Domestic manufacturers, facing rising import pressure and a wave of mill closures, are now calling for immediate tariffs on foreign wood products, including a sharper focus on low-cost plywood shipments from <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">China<\/span><\/span>.<\/p>\n<p data-start=\"464\" data-end=\"854\">The federal government has already taken a first step. The tribunal has up to 270 days to determine whether rising imports are causing serious injury to Canadian producers.<\/p>\n<p data-start=\"856\" data-end=\"912\">For manufacturers, that timeline is part of the problem.<\/p>\n<p data-start=\"914\" data-end=\"1152\">The <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Canadian Wood Products Alliance<\/span><\/span> has welcomed the move, but argues that an investigation alone will not stabilize the market. The group is calling for provisional tariffs to be introduced quickly, before further capacity is lost.<\/p>\n<p data-start=\"1154\" data-end=\"1502\">Behind the request is a clear concern: imports are not just increasing, they are reshaping pricing across key segments. Plywood\u2014particularly from China\u2014has become a focal point. Canadian producers say lower-priced Chinese plywood is undercutting domestic output, especially in construction and interior applications where price sensitivity is high.<\/p>\n<p data-start=\"1504\" data-end=\"1701\">The issue is not new, but it is becoming harder to absorb. Manufacturers point to job losses and plant closures already underway, warning that delays in policy response risk accelerating the trend.<\/p>\n<p data-section-id=\"16hvfko\" data-start=\"1703\" data-end=\"1745\"><strong>Pressure from both sides of the market<\/strong><\/p>\n<p data-start=\"1747\" data-end=\"1800\">The challenge facing Canadian producers is two-sided.<\/p>\n<p data-start=\"1802\" data-end=\"2056\">On one side, imports of finished wood products\u2014from Asia and other regions\u2014continue to gain ground in domestic markets. On the other, exports, particularly softwood lumber shipments to the United States, remain constrained by long-running trade measures.<\/p>\n<p data-start=\"2058\" data-end=\"2274\">In <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">British Columbia<\/span><\/span>, the country\u2019s largest forestry hub, more than 20 mills have closed in recent years. The contraction reflects a mix of weaker demand, cost pressures and limited market access.<\/p>\n<p data-start=\"2276\" data-end=\"2579\">Premier <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">David Eby<\/span><\/span> has called for a \u201cwin-win\u201d agreement with the United States on softwood lumber, but the dispute remains unresolved. U.S. tariffs on Canadian lumber are expected to settle just below 25% in the latest determination, still a significant barrier for exporters.<\/p>\n<p data-start=\"2581\" data-end=\"2740\">At the same time, the United States continues to supplement its domestic supply gap with imports from Europe and Russia, reducing reliance on Canadian volumes.<\/p>\n<p data-section-id=\"e8cqge\" data-start=\"2742\" data-end=\"2784\"><strong>Plywood and furniture imports in focus<\/strong><\/p>\n<p data-start=\"2786\" data-end=\"3033\">Within the current trade inquiry, attention is centred on value-added wood products rather than raw materials. Cabinets, flooring and storage units are areas where import competition has intensified, often driven by lower production costs in Asia.<\/p>\n<p data-start=\"3035\" data-end=\"3293\">Plywood is increasingly part of the discussion, even where it falls outside the immediate scope of the inquiry. Industry groups argue that without broader coverage\u2014including products such as Chinese plywood\u2014the effectiveness of any measures could be limited.<\/p>\n<p data-start=\"3295\" data-end=\"3431\">From their perspective, targeted tariffs would not eliminate imports but would help rebalance pricing conditions in the domestic market.<\/p>\n<p data-section-id=\"1y5y9gr\" data-start=\"3433\" data-end=\"3470\"><strong>A sector adjusting\u00a0<\/strong><\/p>\n<p data-start=\"3472\" data-end=\"3635\">The Canadian wood products industry remains a major employer, supporting tens of thousands of jobs across the country. But the structure of the market is shifting.<\/p>\n<p data-start=\"3637\" data-end=\"3873\">Producers that rely on domestic demand are facing growing competition from imported finished goods. Export-oriented segments continue to operate under trade constraints. The combination leaves limited room to absorb additional pressure.<\/p>\n<p data-start=\"3875\" data-end=\"4131\">The current push for tariffs reflects a pragmatic calculation rather than a larger shift toward protectionism. Manufacturers are not asking for a closed market, but for a framework that allows domestic production to remain viable under current conditions.<\/p>\n<p data-start=\"4133\" data-end=\"4394\">The outcome of the trade tribunal\u2019s investigation will shape the next steps.
