Central Europe—including Germany, Austria, Switzerland, and the Czech Republic—is projected to be the continent’s hotspot, with extreme disturbance costs reaching €19,885 per hectare.

Forests provide hundreds of thousands of primarily rural jobs—420,000 in France alone—and support critical industries across Europe, from sawmills to wood-based construction. While northern European forests may benefit from productivity gains driven by CO2 fertilization and longer growing seasons, southern and central regions are expected to face shrinking timber value as disturbances intensify. For timber markets, this could translate into tighter supply, rising log and lumber prices, and increased volatility for European sawmills and wood product manufacturers.

The study highlights structural vulnerabilities in European forestry. Over 74% of forests are even-aged stands managed primarily for timber, while just 26% are close-to-nature or unmanaged, prized for biodiversity and resilience. Intensive plantations of fast-growing monocultures—such as eucalyptus and spruce—dominate hotspots like Portugal, Galicia, and parts of Sweden. These conventional, yield-driven systems are particularly exposed to extreme weather, pest outbreaks, and wildfires, which have more than doubled in frequency over the past two decades.

Moderate adaptation measures, such as shorter rotation periods, diversifying species mixes, and planting less disturbance-prone trees, could reduce economic losses by up to €10 billion under severe climate scenarios. However, such measures may involve trade-offs for carbon storage and biodiversity and require region-specific planning. Without proactive management, companies in Central and Southern Europe could struggle to maintain profitable harvests.

For timber buyers and investors, the report signals heightened risks: forest insurance costs are likely to rise, salvage logging may temporarily increase supply, and disruptions in wood availability could push up the prices of construction-grade timber. Europe’s reliance on domestic forest products for sustainable construction, bioenergy, and pulp industries underscores the stakes: unmitigated climate change could affect both supply chains and industrial competitiveness.

The study underscores the dual role of policy and markets: limiting greenhouse gas emissions can reduce disturbance risks, while strategic adaptation in forestry can preserve economic value. Failure to act, particularly in Central and Southern Europe, could translate into billions in lost revenue, higher timber prices, and greater market uncertainty.

In July, Vrije Universiteit Amsterdam (VU Amsterdam) released a high-resolution map of Europe’s forest management that reveals: over 74 percent of forests are even-aged stands managed primarily for timber; just 26 percent are close-to-nature or unmanaged, prized for biodiversity and resilience; and intensive plantations of fast-growing monocultures—such as eucalyptus and spruce—dominate in hotspots like Portugal, Galicia and parts of Sweden.

Projected disturbance costs per hectare across Europe under RCP4.5.
