Canadian officials are considering the possibility of limiting softwood lumber exports to the United States as part of efforts to ease long-standing trade tensions between the two countries.<\/p>\n
Speaking to Bloomberg, British Columbia Premier David Eby indicated that discussions around export quotas\u2014previously rejected by Canada\u2014are now being revisited. According to Eby, U.S. industry groups have for years pushed for a system that would cap the volume of Canadian lumber entering the American market, and there is now some willingness on the Canadian side to explore how such a mechanism could be structured.<\/p>\n
The proposal is being discussed in coordination with the administration of Prime Minister Mark Carney, with provincial authorities putting forward options that had historically been excluded from negotiations. British Columbia, the country\u2019s largest lumber-exporting province, plays a central role in these talks, hosting major producers such as West Fraser Timber and Canfor.<\/p>\n
The introduction of export limits could serve multiple objectives. Canadian officials see quotas as a way to secure more predictable access to the U.S. market while protecting domestic employment. At the same time, such a system could address concerns in the United States about supply stability and pricing, particularly in the construction sector.<\/p>\n
Uncertainty remains, however, regarding the U.S. position. President Donald Trump has instructed the Department of Commerce to examine whether imports of foreign timber pose a national security risk, a move that could lead to additional tariffs rather than negotiated quotas.<\/p>\n
U.S. homebuilders have already warned that higher tariffs on Canadian lumber would increase construction costs, with estimates suggesting an impact of nearly $11,000 per home.
