end=\"2495\">For timber producers, traders and importers, however, there is little sign of regulatory relief.<\/p>\n<p data-start=\"2497\" data-end=\"2786\">Wood continues to rank among the seven commodities covered by the EUDR, meaning operators placing timber products on the European market must still demonstrate legal harvest, traceability and deforestation-free origin through the due diligence system.<\/p>\n<p data-start=\"2788\" data-end=\"2877\">Perhaps the biggest misunderstanding following Monday's announcement concerns wood waste.<\/p>\n<p data-start=\"2879\" data-end=\"3014\">Several media reports suggested that \"wood waste\" had been removed from the regulation. The delegated act is considerably more nuanced.<\/p>\n<p data-start=\"3016\" data-end=\"3441\">Rather than exempting wood waste as a product category, the Commission clarifies that products fall outside the EUDR only where they legally qualify as waste under the EU Waste Framework Directive, or where they are genuinely used or second-hand goods. In other words, the exemption follows an existing legal definition of waste rather than a commercial description applied by operators.<\/p>\n<p data-start=\"3443\" data-end=\"3528\">That distinction becomes even more important elsewhere in the explanatory memorandum.<\/p>\n<p data-start=\"3530\" data-end=\"3930\">During the consultation process, stakeholders requested that wood residues and sawmill by-products covered under HS 4401 be removed from the regulation. The Commission rejected that proposal, arguing those products had already been regulated under the former EU Timber Regulation and that the request lacked sufficient support from the relevant industry sectors.<\/p>\n<p data-section-id=\"i15lfi\" data-start=\"3932\" data-end=\"3978\"><strong>Technical fixes rather than a policy shift<\/strong><\/p>\n<p data-start=\"3980\" data-end=\"4074\">The revised Annex I also introduces numerous targeted adjustments outside the forestry sector.<\/p>\n<p data-start=\"4076\" data-end=\"4442\">Soluble coffee, frozen cattle tongues and additional palm-oil derivatives enter the regulation, while certain rubber products, vehicle seats containing limited quantities of wood, soybeans intended for sowing and several other product groups are either excluded or narrowed following updated trade and environmental assessments.<\/p>\n<p data-start=\"4444\" data-end=\"4744\">Businesses will also benefit from clearer treatment of packaging materials, laboratory samples, testing products, correspondence items and marketing materials, all of which receive more precise exemptions designed to avoid unnecessary due diligence requirements.<\/p>\n<p data-section-id=\"1cf1sp3\" data-start=\"4746\" data-end=\"4779\"><strong>The compliance burden remains<\/strong><\/p>\n<p data-start=\"4781\" data-end=\"4868\">For the forestry sector, the latest revision is less a relaxation than a clarification.<\/p>\n<p data-start=\"4870\" data-end=\"5182\">Despite weeks of speculation over possible exemptions, the Commission has left the foundations of the EUDR untouched.
