The revision would reduce antidumping duties to 10.66% from more than 20% and trim countervailing duties slightly to 14.17% for most producers.<\/p>\n<p>However, the current duty rate remains in force until a final decision expected in August 2026, and a separate 10% tariff imposed under Section 232 of the Trade Expansion Act continues to apply on top of any revised duties. This leaves the effective combined rate at roughly 34.83%, limiting any immediate relief for Canadian exporters.<\/p>\n<p>The move marks the first downward revision in a dispute that has persisted for decades, but it does little to resolve underlying tensions. The Canada\u2013U.S. softwood lumber conflict, dating back to 1982, centres on Washington\u2019s claim that Canadian producers benefit from subsidised access to publicly owned timber, an allegation Ottawa denies.<\/p>\n<p>Industry groups in British Columbia said the preliminary decision offers little clarity. The Independent Wood Processors Association described the dispute resolution framework as a \u201cbroken process\u201d, warning that it remains unclear whether the final rate will represent a meaningful reduction.<\/p>\n<p>Executive director Brian Menzies said independent processors are being unfairly caught in the dispute, despite not holding timber tenures, harvesting Crown timber or receiving subsidies.<\/p>\n<p>Provincial officials also criticised the continued application of duties. Ravi Parmar said the United States had \u201csignalled that it will continue to impose unwarranted and unfair duties\u201d, arguing the measures harm both economies by raising housing costs in the U.S. while accelerating job losses in Canada\u2019s forestry sector.<\/p>\n<p>The sector has already absorbed significant losses. Rising duties have compounded structural pressures in British Columbia, including wildfire damage, a mountain pine beetle infestation and declining harvest volumes, contributing to thousands of job losses in recent years.<\/p>\n<p>At the same time, trade flows have weakened sharply. Canadian softwood lumber exports to the U.S. have fallen as combined duties climbed above 45% at times, with import volumes dropping steeply and prices declining year on year.<\/p>\n<p>David Eby said the industry should be prioritised in negotiations with Washington, noting its economic weight. He pointed to an estimated $8 billion held in a joint tariff account between Canada and the United States, which could be redirected to support the sector.<\/p>\n<p>The dispute has also exposed limits in the current legal framework. Provisions under the Canada\u2013United States\u2013Mexico Agreement (CUSMA) have failed to deliver a lasting settlement, with repeated legal challenges and administrative reviews producing limited progress.<\/p>\n<p>U.S. industry groups, meanwhile, maintain that duties are justified.
