The European Commission<\/span><\/span> on Monday set out a simplification package for the EU Deforestation Regulation<\/span><\/span>, saying the changes could cut compliance costs by around 75% while keeping the law on track for application from December 2026.<\/p>\n

The package\u2014outlined in a \u2014includes a report to EU lawmakers, updated guidance and FAQs<\/a>, a draft delegated act revising product scope, and changes to the bloc\u2019s Information System.<\/p>\n

Brussels said the measures are designed to give companies, governments and trading partners more clarity and legal certainty following the political agreement reached in December 2025.<\/p>\n

The Commission said simplification steps introduced since the law entered into force in June 2023, combined with the latest changes, would \u201csubstantially\u201d reduce administrative burden. The report also points to new trade facilitation tools, including repositories of producing-country legislation and certification schemes, aimed at easing risk assessment and due diligence.<\/p>\n

Updated guidance<\/a> focuses on unresolved issues raised by industry, including downstream obligations, e-commerce and geolocation requirements. It also introduces a simplified regime for micro and small primary operators, long seen as the most exposed to compliance costs.<\/p>\n

In parallel, the Commission proposed targeted adjustments to product scope. The draft delegated act adds certain downstream products such as soluble coffee and some palm oil derivatives, while excluding items including leather, retreaded tyres and waste. The proposal is open for public feedback until 1 June 2026.<\/p>\n

Changes to the Information System<\/a> include a simplified declaration format for smaller operators, updated technical specifications and a contingency mechanism in case of system outages. A voluntary grouping feature has also been added following requests from industry.<\/p>\n

The Commission said it is working with Member States to integrate national database information directly into the system, a move expected to further reduce reporting requirements.<\/p>\n

The EUDR, which covers commodities such as cattle, wood, cocoa, soy, palm oil, coffee and rubber, requires companies placing goods on the EU market to prove they are not linked to deforestation.<\/p>\n
