The country has never produced enough softwood lumber to meet its own consumption needs. Housing construction and residential remodeling account for nearly all US lumber use, making demand highly sensitive to interest rates, affordability and labour availability. While the US represents around 27% of global softwood lumber demand, it produces only about 20% of global supply, requiring substantial imports to bridge the gap.<\/p>\n<p>For the past five decades, imported lumber has accounted for 25%\u201333% of US consumption. Canada supplies roughly 80% of these imports, with European producers providing most of the remainder. In 2025, foreign suppliers are projected to meet nearly 30% of US softwood lumber demand, close to the highest share in almost 20 years.<\/p>\n<p>Claims that the US could achieve lumber self-sufficiency are not supported by market realities. Replacing the current 25 million m\u00b3 of annual imports would require the construction of around 75 new sawmills, far exceeding recent investment trends. Even if capital were available, expansion would be constrained by limited regional timber availability, workforce shortages, permitting delays and higher delivered costs compared with imported lumber.<\/p>\n<p>Near-term US demand remains uncertain following declines in 2022\u201324, but longer-term housing requirements point to renewed growth later in the decade. New US tariffs scheduled to take effect in October 2025 are expected to reduce Canadian shipments and increase price volatility in the US market.<\/p>\n<p><strong>Canada: export exposure and tightening fibre supply<\/strong><\/p>\n<p>Canada remains the world\u2019s largest lumber exporter, with approximately 65% of production sold abroad and nearly 90% of exports destined for the United States. This high level of export dependence leaves Canadian producers particularly exposed to changes in US trade policy. Higher antidumping and countervailing duty rates introduced in 2025 are expected to raise Canadian lumber costs by 25%\u201330%, eroding competitiveness in the US market.<\/p>\n<p>Timber supply constraints represent an even larger challenge for Canada. In British Columbia, historically a cornerstone of the country\u2019s softwood industry, the allowable annual cut has declined by around one-third over the past 20 years. Actual harvest levels have fallen by roughly 50%, reflecting wildfire losses, insect damage, Indigenous land settlements and stricter conservation requirements. Rising log costs have pushed many sawmills into negative margins, accelerating capacity closures across the province.<\/p>\n<p>Although Canada has sought to diversify exports toward Asia, Europe and the Middle East, volumes outside the US remain near record lows. While diversification is expected to increase gradually, it is unlikely to compensate for reduced access to the US market in the near term.<\/p>\n<p><strong>Europe: larger role, tighter limits<\/strong><\/p>\n<p>Europe accounts for roughly one-third of global softwood lumber production and about one-quarter of net global exports. Output has grown modestly over the past two decades, outpacing domestic demand and enabling increased shipments to overseas markets, particularly the United States and the MENA region.<\/p>\n<p>European demand weakened in 2022\u201324 due to higher interest rates but is expected to recover gradually. However, long-term supply constraints are emerging. The Central European bark beetle outbreak led to exceptionally high salvage logging volumes through 2021, but with that phase now complete, harvest levels are declining. Central Europe is projected to experience a net reduction in softwood log supply through 2030.<\/p>\n<p>Future growth in European production will depend increasingly on Northern and Eastern Europe, where harvest potential remains higher. Overall, Europe could expand sawlog supply by 15\u201320 million m\u00b3 by 2030, although export growth will be limited by rising internal demand and tightening fibre availability.<\/p>\n<p>Across the United States, Canada and Europe, softwood lumber markets are entering a period of structural tightness. The US is expected to remain import-dependent, Canada faces long-term fibre constraints and heightened trade exposure, and Europe\u2019s role as a global supplier is set to expand only gradually as log supply tightens.
