It forced a rapid restructuring of the continent\u2019s plywood supply chain, exposing how dependent many buyers had become on a single origin and how unprepared parts of the market remain for a more fragmented sourcing environment.<\/p>\n<p>The measures pushed large volumes away from direct Chinese supply and redirected procurement toward countries such as Brazil, Vietnam, Indonesia and several Latin American producers. But the shift created a new set of risks that many importers underestimated.<\/p>\n<p>One of the most immediate issues was transshipment.<\/p>\n<p>Within the first 18 months after the measures took effect, concerns emerged across the European panels trade over plywood presented as Vietnamese origin that still relied heavily on Chinese veneer or Chinese core material before final finishing in Vietnam. Traders and buyers with stronger compliance and verification systems were generally able to identify the problem. Others focused primarily on price often failed to detect it until later in the supply chain.<\/p>\n<p>The result was a growing gap between companies treating sourcing as a compliance and risk-management exercise and those still treating it mainly as a purchasing function.<\/p>\n<p>At the same time, buyers discovered that alternative supply could not simply be scaled overnight.<\/p>\n<p>Brazil became one of the main beneficiaries of the shift away from China, but producers there quickly faced capacity constraints. Qualification cycles for new mills proved significantly longer than many European buyers expected. Full supplier onboarding increasingly required mill audits, verification of log origin, production-capacity checks and freight reliability assessments. In practice, the process often took six to twelve months rather than a few weeks.<\/p>\n<p>Some buyers accelerated qualification during the first scramble for alternative supply and later faced quality, logistics and continuity problems when freight markets tightened again. The issue has also been highlighted in long-term wood panel outlooks published by consulting groups such as AFRY, which pointed to tightening global panel supply chains and growing competition for certified fibre.<\/p>\n<p>The arrival of the EU Deforestation Regulation has added another layer of complexity.<\/p>\n<p>Under EUDR requirements, qualifying a supplier increasingly means more than checking technical specifications or price competitiveness. Importers now need traceability systems capable of identifying geolocation back to plot level, documenting the full operator and trader chain and maintaining due diligence data ready for regulatory review.<\/p>\n<p>That process is significantly easier with established suppliers than with newly added sourcing regions where documentation systems may still be uneven. Studies such as the EMMA4EU work led by Etifor have already documented companies restructuring procurement systems and supplier verification processes ahead of EUDR implementation.<\/p>\n<p>The broader lesson extends beyond plywood itself.<\/p>\n<p>For many European wood-product importers, the anti-dumping measures exposed how vulnerable procurement models can become when sourcing is concentrated too heavily in one country. What initially appeared to be a trade-policy issue quickly became a supply-chain resilience issue.<\/p>\n<p>Several large buyers have since shifted toward multi-origin procurement strategies, qualifying suppliers across multiple regions simultaneously and building larger compliance and capacity buffers into contracts from the start.
