This represents a 5.9 percent decline from 24.0 MMT in 2023. EU consumption peaked in 2022 due to high fossil energy prices. In 2023 and 2024, pellet consumption fell for the first time since 2015. Industrial use declined due to power plant outages and low electricity prices, while residential use decreased following stockpiling in 2022 and a mild winter in 2023\/2024.<\/p>\n<p data-start=\"806\" data-end=\"1308\">In 2025, EU wood pellet consumption is forecast to recover based on European Commission (EC) mandates and incentives from EU Member States supporting renewable and local energy production. Commercial stockpiling is anticipated towards the end of 2025 in response to the enforcement of the EU Deforestation-free Supply Chain Regulation (EUDR). Future consumption will continue to depend on climate and market factors, including weather conditions and the pricing of coal, heating oil, and natural gas.<\/p>\n<p data-start=\"1310\" data-end=\"1327\"><strong>Consumption<\/strong><\/p>\n<p data-start=\"1329\" data-end=\"1843\">Residential use\u2014comprising domestic stoves and heat boilers below 50 kW\u2014and small-to-medium commercial use\u2014units over 50 kW used in residential and public buildings\u2014accounts for approximately 55 percent of EU pellet consumption. The remaining 45 percent is used for large-scale industrial applications, generally in plants with capacities above 5 MW (source: Bioenergy Europe). data-end=\"3038\">Residential pellet use for heating fluctuates annually but is relatively stable compared to industrial heat and power generation. Demand depends on winter temperatures and fossil fuel prices, while medium-sized users such as hospitals or sports facilities are less impacted by weather.<\/p>\n<p data-start=\"3040\" data-end=\"3629\">During 2021\u20132022, rising fossil fuel prices boosted wood pellet demand. In 2023, residential sales were tempered by a mild winter and the stockpiling of pellets in 2022, combined with lower industrial power sector demand. In 2024, residential recovery did not offset the decline in industrial use. In 2025, EU residential pellet consumption is forecast to grow, driven by France, Germany, Austria, Poland, Spain, Portugal, Czechia, Slovakia, and Croatia. Consumption in Italy, the Nordics (Sweden and Finland), and Bulgaria remains stagnant due to limited availability and higher prices.<\/p>\n<p data-start=\"3631\" data-end=\"4055\">In France, the Multiannual Energy Programming (MEP) aims to double heat from biomass between 2016 and 2028 while maintaining forest balance. Sales of pellet equipment rose nearly 30 percent from 2021 to 2023, driven by public aid, consumer interest in energy cost control, and low-carbon solutions. Approximately 85 percent of France\u2019s domestic pellet consumption is sourced from local woody by-products (Propellet, 2024).<\/p>\n<p data-start=\"4057\" data-end=\"4395\">Most German pellets are used for residential heating. In 2024, Germany had an estimated 738,000 pellet-based heating units, expected to rise to 760,000 in 2025. German law mandates renewable energy use in buildings, limits oil heating installations from 2026, and requires renewable heating shares in cities of over 100,000 inhabitants.<\/p>\n<p data-start=\"4397\" data-end=\"4931\">Outside Germany, incentives for residential bioenergy are offered in Austria, Poland, and Sweden, often linked to the revised Renewable Energy Directive (REDII+). In Austria, household use of pellets is growing, supported by subsidies at federal, state, and community levels. In Poland, residential use dominates the market at around 60 percent, with private businesses and institutions using 25 percent. The Clean Air program subsidized coal stove replacements with biomass stoves, accounting for 26 percent of new heating sources.<\/p>\n<p data-start=\"4933\" data-end=\"5418\">In Spain, domestic pellet consumption reached 870,000 MT in 2024, exceeding domestic production for the fifth consecutive year. Portuguese consumption (300,000 MT) represents roughly one-third of production, making Portugal a traditional exporter. Heating is the main use in both countries. In Czechia and Slovakia, government subsidies and energy independence goals have boosted residential pellet use. Croatia\u2019s market has grown steadily with increased adoption of pellet furnaces.<\/p>\n<p data-start=\"5420\" data-end=\"5986\">Italy\u2019s residential market has stagnated at 2.8 MMT due to mild winters and limited domestic production. Sweden has around 20,000 pellet stoves and almost two million biomass local space heaters. Pellet production and consumption in Sweden have been stagnant for decades, with limited imports from the Baltics. In Finland, household demand has risen but supply is constrained due to bans on Russian and Belarussian pellets. Bulgaria saw a drop in pellet use from the 2022 record due to falling energy prices, with many users switching to solar energy in 2024\u20132025.<\/p>\n<p data-start=\"5988\" data-end=\"6352\">National government incentives across the EU are expected to further increase residential pellet use through 2025. Consequently, the availability of pellets for export is declining in traditional producing countries, including Germany, Poland, Latvia, Estonia, Czechia, Slovakia, Romania, Bulgaria, Croatia, and Portugal, contributing to rising EU import demand.<\/p>\n<p data-start=\"6354\" data-end=\"6385\"><strong>Industrial Use of Pellets<\/strong><\/p>\n<p data-start=\"6387\" data-end=\"6861\">In countries like the Netherlands and Denmark, industrial demand dominates, primarily for large-scale power plants. These countries rely heavily on imported pellets due to insufficient domestic production. In several Member States, such as Denmark, Poland, Hungary, and Croatia, locally sourced wood chips and residues are preferred for power generation. Croatia\u2019s installed biomass plant capacity nearly doubled between 2017 and 2024, using sawmill and forestry residues.<\/p>\n<p data-start=\"6863\" data-end=\"7328\">The Netherlands is the primary industrial pellet market, importing 1.50 MMT in 2024 valued at $325 million. The United States is the top supplier, with 0.76 MMT ($148 million). Most Dutch pellets are co-fired with coal in power plants, subject to sustainability standards. Pellet use declined in 2024 due to retrofitting of the largest plant and negative power generation margins but is expected to increase in 2025, with imports remaining low due to high stocks.<\/p>\n<p data-start=\"7330\" data-end=\"7648\">The Dutch government plans to phase out biomass support for low-value applications by 2027, while promoting high-value applications, biofuels, and Bioenergy Carbon Capture and Storage (BECCS). The Netherlands Environmental Assessment Agency estimates 50 MMT of bioresources are required to meet 2050 climate targets.<\/p>\n<p data-start=\"7650\" data-end=\"8079\">Denmark\u2019s large-scale CHP plants have converted from fossil fuels to woody biomass. Pellet imports fell from 3.23 MMT in 2021 to 1.66 MMT in 2024, while U.S. exports to Denmark increased from 498,000 MT to 703,000 MT ($164 million). Consumption and imports are expected to recover in 2025 due to higher industrial use. Denmark is also exploring BECCS to achieve negative emissions, contributing to its 2030 CO2 reduction goals.<\/p>\n<p data-start=\"8081\" data-end=\"8288\">Belgium\u2019s industrial use decreased after the Wallonia plant switched to recycled wood, with annual consumption falling from 1.5 MMT to approximately 750,000 MT.
