Yet the biggest problem is much closer to home: France is not building enough housing.

That reality was impossible to ignore at Carrefour International du Bois 2026 in Nantes. Conversations about log prices, trade flows and export markets filled the exhibition halls, but nearly every discussion eventually returned to the same issue. When housing construction slows, demand for wood products follows.

Exhibitors spoke about rising costs, uncertain international markets and shifting trade flows. Yet the most frequently cited concern was the weakness of residential construction. From sawmills and timber merchants to engineered wood manufacturers and distributors, companies described a market where activity continues but growth remains elusive.

Housing construction remains well below normal

France's housing market remains far weaker than the wood industry would like. Building permits and housing starts have shown signs of stabilisation, but activity remains well below levels that historically supported stronger growth in timber demand.

According to data published in the EOS Annual Report 2025-2026 and provided by the Fédération Nationale du Bois (FNB), building permits are expected to reach 380,000 units in 2026, only slightly above 379,222 in 2025. Housing starts are forecast at 280,000 units, an improvement from 274,611 in 2025 but still insufficient to generate a broad-based recovery across the sector.

The FNB described 2025 as a year of modest improvement rather than genuine recovery. Lower interest rates and reduced land costs helped bring some buyers back to the market, while renovation activity remained relatively supportive.

Yet industry participants repeatedly emphasised that the market remains far from normal.

General economic indicators

2024

2025

2026

Population (million)

68.4

68.5

68.6

GDP growth (%)

1.1

0.9

0.9

Inflation (%)

2.0

0.9

1.8

Unemployment (%)

7.3

7.5

7.6

Building permits (units)

330,900

379,222

380,000

Housing starts (units)

263,100

274,611

280,000

What companies are saying

France Poutres, a manufacturer of structural timber products based in Vendée, reported that activity related to timber structures has declined by approximately 10% since late 2025.

The company was not alone. Similar comments were heard throughout Carrefour International du Bois.

Many firms described a market where projects are taking longer to materialise and customers are increasingly cautious. Orders continue to arrive, but decision-making cycles have lengthened and visibility remains limited.

Several exhibitors noted that demand has not disappeared. Instead, customers are buying later, delaying projects and maintaining tighter inventories than in previous years.

The industry's challenge is not a lack of long-term demand for wood. Demand linked to decarbonisation, timber construction and sustainable building remains intact. The problem is that one of the sector's largest end-use markets – residential construction – remains weak.

Softwood lumber production continues to grow

One of the more surprising aspects of the French market is that sawmill production has remained relatively resilient despite weak construction activity.

FNB data shows French softwood lumber production increasing from 6.3 million m³ in 2024 to 6.65 million m³ in 2026.

Imports have declined while domestic consumption is expected to improve slightly.

Softwood lumber (1,000 m³)

2024

2025

2026

Production

6,300

6,500

6,650

Imports

2,100

1,950

1,950

Exports

910

950

900

Consumption

7,490

7,500

7,600

Yet higher production has not translated into stronger profitability.

One of the most common complaints heard in Nantes concerned raw material costs. Sawmills reported that spruce log prices remain high while lumber prices provide limited room for margin expansion.

The FNB notes that in the post-bark beetle market environment, raw material costs have become increasingly burdensome for softwood producers. Many mills now find themselves in the unusual position of having acceptable order books but disappointing financial returns.

To maintain production levels and keep utilisation rates high, French sawmills have increasingly relied on export markets.

That strategy has worked reasonably well so far. Additional export volumes have helped maintain activity and absorb production. However, exports are not a complete substitute for a healthy domestic construction market.

Hardwood markets face greater difficulties

If softwood producers are struggling with profitability, hardwood producers face a more fundamental demand issue.

The hardwood market remains divided between higher-value specialised products and lower-grade commodity material.

Premium oak products continue to find buyers, particularly in niche applications. However, lower-grade material faces a much more difficult market environment.

FNB data indicates stable hardwood lumber production but gradually declining consumption.

Hardwood lumber (1,000 m³)

2024

2025

2026

Production

1,100

1,100

1,100

Imports

150

130

120

Exports

300

300

300

Consumption

950

930

920

According to the FNB, the hardwood sector's economic situation continues to deteriorate. Oak markets are facing difficulties across several major end uses, including cooperage, flooring and railway sleepers.

Excessively high oak log prices have eroded competitiveness in both domestic and export markets. The result has been a difficult adjustment period for many hardwood processors.

The gap between specialised hardwood products and commodity hardwood products continues to widen, a trend visible not only in France but across much of Europe.

Costs, trade and geopolitics remain concerns

While construction dominated discussions in Nantes, companies also expressed concerns about a wide range of external factors.

Importers and distributors from France and neighbouring countries highlighted rising transport costs, labour costs and operating expenses.

Many companies reported that turnover remains stable, yet profitability remains under pressure.

Trade disputes, tariffs, shipping costs and uncertainty surrounding global trade flows were also frequently discussed. China remains an important factor for many market participants, particularly in hardwood markets and global log trade.

Nevertheless, most companies viewed these issues as secondary compared with the weakness of residential construction.

A recovery in housing would not solve every problem facing the sector, but it would immediately improve demand across a significant portion of the wood products value chain.

The industry remains optimistic

Despite the challenges, Carrefour International du Bois 2026 was not characterised by pessimism.

Companies continue to invest in processing capacity, engineered wood products, timber construction systems and new product development.

The long-term fundamentals supporting wood remain attractive.

Governments want lower-carbon construction materials. Architects increasingly specify timber. Renovation markets continue to expand. Wood remains one of the few structural materials capable of storing carbon while contributing to climate objectives.

The industry has spent years preparing for a future in which timber plays a larger role in the built environment.

As the FNB notes, 2025 appears to be a transitional year, slightly better than 2024, although far from exceptional.

The question being asked throughout Nantes was not whether timber construction has a future. It was when construction activity will return strongly enough to support it.

Until that answer becomes clearer, much of the French wood industry will continue operating in a market where production remains relatively stable, demand exists, customers remain cautious and profitability remains difficult.

For the French wood industry, stronger growth will not begin in the forest, the sawmill or the export market.

It will begin on construction sites.

The French wood industry is worried about geopolitics, tariffs, transport costs and China.
