The U.S. Customs and Border Protection (CBP) has opened a new electronic tariff refund platform that will process up to US$127 billion in rebates linked to tariffs imposed under the International Emergency Economic Powers Act (IEEPA). The move follows a ruling by the U.S. Court of International Trade after the Supreme Court rejected the administration\u2019s \u201cLiberation Day\u201d tariff policy earlier this year.<\/p>\n
The new Customs Declaration Record Integrated Management and Processing System (CAPE) is integrated into the existing ACE customs portal and allows importers to upload up to 9,999 customs declaration numbers in a single CSV file. Approved refunds will be paid electronically within 60 to 90 days.<\/p>\n
For importers of engineered wood products such as cross-laminated timber (CLT) and oriented strand board (OSB), the system creates a rare opportunity to recover costs tied to earlier tariffs. Austrian CLT exporters are expected to benefit in particular. The U.S. imported around 16,200 m\u00b3 of CLT in 2024, with Austria accounting for 29.2% of the total volume.<\/p>\n
But the relief does not extend to the wider softwood trade.<\/p>\n
Imports of solid wood products and softwood lumber remain outside the rebate scheme because the tariffs were imposed under Section 232 of the Trade Expansion Act of 1962 rather than IEEPA. As a result, the 10% global timber tariff introduced in October 2025 and the additional Section 122 surcharge introduced in February this year cannot be reclaimed through the CAPE system.<\/p>\n
The Section 122 surcharge is scheduled to remain in force until July 24, 2026, leaving importers with limited options to reduce costs in the near term.<\/p>\n
The refund process itself is also expected to create problems for smaller companies. Importers that miss the 80-day customs clearance window or submit incorrect declarations risk losing eligibility entirely. U.S. customs lawyers cited by Fortune warned that claims filed outside the required CAPE format may permanently forfeit refund rights.<\/p>\n
At the same time, tariff revenues continue to surge. According to the report, U.S. tariff income reached US$30 billion in January alone, while cumulative revenues climbed to US$124 billion, up 304% from the same period a year earlier.<\/p>\n
The current rebate mechanism is expected to remain active into 2027 as authorities continue processing claims.
