At the start of 2025, the combined \u201call others\u201d duty was 14.40% (7.66% anti-dumping and 6.74% countervailing). Two Department of Commerce rulings in July and August lifted the total to 35.19%, made up of 20.56% anti-dumping and 14.63% countervailing.<\/p>\n<p data-start=\"613\" data-end=\"985\">When Canadian prices climb, U.S. mills often adjust their own prices upward in response. \u201cEverybody follows the numbers. It doesn\u2019t matter what side of the border it\u2019s coming from,\u201d said Brian Rodgers, purchasing manager at Shepley Wood Products, in comments to the <em data-start=\"879\" data-end=\"893\">Boston Globe<\/em>. This dynamic reduces negotiating room for dealers and squeezes margins across the board.<\/p>\n<p data-start=\"987\" data-end=\"1209\">Tony Shepley, president of Shepley Wood Products, added that rising costs directly affect housing affordability: \u201cIt\u2019s our mission as an industry to protect consumers, to not let housing get driven further out of reach.\u201d<\/p>\n<p data-start=\"1211\" data-end=\"1261\"><strong data-start=\"1211\" data-end=\"1259\">Canadian SPF gains ground over American SPFs<\/strong><\/p>\n<p data-start=\"1263\" data-end=\"1529\">Market participants note a growing trend in construction specifications that call for Canadian SPF (spruce-pine-fir) rather than American SPFs. The shift is driven not by differences in quality but by grading rules and design values, which are not interchangeable.<\/p>\n<p data-start=\"1531\" data-end=\"1985\">When project plans specify Canadian SPF, dealers must supply it. Some New Hampshire retailers report that their entire inventories have shifted to Canadian SPF as a result. This matters for overall trade flows, since the U.S. already takes nearly 70% of Canadian softwood lumber exports. The stronger the specification trend toward Canadian SPF, the more entrenched reliance on Canadian supply becomes, limiting the role of American SPFs in the market.<\/p>\n<p data-start=\"1987\" data-end=\"2429\">Eric Murphy, purchasing and marketing manager at East Coast Lumber &amp; Building Supply Company, explained: \u201cWe\u2019re seeing the specifications in project plans leave us with no real choice. If the plan calls for Canadian SPF, that\u2019s what we have to supply. Over time, it\u2019s pushed us to the point where we now only stock Canadian SPF. It\u2019s not a question of preference; it\u2019s about meeting the requirements of the jobs our customers are building.\u201d<\/p>\n<p data-start=\"2431\" data-end=\"2471\"><strong data-start=\"2431\" data-end=\"2469\">Impact of tariffs on supply chains<\/strong><\/p>\n<p data-start=\"2473\" data-end=\"2754\">The U.S.\u2013Canada softwood lumber dispute has stretched on for decades, with duties in place for much of that time. One long-term effect has been the relocation of some Canadian sawmills to the United States to avoid tariffs, adding American jobs but not removing pricing pressure.<\/p>\n<p data-start=\"2756\" data-end=\"2982\">As noted in a recent CBS 3 Vermont interview, the tariff structure has encouraged Canadian producers to invest directly in U.S. facilities.
