Although individual markets continue to perform differently, the conversations increasingly point toward a common conclusion: the timber industry has entered a transition period where traditional market indicators no longer tell the full story.

Weak construction activity continues to dominate headlines and remains the primary reason why European softwood lumber demand has yet to recover. Residential construction is still well below the levels reached during the post-pandemic years, financing costs remain elevated and buyers continue to purchase cautiously, often limiting orders to immediate requirements. Yet, despite this subdued demand environment, the industry is no longer discussing demand alone. More conversations are beginning to focus on what happens once construction eventually returns.

Several market participants believe the current cycle differs fundamentally from previous downturns. Normally, weaker demand allows supply chains to rebuild inventories, production capacity remains available and raw material becomes easier to source. This time, however, production capacity itself is gradually shrinking. Temporary mill closures, permanent capacity reductions, lower harvesting levels, stricter forest management policies and rising harvesting costs are all reducing the industry's ability to respond quickly when demand eventually improves.

For many executives, this creates an unusual paradox. Today's market feels adequately supplied because demand remains weak, yet structurally the supply side continues to tighten. Several traders estimate that European softwood lumber consumption remains roughly 20% below the exceptionally strong levels recorded during 2021. Most expect demand to improve only gradually from 2027 onwards, but few believe production capacity or log availability will automatically return to previous levels.

Another recurring observation is the increasing fragmentation of the timber industry. Companies serving residential construction continue to describe challenging trading conditions, while businesses supplying packaging, industrial applications, energy or certain engineered wood products often report stable or even growing activity. As a result, there is no longer a single market sentiment. Two companies operating within the same region can experience entirely different business conditions depending on their product mix and customer base.

The imbalance between finished lumber prices and raw material costs remains another defining feature of the market. While softwood lumber prices have largely stabilized across Europe, sawlog prices continue to increase in several Nordic markets, leaving producers with limited room to protect margins. Numerous participants noted that profitability, rather than production volume, has become the industry's primary concern. Several producers have already announced production curtailments or temporary shutdowns, not because timber is unavailable, but because current market conditions make it increasingly difficult to convert expensive raw materials into profitable finished products.

Market participants generally expect another relatively quiet summer. Seasonal construction holidays across Europe are likely to reduce activity further, while buyers continue managing inventories conservatively. Nevertheless, there is also a growing recognition that the industry's next expansion cycle may look very different from previous recoveries. If housing activity eventually improves while harvesting volumes, sawmilling capacity and log availability remain constrained, Europe could enter a period where supply becomes a much more significant driver of prices than it has been during the current downturn.

The market is becoming increasingly fragmented

"There isn't one timber market anymore.
