The figures reflect a market still affected by weak residential construction across Europe, particularly in Germany, Sweden and several Central European countries where housing activity remains well below historical levels.<\/p>\n<p class=\"isSelectedEnd\">For Finland\u2019s sawmilling sector, the problem is not simply a lack of demand. Producers are also facing a persistent mismatch between production costs and achievable lumber prices.<\/p>\n<p class=\"isSelectedEnd\">Industry insiders in Finland contacted by Global Wood Markets Info during recent weeks describe a sector under increasing pressure from rising transport costs, high energy prices and elevated financing costs. While lumber prices have shown some resilience compared with other forest products, many sawmills continue to operate with limited margins. Smaller and medium-sized producers are particularly vulnerable because they lack the financial strength of large integrated forest groups.<\/p>\n<p class=\"isSelectedEnd\">Prolonged low profitability could accelerate consolidation within the sector, with weaker operators facing production curtailments or closure if market conditions fail to improve.<\/p>\n<p class=\"isSelectedEnd\">Luke shares a similarly cautious view. The institute forecasts that Finland\u2019s softwood lumber production and exports will decline by approximately 4% during 2026 despite a modest increase in average export prices. The projected price increase reflects supply discipline rather than strong demand growth.<\/p>\n<p class=\"isSelectedEnd\">The situation is particularly notable because Finnish sawmills have historically relied heavily on exports. Any prolonged weakness in international markets therefore has a direct impact on production levels, harvesting activity and regional employment.<\/p>\n<p><strong>Construction downturn remains the biggest obstacle<\/strong><\/p>\n<p class=\"isSelectedEnd\">The weakness in European construction markets continues to be the primary factor limiting demand for Finnish softwood lumber.<\/p>\n<p class=\"isSelectedEnd\">High interest rates have reduced housing starts throughout much of Europe during the past two years. Although monetary policy is gradually easing, the recovery in residential construction has been slower than many industry participants expected.<\/p>\n<p class=\"isSelectedEnd\">Demand from traditional export destinations remains subdued, while competition has intensified as producers from Canada, Central Europe and Scandinavia increasingly target the same international markets.<\/p>\n<p class=\"isSelectedEnd\">This has prevented lumber prices from rising sufficiently to offset higher production costs.<\/p>\n<p class=\"isSelectedEnd\">The result is a market characterized by cautious purchasing behaviour, short-term contracts and limited visibility regarding future demand.<\/p>\n<p><strong>Harvesting volumes expected to decline<\/strong><\/p>\n<p class=\"isSelectedEnd\">The slowdown in forest industry activity is also affecting Finland\u2019s roundwood market.<\/p>\n<p class=\"isSelectedEnd\">According to Luke, total harvesting volumes are expected to decline by approximately 2% in 2026. The reduction will be driven primarily by lower pulpwood demand as paper and pulp production weaken.<\/p>\n<p class=\"isSelectedEnd\">Pulpwood harvests are forecast to fall 4% to approximately 33 million m\u00b3, while sawlog harvests are expected to increase slightly to 28.8 million m\u00b3 as inventories are replenished.<\/p>\n<p class=\"isSelectedEnd\">The forecast suggests that sawmills still require log supplies despite weaker lumber production, partly because inventories reached relatively low levels during earlier market adjustments.<\/p>\n<p><strong>Wood prices retreat from record levels<\/strong><\/p>\n<p class=\"isSelectedEnd\">The cooling market is becoming increasingly visible in stumpage prices.<\/p>\n<p class=\"isSelectedEnd\">Luke expects average sawlog prices to finish 2026 between 2% and 6% below last year\u2019s levels. The decline is relatively modest compared with pulpwood, where average prices are forecast to fall by around 20% compared with 2025.<\/p>\n<p class=\"isSelectedEnd\">The sharp correction in pulpwood prices reflects the severe weakness currently affecting the pulp and paper sectors.<\/p>\n<p class=\"isSelectedEnd\">Demand for fibre wood weakened significantly during late 2025, reducing both domestic purchases and imports. Although buying activity improved somewhat during spring 2026, Luke believes the recovery will not be strong enough to bring annual average prices close to last year\u2019s levels.<\/p>\n<p><strong>Pulp industry remains under pressure<\/strong><\/p>\n<p class=\"isSelectedEnd\">The weakest export performance in the first quarter came from pulp.<\/p>\n<p class=\"isSelectedEnd\">Exports reached 1.09 million tonnes, down 13.5% compared with Q1 2025 despite a seasonal improvement from the previous quarter.<\/p>\n<p class=\"isSelectedEnd\">According to Luke, weak paper and cartonboard markets continue to limit pulp consumption. The institute expects Finnish pulp and chemical pulp production to decline by 2\u20133% during 2026, while exports are forecast to decrease by approximately 5%. Average export prices are expected to remain around 9% below last year\u2019s levels.<\/p>\n<p class=\"isSelectedEnd\">Capacity utilisation remains another concern.<\/p>\n<p class=\"isSelectedEnd\">Luke notes that several mills continue to operate below normal rates and warns that production stoppages and temporary layoffs remain possible across parts of the chemical forest industry if market conditions do not improve during the second half of the year.<\/p>\n<p><strong>A brighter long-term outlook for Finnish timber<\/strong><\/p>\n<p class=\"isSelectedEnd\">Despite the current difficulties, longer-term developments could strengthen Finland\u2019s position in international timber markets.<\/p>\n<p class=\"isSelectedEnd\">One of the most important structural changes is occurring in Central Europe, where forests have suffered increasing damage from drought, storms and bark beetle infestations. These factors have reduced the availability of high-quality sawlogs in several countries that traditionally compete with Nordic producers.<\/p>\n<p class=\"isSelectedEnd\">As a result, Finnish timber resources are becoming more valuable from a global perspective.<\/p>\n<p class=\"isSelectedEnd\">At the same time, increasingly ambitious carbon reduction targets are expected to encourage greater use of wood in construction. Timber remains one of the few large-scale building materials capable of storing carbon throughout its service life, making it attractive for developers seeking lower-emission construction solutions.<\/p>\n<p class=\"isSelectedEnd\">This trend could create new opportunities for Finnish softwood lumber producers over the coming decade, particularly if timber construction expands beyond traditional residential applications into schools, hospitals, public buildings and data centres.<\/p>\n<p>However, Finland currently trails neighbouring Sweden in this area.
