A finished car imported from Japan faces a 15% tariff. But assembling the same vehicle in the United States would incur far higher duties on inputs: 50% on steel, aluminum and copper; 55% on Chinese-made batteries and rare earths; 25% on electronics from South Korea; 25% on parts from Mexico; and 35% on components from Canada \u2013 all compounded by higher U.S. labor costs.<\/p>\n<p>That imbalance is not limited to autos. It is also filtering through to sectors reliant on low-cost raw materials, including pallets, where lumber is the largest single input. Economists warn these tariff structures add to consumer prices, contributing to inflation pressures and complicating the Federal Reserve\u2019s approach to interest rate cuts.<\/p>\n<p><strong>Canadian lumber duties to tighten supply<\/strong><\/p>\n<p>The U.S. Department of Commerce has announced sharp increases in duties on Canadian softwood lumber, the United States\u2019 largest foreign source of supply. Countervailing duties are set to rise from 6.74% to 14.38%, while anti-dumping duties will climb from 7.66% to 20.56%. Together, the measures will push the average duty burden above 34%, the highest since the expiry of the last Softwood Lumber Agreement in 2015.<\/p>\n<p>Canada accounted for about 24% of U.S. softwood lumber imports in 2024. While much of this was higher-value framing lumber, a significant share was lower-grade material used in pallets. Pallet producers consumed roughly 8.45 billion board feet of softwood lumber last year. Based on import dependence, the new duties could leave the sector with a shortfall of about 845 million board feet.<\/p>\n<p><strong>Limited scope for domestic substitution<\/strong><\/p>\n<p>Finding replacements for Canadian volumes will be difficult. Even if U.S. sawmills operated at full capacity and all lumber exports were redirected for domestic use, the industry would still fall short of more than 3 billion board feet needed to cover Canadian supply.<\/p>\n<p>Southern Yellow Pine capacity in the U.S. South has expanded by about 8 billion board feet since 2015, but growth is running up against structural limits. Historically, U.S. softwood output has grown no faster than 4\u20135% annually, even during periods of high prices, due to bottlenecks in logging, milling and labor availability.<\/p>\n<p>Projections suggest that even with unusually strong growth \u2013 10% in 2025, 7.5% in 2026, and around 5% annually thereafter \u2013 it would take until 2029 or 2030 for U.S. output to fully replace Canadian supply.<\/p>\n<p>In the Pacific Northwest, federal lands could provide some relief with species comparable to Canadian grades. But the increase is limited. Even with a 25% expansion in federal harvests ordered earlier this year, output would rise by only 0.35 billion board feet annually, far short of the 3.5 billion needed. An aging workforce, a 24% decline in logging employment since 2015, and federal staffing cuts that reduced U.S. Forest Service employees by 10% have further constrained capacity.<\/p>\n<p><strong>Hardwood could regain market share<\/strong><\/p>\n<p>The pressure on softwood has revived discussion of hardwood pallets regaining some share of the market. Softwood has become dominant in recent years thanks to its abundance and lower cost, while hardwood mills suffered as Chinese demand for hardwood collapsed with the slowdown in the country\u2019s property sector. That downturn forced many U.S. hardwood mills to close.<\/p>\n<p>Although hardwood pallets are more expensive, they are also more durable and last longer in circulation. As softwood prices climb due to tariffs and tightening supply, buyers may reconsider hardwood despite its higher upfront cost.
