In a formal letter, AF&amp;PA described BEK pulp as \u201cindispensable\u201d to the U.S. tissue industry, emphasizing that its unique fiber qualities\u2014softness, strength, and absorbency\u2014are essential for producing high-quality tissue products for American consumers. The association warned that domestic eucalyptus production is extremely limited, with plantations restricted to small areas along the coasts of California and Hawaii, insufficient to meet industrial-scale demand.<\/p>\n<p data-start=\"1124\" data-end=\"1407\">The Section 301 investigation, directed by President Trump, examines whether Brazil\u2019s trade practices\u2014including digital policies, ethanol access, and alleged illegal deforestation\u2014discriminate against or burden U.S. commerce. Public hearings are scheduled to begin September 3.<\/p>\n<p data-start=\"1409\" data-end=\"1845\">AF&amp;PA cautioned that tariffs on Brazilian pulp would increase raw material costs, reduce corporate profitability, and undermine competitiveness for U.S.-made tissue products, potentially shifting market share to foreign producers. The association highlighted that the U.S. forest products industry employs more than 925,000 workers, with each job supporting an additional 3.25 related positions in suppliers and local communities.<\/p>\n<p data-start=\"1847\" data-end=\"2577\">The organization also defended the sustainability of Brazilian eucalyptus pulp, noting that over 99% comes from plantations certified by the Sustainable Forestry Initiative (SFI), Forest Stewardship Council (FSC), and Programme for the Endorsement of Forest Certification (PEFC). AF&amp;PA emphasized that these plantations are not linked to illegal deforestation. The group expressed support for the 2008 Lacey Act amendments, which prohibit the trade of wood or plant products harvested in violation of U.S. or foreign law, and cited Executive Order 14323, under which eucalyptus pulp had previously been excluded from a 40% tariff. AF&amp;PA urged the USTR to maintain policy consistency to protect the U.S. supply chain.<\/p>\n<p data-start=\"2579\" data-end=\"3167\">In contrast, the American Loggers\u2019 Council (ALC) welcomed the Section 301 investigation. ALC Executive Director Scott Dane described the decline of the U.S. forest products industry as \u201cdevastating,\u201d noting that 150 primary and secondary mills have closed, resulting in the loss of over 10,000 direct jobs and a similar number of indirect jobs.
