While the extension to December 2026 may provide temporary relief, it could reduce incentives for companies that have already invested heavily to comply and weaken confidence in the EU\u2019s regulatory direction.<\/p>\n<p><strong>Challenges facing the European softwood lumber industry<\/strong><\/p>\n<p>Europe\u2019s softwood lumber sector is experiencing growing uncertainty and higher compliance costs as the EU prepares to delay the implementation of its anti-deforestation law. Companies across the continent have already invested billions of euros to meet the regulation\u2019s strict traceability requirements. These investments include digital platforms, upgraded ERP systems, and restructured supply chains to demonstrate that every cubic meter of wood comes from deforestation-free sources.<\/p>\n<p>However, with the European Commission citing technical issues with its IT compliance platform, companies that have spent heavily to comply must now wait longer to see the results of their efforts.<\/p>\n<p>In a letter to the European Commission\u2019s Environment Commissioner Jessika Roswall, civil society organizations including VOICE Network, Fern, and Mighty Earth urged the Commission to maintain the original timeline. The signatories warned that delaying enforcement would reward non-compliance, penalize responsible businesses, and risk undermining the EU\u2019s credibility as a global leader in forest protection. They emphasized that many companies had already invested significant resources in good faith and that continued uncertainty could erode trust, increase costs, and slow progress toward deforestation-free supply chains.<\/p>\n<p><strong>Heavy investment already made by European softwood lumber companies<\/strong><\/p>\n<p>The financial and operational burden of EUDR compliance is already being felt across the sector. In Germany, initial compliance costs for the wood industry are estimated at \u20ac1.8 billion ($2.1 billion), with annual expenses projected at \u20ac1.2 billion, according to the Hauptverband der Deutschen Holzindustrie (HDH). Yet only 39% of timber companies report being on track to meet EUDR obligations.<\/p>\n<p>In Finland, research by Pellervo Economic Research (PTT) estimates that domestic companies face \u20ac207 million in start-up costs and \u20ac65 million annually to maintain compliance, with forest-based industries absorbing most of the impact.<\/p>\n<p>Major Nordic producers have already implemented advanced traceability systems. Stora Enso\u2019s Packaging Materials Division reached EUDR readiness a year ahead of schedule by deploying a digital platform developed with Solita that integrates supplier and customer data. Mets\u00e4 Group has built its cloud-based Mets\u00e4Trace system, linking its ERP network with the EU TRACES database to manage reference data across pulp and softwood lumber operations. Versowood has similarly upgraded its ERP systems to enable full-chain traceability from logs to finished products.<\/p>\n<p>These initiatives have required substantial capital, including new hires, software development, satellite data acquisition, and tighter segregation of raw materials, all aimed at proving that every cubic meter of wood is deforestation-free.<\/p>\n<p><strong>The compliance paradox<\/strong><\/p>\n<p>Companies that moved early to meet EUDR requirements now face a strategic dilemma. Some markets had begun offering premiums for verified deforestation-free softwood lumber, but those incentives risk fading amid renewed regulatory uncertainty.<\/p>\n<p>\u201cThis second postponement creates more uncertainty for companies that have worked hard to meet the deadline,\u201d said Ruth Nussbaum, executive director of sustainability consultancy Proforest. \u201cHowever, many businesses are still moving ahead because they see the long-term benefits.\u201d<\/p>\n<p>Others may hesitate. Germany\u2019s HDH warns that a growing number of suppliers are pausing EUDR investments until political clarity is restored. In Austria, the Sawmill Industry Association has expressed concern that full-chain traceability across mixed log supplies is \u201csimply unworkable\u201d under current rules. Chairman Markus Schm\u00f6lzer warned the regulation could lead forest owners to reduce harvesting or production, potentially lowering Austrian wood output by up to 10%.<\/p>\n<p>Civil society groups continue to urge the Commission not to bow to external pressure. A recent Euractiv report noted that US-based organizations are lobbying Brussels to resist Washington\u2019s push for preferential treatment or further delays.<\/p>\n<p><strong>Strategic implications for the European softwood lumber industry<\/strong><\/p>\n<p>Despite uncertainty, analysts advise companies to continue compliance efforts. The underlying due-diligence obligations of the EUDR are expected to remain even if deadlines shift.<\/p>\n<p>\u201cThere is a competitive edge to early compliance,\u201d said an industry advisor familiar with Nordic producers. \u201cThose traceability systems will be valuable for sustainability reporting and future digital product passports.\u201d<\/p>\n<p>Compliance remains uneven, and the cost differential is significant. For large firms, HDH estimates compliance costs could average around 0.1% of revenue, while for small and medium-sized enterprises the relative burden could be roughly three times higher. Most companies do not plan to pass increased costs on to customers. With the European softwood lumber market already facing high raw material prices and depressed demand, producers are largely absorbing these costs as capital expenditures rather than operating expenses.<\/p>\n<p>\u201cWe are talking to our customers to make them aware of our compliance-related investments,\u201d said a representative of a Nordic wood processing company, \u201cbut we do not see these costs being reflected in our prices.\u201d An industry consultant added, \u201cIt is up to buyers to decide whether they will pay premiums if EUDR is not mandatory.\u201d<\/p>\n<p><strong>Looking ahead<\/strong><\/p>\n<p>The proposed deferral still requires formal approval, but few expect opposition in Brussels. Under the current draft, large companies would have until 30 December 2026 to comply, with smaller operators following six months later in June 2027.<\/p>\n<p>Some lawmakers are also proposing a \u201cnegligible-risk\u201d country category, which could simplify trade for nations with strong forest governance and narrow the regulation\u2019s scope.<\/p>\n<p>For European softwood lumber producers, the investment in compliance systems is already made.
