Prestemon and Jesse D. Henderson in Biomass and Bioenergy. The study argues that the regulation will hit trade flows, regional prices and supplier market shares harder than overall pellet demand.<\/p>\n<p>That matters because the pellet market is still heavily export-driven. The U.S. shipped more than 10 million metric tons of wood pellets in 2025, following 10 million metric tons in 2024, underlining how dependent major producers remain on overseas demand. Europe is still the core destination for Atlantic Basin trade, while Asia continues to absorb growing volumes from suppliers such as Vietnam.<\/p>\n<p>The paper focuses on one of the sector\u2019s main weak points under the EUDR: traceability. Pellet mills typically blend fiber from many forest plots and suppliers, which makes plot-level tracking much harder than for more clearly segregated wood products. That is central to the regulation, which requires geolocation and due diligence for products placed on the EU market. The European Commission currently says the rules will apply from 30 December 2026 for large and medium operators and from 30 June 2027 for micro and small operators.<\/p>\n<p>Using a dynamic spatial equilibrium model for 14 regions from 2026 to 2030, the authors find the biggest adjustment would fall on the U.S. Southeast, the leading export hub for transatlantic pellet trade. Under a scenario where both the EU and the UK apply similar rules, pellet production in the U.S. Southeast falls by as much as 7.2% by 2030, while producer prices there drop 7.9%. At the same time, output in the EU and UK rises as domestic and regional supply replaces part of the lost imports.<\/p>\n<p>The broader market message is that the EUDR looks more like a trade-restructuring measure than a demand-cutting one. Under the strictest scenario in the paper, global pellet production declines by only 1.7%, while global trade drops 7.5%. In other words, fewer tons are not necessarily burned; they are simply sold elsewhere.<\/p>\n<p>That is where Asia becomes important. Vietnam exported around 6 million tons of pellets in 2024, with Japan and South Korea taking the overwhelming majority. The study suggests that when Europe becomes harder to serve, flows can shift toward less regulated Asian markets instead of disappearing. That fits the market structure already in place: Japan imported about 6.4 million tons of wood pellets in 2024, while South Korea remains one of the world\u2019s largest biomass importers, though its subsidy framework has started to tighten.<\/p>\n<p>Europe remains a large pellet market in its own right, but it is not fully self-sufficient. USDA reporting for the EU put 2024 pellet imports at 4.48 million metric tons, while the paper cites EU consumption at 22.6 million metric tons and production at 21.2 million metric tons. That gap is small in percentage terms, but large enough to keep import routes commercially important, especially for industrial users.<\/p>\n<p>The UK is also a key variable. USDA reporting says UK pellet consumption reached nearly 9.85 million metric tons in 2024, keeping the country one of the largest single buyers in the market. That helps explain why the paper shows a bigger shock when the UK is added to the regulatory area alongside the EU: exporters lose not one difficult destination, but two.<\/p>\n<p>The practical implication is that the regulation may strengthen traceability inside Europe without doing much to reduce global deforestation pressure if supply is redirected to other regions.
