New academic research examining the implementation of the European Union Deforestation Regulation (EUDR) concludes that the regulation\u2019s compliance model places a significant share of costs on producer countries, particularly in the tropical timber sector.<\/p>\n

The EUDR was designed to prevent products linked to deforestation or forest degradation from entering the European market. While the formal due diligence obligation lies with operators placing products on the EU market, compliance depends on detailed information originating in exporting countries. Producers must provide geolocation coordinates of harvest plots, legality documentation, supply chain traceability and proof that products are not associated with recent deforestation.<\/p>\n

According to the study, this structure creates an uneven distribution of compliance costs. Exporting countries are required to generate and manage extensive datasets, often without robust digital infrastructure or sufficient administrative capacity. In many tropical producer regions, technical systems remain fragmented and financing constraints are significant, increasing the relative burden of compliance.<\/p>\n

In areas such as the Congo Basin, forestry sectors have developed managed concession systems, forest inventories and legality frameworks over many years. These mechanisms support sustainable forest management and timber traceability. However, the research argues that the additional data-intensive requirements introduced by the EUDR represent a substantial operational escalation, particularly for smaller operators.<\/p>\n

The authors caution that if compliance costs become excessive or technically unmanageable, unintended market consequences may follow. Smaller producers could be excluded from supply chains, buyers may consolidate sourcing with larger suppliers, or trade flows could shift toward less regulated channels. Such outcomes would risk undermining both market stability and the environmental objectives of the regulation.<\/p>\n

The trade implications extend to European importers. If producer countries encounter difficulties in meeting documentation and verification requirements, supply chains may face longer lead times and higher transaction costs. Upstream compliance expenses are likely to be reflected in export prices, increasing procurement costs for European buyers.<\/p>\n

At the same time, the study notes that compliance data could hold strategic value over the longer term. Structured geolocation and traceability systems may improve forest governance, enhance transparency and potentially support access to carbon-related financing or ecosystem service markets. However, the authors emphasize that many producer countries still lack comprehensive legal frameworks for data protection. Without adequate safeguards, the collection and potential monetization of compliance data could introduce new imbalances.<\/p>\n
