Chinese multilayer parquet exporters could face higher anti-dumping duties after the European Commission launched an anti-absorption investigation, less than a year after definitive measures were imposed on imports from China.<\/p>\n
The investigation follows a complaint filed by the European Parquet Federation (FEP), which argues that Chinese suppliers have effectively offset the impact of anti-dumping duties by lowering export prices after the measures entered into force in July 2025.<\/p>\n
For European parquet manufacturers, the move is significant because many expected the original duties to ease pricing pressure in a market already struggling with weak residential construction and subdued renovation activity.<\/p>\n
Instead, imported Chinese flooring has remained highly competitive.<\/p>\n
According to FEP, import prices continued to decline despite higher freight costs and generally stable raw material costs, raising concerns that the anti-dumping measures were not producing their intended effect.<\/p>\n
The current duties range from 21.3% to 36.1%.<\/p>\n
If the Commission concludes that duty absorption has occurred, those rates could be increased.<\/p>\n
The case comes at a difficult time for the European parquet industry. Demand remains heavily dependent on residential construction, which continues to lag in several major European markets. Many producers report that project activity exists, but customers remain cautious and purchasing volumes remain below historical norms.<\/p>\n
A successful outcome for European manufacturers would not automatically create stronger demand, but it could reduce some of the pricing pressure that has characterised the parquet market over the past two years.<\/p>\n
For importers and distributors, however, the investigation introduces new uncertainty. Any increase in duties would raise the cost of Chinese-origin multilayer parquet and could force buyers to reconsider sourcing strategies.<\/p>\n
