The European wood pallet and packaging sector is entering a more difficult phase, shaped by a combination of regulatory tightening, uneven demand and persistent pressure on raw material supply.<\/p>\n
Discussions at the latest meeting of the Timber Packaging & Pallet Confederation (TIMCON) in Manchester pointed to a market where short-term visibility remains limited and longer-term structural changes are becoming harder to ignore.<\/p>\n
At the centre of the debate is the EU\u2019s Packaging and Packaging Waste Regulation (PPWR), which is expected to begin taking effect from August. The regulation will apply across all packaging types, including wooden pallets, export packaging and industrial transport systems.<\/p>\n
The direction of travel is clear. By 2030, packaging placed on the EU market will be required to meet stricter recyclability criteria, while reuse targets for transport packaging are set at 40%, rising to 70% by 2040. A further requirement foresees that, from 2026, transport packaging used within a single member state should be fully reusable.<\/p>\n
For the wood packaging sector, the implications are less straightforward. Timber-based systems already operate within circular models, but industry representatives argue that regulatory frameworks developed for plastics risk being applied too broadly.<\/p>\n
There are signs of adjustment. Recent guidance from the European Commission confirms that wooden pallets used in active logistics cycles \u2014 particularly in import and export flows \u2014 are exempt from reuse obligations. Custom transport packaging has also been excluded, easing immediate concerns over compliance costs.<\/p>\n
Even so, the pace and complexity of regulatory change remain a concern. Companies face the prospect of managing multiple compliance systems across markets where definitions of recyclability are not always aligned.<\/p>\n
Supply conditions, meanwhile, remain uneven. Several pallet producers said availability of suitable wood has tightened compared with last year, particularly for standard pallet assortments, while prices have not adjusted downward in line with weaker demand in some end-use sectors.<\/p>\n
Fuel and transport costs continue to feed into material prices, and procurement has become less predictable. Buyers report wider price spreads between regions, making sourcing decisions more tactical than before.<\/p>\n
On the demand side, activity remains subdued. Construction, a key driver for pallet use through building materials and distribution, has yet to show a consistent recovery. Manufacturing volumes are also mixed, with some segments holding up while others continue to operate below earlier levels.<\/p>\n
At the same time, trade flows are shifting. Imports of lower-priced products into Europe are increasing in some segments of the forest products chain, adding pressure on margins.
