Wood products were described as essential for both defense applications\u2014such as construction, storage, transport of munitions, and missile defense systems\u2014and civilian infrastructure, including energy, transport, and communications.<\/p>\n<p data-start=\"1051\" data-end=\"1085\">Tariff measures and timeline<\/p>\n<ul data-start=\"1087\" data-end=\"1525\">\n<li data-start=\"1087\" data-end=\"1154\">\n<p data-start=\"1089\" data-end=\"1154\"><strong data-start=\"1089\" data-end=\"1110\">10% global tariff<\/strong> on imports of softwood lumber and timber.<\/p>\n<\/li>\n<li data-start=\"1155\" data-end=\"1267\">\n<p data-start=\"1157\" data-end=\"1267\"><strong data-start=\"1157\" data-end=\"1171\">25% tariff<\/strong> on upholstered wooden furniture and kitchen cabinets\/vanities effective <strong data-start=\"1244\" data-end=\"1264\">October 14, 2025<\/strong>.<\/p>\n<\/li>\n<li data-start=\"1268\" data-end=\"1409\">\n<p data-start=\"1270\" data-end=\"1409\">Furniture tariffs rise further on <strong data-start=\"1304\" data-end=\"1323\">January 1, 2026<\/strong> to <strong data-start=\"1327\" data-end=\"1360\">30% for upholstered furniture<\/strong> and <strong data-start=\"1365\" data-end=\"1406\">50% for kitchen cabinets and vanities<\/strong>.<\/p>\n<\/li>\n<li data-start=\"1410\" data-end=\"1525\">\n<p data-start=\"1412\" data-end=\"1525\">Measures apply to both finished goods and imported components, and are in addition to existing duties and fees.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1527\" data-end=\"1586\">The proclamation specifies product categories as follows:<\/p>\n<ul data-start=\"1588\" data-end=\"2038\">\n<li data-start=\"1588\" data-end=\"1813\">\n<p data-start=\"1590\" data-end=\"1813\"><strong data-start=\"1590\" data-end=\"1623\">Softwood lumber (10% tariff):<\/strong> HS codes 4403.11.00, 4403.21.01, 4403.22.01, 4403.23.01, 4403.24.01, 4403.25.01, 4403.26.01, 4403.99.01, 4406.11.00, 4406.91.00, 4407.11.00, 4407.12.00, 4407.13.00, 4407.14.00, 4407.19.00<\/p>\n<\/li>\n<li data-start=\"1814\" data-end=\"1921\">\n<p data-start=\"1816\" data-end=\"1921\"><strong data-start=\"1816\" data-end=\"1855\">Upholstered furniture (25% tariff):<\/strong> HS codes 9401.61.4011, 9401.61.4031, 9401.61.6011, 9401.61.6031<\/p>\n<\/li>\n<li data-start=\"1922\" data-end=\"2038\">\n<p data-start=\"1924\" data-end=\"2038\"><strong data-start=\"1924\" data-end=\"1986\">Kitchen cabinets and vanities (25% tariff, rising to 50%):<\/strong> HS codes 9403.40.9060, 9403.60.8093, 9403.91.0080<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2045\" data-end=\"2074\"><strong>Impact on key suppliers<\/strong><\/p>\n<p data-start=\"2078\" data-end=\"2332\"><strong data-start=\"2078\" data-end=\"2088\">-Canada<\/strong> \u2013 Already subject to long-running countervailing and antidumping duties under the softwood lumber dispute, Canadian exporters will face an additional 10% tariff starting October 14. Canada supplies more than 25% of U.S. softwood consumption.<\/p>\n<p data-start=\"2335\" data-end=\"2542\"><strong data-start=\"2335\" data-end=\"2353\">-European Union<\/strong> \u2013 EU lumber and furniture exports will be subject to tariffs, but total duties on lumber are capped at 15% under Most-Favored Nation (MFN) rules. The EU is expected to seek negotiations.<\/p>\n<p data-start=\"2545\" data-end=\"2714\"><strong data-start=\"2545\" data-end=\"2563\">-United Kingdom<\/strong> \u2013 UK shipments face a flat 10% tariff, in line with the global lumber rate, while higher-end furniture exports will face the 25\u201350% tariff schedule.<\/p>\n<p data-start=\"2717\" data-end=\"2835\"><strong data-start=\"2717\" data-end=\"2726\">-Japan<\/strong> \u2013 Exports will face a maximum combined tariff of 15% under MFN terms, though volumes are relatively small.<\/p>\n<p data-start=\"2838\" data-end=\"3011\"><strong data-start=\"2838\" data-end=\"2859\">-China and Vietnam<\/strong> \u2013 Both countries\u2019 furniture sectors are likely to be hardest hit, with tariffs of 25\u201350% disrupting supply chains for cabinets and upholstered goods.<\/p>\n<p data-start=\"3018\" data-end=\"3034\"><strong>Next steps<\/strong><\/p>\n<p data-start=\"3036\" data-end=\"3358\">The U.S. Trade Representative has been directed to negotiate agreements with trading partners. Countries that reach deals may be exempted from the 2026 tariff increases. The Commerce Department will also monitor market developments and report back on the domestic hardwood and softwood industries by <strong data-start=\"3336\" data-end=\"3355\">October 1, 2026<\/strong>.<\/p>\n<p data-start=\"3360\" data-end=\"3656\">The White House said the actions are designed to rebuild U.S. wood production, reduce foreign dependency, and strengthen supply chains.
