<\/span>Poland\u2019s wood sector is bracing for major financial and operational burdens as the European Union\u2019s new anti-deforestation regulation (EUDR) moves toward full implementation. The rules, adopted in June 2023, will apply to large and medium-sized companies across the bloc from Dec. 30, 2025, and require detailed monitoring of the origins of raw materials including wood, coffee, cocoa and other commodities.<\/p>\n

For Poland, where forestry and wood processing remain important industrial activities, the new rules mean additional verification and reporting obligations for companies that rely on domestic and imported raw materials. According to business service wnp.pl, the annual compliance costs across the EU could reach as much as \u20ac2.6 billion, with Polish firms expected to shoulder a significant share.<\/p>\n

Legal and administrative hurdles<\/strong><\/p>\n

Poland has yet to complete the national legislation needed to enforce the regulation. The Climate and Environment Ministry is drafting a law to transpose the EUDR into the country\u2019s legal framework, but adoption is only scheduled for the end of 2025. That timetable risks leaving businesses without clear guidance in the months before the rules become binding. The delay has raised concerns that Poland may fall behind other EU member states in implementing the system.<\/p>\n

The regulation\u2019s scope covers not only companies importing raw materials but also those working exclusively with domestic wood. That means sawmills using timber from Poland\u2019s State Forests and supplying the EU market will be subject to the same due diligence obligations as importers.<\/p>\n

Domestic supply pressures<\/strong><\/p>\n

In addition to the administrative requirements, Poland\u2019s wood industry is facing a tightening supply of logs. The State Forests, which manage the vast majority of the country\u2019s forests, have restricted the harvesting of large-dimension logs, a crucial raw material for sawmills and other wood processors.<\/p>\n

In 2024, the State Forests decided to withdraw several hundred thousand hectares from active use. Over the next two years this will reduce the supply of wood by at least 5 million cubic metres. The cuts are expected to hit hardest in oak and pine, the main species used for sawmill production.<\/p>\n
