{"id":96944,"date":"2025-09-23T12:52:02","date_gmt":"2025-09-23T12:52:02","guid":{"rendered":"https:\/\/www.timberindustrynews.com\/?p=96944"},"modified":"2025-09-25T12:52:16","modified_gmt":"2025-09-25T12:52:16","slug":"warnings-that-eudr-could-create-supply-chain-chaos","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/warnings-that-eudr-could-create-supply-chain-chaos\/","title":{"rendered":"Warnings that EUDR could create supply chain chaos"},"content":{"rendered":"<p><!--more-->The EU Deforestation Regulation (EUDR), set to apply from December 31, 2025 after its postponement, is facing strong criticism from the timber industry in Germany and Austria. Both countries warn again that the regulation is unworkable, would create massive costs, and risks paralyzing entire supply chains.<\/p>\n<p><strong>Germany: supply chain chaos looms<\/strong><\/p>\n<p>German manufacturers and traders are increasingly concerned about whether wood products \u2013 including firewood, railway sleepers, and construction timber \u2013 will be available in sufficient quantities after January 2026. Small private forests, in particular, are at risk of being affected by the extensive bureaucratic requirements of the EUDR.<\/p>\n<p>Even nearly a year after the postponement of the implementation period, the regulation remains highly complex. Less than half of companies feel even remotely prepared. The country risk categorization system is now available, but most countries, whether with or without existing forest legislation, were assigned low risk. In response to criticism from trading partners such as the USA, calls for a zero-risk category are growing. However, it remains unclear whether this will be implemented in time.<\/p>\n<p>Companies that cannot provide the required information risk exclusion as suppliers by their customers, creating incalculable financial and legal risks. This could lead to supply bottlenecks, production declines, and short-time work. Over 400 companies across the German timber supply chain participated in a survey in August 2025. The results indicate that the EUDR will burden the German timber industry with billions of euros in costs: around \u20ac1.8 billion for implementation and an additional \u20ac1.2 billion annually for ongoing operation.<\/p>\n<p>The survey also found that only 39% of companies are certain or likely to have implemented the regulation\u2019s requirements by the end of 2025. Among small and medium-sized enterprises, almost two-thirds are not sufficiently prepared or unsure if they can comply by the deadline. The greatest hurdles are the additional personnel costs, followed by software solutions, data exchange with suppliers, and unclear, complex implementation provisions.<\/p>\n<p>HDH President Johannes Schw\u00f6rer emphasized the urgent need for a zero-risk category: \u201cThere\u2019s a risk of chaos with unforeseeable consequences. If the timber comes from a country with no deforestation risk, all data collection and transfer must be suspended. The governing coalition agreed to introduce a \u2018zero-risk category.\u2019 It must now fulfill this promise and advocate for it with the European Commission.\u201d<\/p>\n<p>The Forest Owners\u2019 Association (AGDW) supports this proposal. They suggest implementing it as a subcategory of the third risk category (\u201clow risk\u201d), which would allow forest owners in regions with proven freedom from deforestation \u2013 verifiable by satellite \u2013 to be assigned a reference number for a limited period. This would particularly help small private forests, which are typically marketed in bundles, and reduce the reporting burden of geodata. However, processing companies remain skeptical, as the number of reference numbers would still increase if each forest owner received one annually.<\/p>\n<p><strong>Austria: EUDR unfeasible and inflationary<\/strong><\/p>\n<p>Meanwhile, the Austrian Timber Industry Association has echoed these concerns, welcoming Federal Minister Norbert Totschnig\u2019s call to postpone and revise the EUDR.<\/p>\n<p>\u201cAfter more than two years of work on implementing the EUDR, a legally secure and economically viable implementation is still not possible,\u201d said Dr. Erlfried Taurer, Chairman of the Austrian Timber Industry Association. \u201cIn the midst of dramatic economic upheaval, the EU is endangering the most robust and sustainable timber value chain and its 17 million jobs with unfulfillable and unnecessary requirements. The problem of global deforestation can be addressed with alternative measures. We demand that the EUDR not be applied at the turn of the year, but rather a further postponement and substantive correction, or \u2013 even better \u2013 a complete abolition.\u201d<\/p>\n<p>Taurer also warned of the inflationary impact in Austria: \u201cOur inflation rate of 4% is twice the EU average. Our members will have to reflect the massive costs of introducing and operating the EUDR in their prices, which will ultimately be felt by customers.\u201d<\/p>\n<p>A Finnish study estimates costs there at over \u20ac200 million, with \u20ac65 million in annual operating costs, while the German survey puts costs for Germany at \u20ac1.8 billion for implementation and \u20ac1.2 billion per year in ongoing costs. Across Europe, the timber industry faces what Taurer calls \u201ca billion-euro waste with no added value.\u201d<\/p>\n<p>\u201cWith the EUTR, there has long been a European regulation preventing illegal timber from entering the market.
