Over the past two years, producers have committed significant capital to meet the requirements of the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">EU Deforestation Regulation<\/span><\/span>\u2014building traceability systems, upgrading digital infrastructure and restructuring supply chains to demonstrate that every cubic metre of wood is deforestation-free. The expectation was that compliance would quickly become a market standard. Instead, implementation has been pushed back.<\/p>\n<p data-start=\"596\" data-end=\"1043\">The proposed delay to December 2026 offers temporary relief from immediate obligations, but it also shifts the economic logic behind these investments. Companies that moved early did so anticipating clearer market positioning, and in some cases the possibility of price premiums for verified products. Without enforcement, that advantage becomes less certain, and the distinction between early adopters and the rest of the market begins to narrow.<\/p>\n<p data-start=\"1045\" data-end=\"1641\">The financial burden is already visible. In <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Germania<\/span><\/span>, initial compliance costs for the wood industry are estimated at \u20ac1.8 billion, with ongoing annual costs of around \u20ac1.2 billion, according to the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Hauptverband der Deutschen Holzindustrie<\/span><\/span>. Despite this level of spending, only 39% of companies report being on track to meet the requirements. In <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Finlanda<\/span><\/span>, figures from <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Pellervo Economic Research<\/span><\/span> point to \u20ac207 million in start-up costs and \u20ac65 million in recurring annual expenses, largely concentrated in forest-based industries.<\/p>\n<p data-start=\"1643\" data-end=\"2155\">These investments have not been incremental. Companies such as <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Stora Enso<\/span><\/span>, <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Mets\u00e4 Group<\/span><\/span> and <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Versowood<\/span><\/span> have implemented full-chain traceability systems, integrating supplier and customer data, linking internal ERP platforms with EU systems such as TRACES, and in some cases incorporating satellite monitoring and stricter segregation of raw materials. The scale and complexity of these changes mean they cannot easily be rolled back.<\/p>\n<p data-start=\"2157\" data-end=\"2602\">The delay itself is linked in part to technical constraints, including the readiness of the EU\u2019s compliance infrastructure. For producers, this creates a gap between preparation and enforcement. Some continue to move forward, viewing these systems as useful beyond the immediate regulatory framework, particularly for sustainability reporting and future requirements such as digital product passports. Others are taking a more cautious approach.<\/p>\n<p data-start=\"2604\" data-end=\"2997\">Industry groups in Germany report that some suppliers are slowing or pausing further investment until there is greater clarity on timelines and requirements. In Austria, sawmill representatives have questioned whether full traceability across mixed log supplies can be implemented in practice, warning that the current framework could affect harvesting decisions and potentially reduce output.<\/p>\n<p data-start=\"2999\" data-end=\"3373\">At the same time, pressure is building from civil society organisations, including VOICE Network, Fern and Mighty Earth, which have called on the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">European Commission<\/span><\/span> to maintain the original timeline. Their position is that further delay risks rewarding companies that have not prepared, while weakening the incentives for those that have already invested.<\/p>\n<p data-start=\"3375\" data-end=\"3822\">The cost burden is unevenly distributed. For larger companies, compliance costs are estimated at roughly 0.1% of revenue, while for smaller firms the relative impact can be significantly higher. Passing these costs on to customers remains difficult in a market where demand for sawn timber is subdued and raw material prices remain elevated. As a result, much of the investment is being absorbed without a corresponding increase in selling prices.<\/p>\n<p data-start=\"3824\" data-end=\"4181\">The timeline continues to evolve. Current proposals suggest that large companies would need to comply by the end of 2026, with smaller operators following in mid-2027. There are also discussions around introducing a \u201cnegligible-risk\u201d country category, which could simplify compliance for certain supply chains and reduce the overall scope of the regulation.<\/p>\n<p data-start=\"4183\" data-end=\"4567\" data-is-last-node=\"\" data-is-only-node=\"\">For the industry, the key issue is no longer preparation but timing. The systems are largely in place and the capital has already been committed.
