The downturn in British Columbia\u2019s forest sector is often framed as a consequence of U.S. tariffs. That explanation is convenient, but incomplete. The pressure on the industry has been building for years, and much of it originates at home.<\/p>\n
Exports tell part of the story. Shipments of softwood lumber from B.C. have been trending downward since the middle of the last decade. By 2024, exports to the United States were already down sharply compared with 2016 levels, well before the latest tariff increases. The additional pressure from U.S. trade measures has reinforced the decline, but did not start it.<\/p>\n
Two structural issues stand out.<\/p>\n
The first is the steady reduction in raw material supply. Access to logs has tightened over time, limiting production and reducing the scale at which mills can operate. For an industry built on volume and efficiency, this has direct consequences for costs and competitiveness.<\/p>\n
The second is the operating environment. Regulatory processes have become more complex, slower and more expensive. For producers, this translates into higher uncertainty and weaker incentives to invest. Capital has increasingly been directed elsewhere, including other parts of Canada where conditions are more predictable.<\/p>\n
The contrast within Canada is notable. While B.C. has seen a pronounced decline in production and exports, other provinces have held up comparatively better, with exports to the U.S. remaining more stable until recently. This divergence suggests that external factors alone do not explain B.C.\u2019s position.<\/p>\n
Efforts to diversify export markets have so far yielded limited results. Shipments to Asia have fallen significantly over the same period. Exports to China have dropped steeply, while volumes to Japan have also declined. The shift reflects both changing demand patterns and the industry\u2019s reduced ability to compete internationally.<\/p>\n
The U.S. remains the dominant market, accounting for the bulk of B.C.\u2019s lumber exports. That concentration leaves producers exposed to trade policy, but also underscores how difficult it is to replace established markets. Diversification is a gradual process, and current conditions offer little support for rapid progress.<\/p>\n
In this context, tariffs are better seen as an additional strain rather than the root cause. The more immediate constraints lie in the availability of raw material and the cost of operating within the province.<\/p>\n
