<\/span>Estonia has stepped up efforts to curb sanctions evasion tied to imports of Russian-origin timber, following a marked increase in attempts to disguise the source of goods such as plywood. Customs authorities have reported a significant number of violations in the first half of the year, pointing to increasingly complex schemes designed to bypass EU trade restrictions on Russian wood products.<\/p>\n

Between January and June 2025, Estonian customs officials inspected 618 shipments of timber, mostly plywood. A total of 23 shipments were found to be in direct violation of import rules at the border, while 79 were turned back immediately. A further 39 shipments initially allowed into the country were later determined to originate from Russia and were returned.<\/p>\n

Authorities say that most suspicious shipments transit through countries such as Kazakhstan, China, Georgia, and Turkey, with documents falsely declaring the origin as local. In reality, the goods are often Russian-made, with minimal or no processing in the intermediary countries.<\/p>\n

The Estonian Tax and Customs Board (ETCB) has flagged several Kazakh producers for declaring plywood as made in Kazakhstan without sufficient value-added processing to justify non-Russian origin. More than 100 legal cases related to origin fraud have been opened, many targeting companies in Kazakhstan.<\/p>\n

To tighten enforcement, Estonia introduced stricter customs controls on timber imports from Kazakhstan and China in February 2025. Since then, imports from Kazakhstan have declined by approximately 20%, while Chinese shipments have dropped more than tenfold. The ETCB now rejects any product that has passed through Russian territory\u2014whether via storage, transshipment, or vehicle change\u2014when entering Estonia from third countries.<\/p>\n

\u201cWe are dealing with far more sophisticated evasion methods than in the early days of sanctions,\u201d said Ursula Riimaa, ETCB\u2019s deputy director-general for customs. \u201cThere is increasing use of third-country processing or mixing of materials to obscure the real origin of the goods.\u201d<\/p>\n

Estonia has intensified post-clearance origin checks for shipments from high-risk countries, particularly China and Kazakhstan, and is working to identify new evasion patterns. Investigations often reveal that the supply chains lack verifiable documentation of non-Russian raw materials.<\/p>\n

The crackdown comes after concerns in Europe about the scale of timber sanctions evasion. Previous investigations have shown that countries with negligible forest resources, such as Kazakhstan and Kyrgyzstan, have suddenly emerged as major wood exporters. Chemical fingerprinting tests in early 2025 revealed that nearly half of certified birch plywood samples imported into the EU were likely of Russian or Belarusian origin, despite being declared otherwise.<\/p>\n

Since the imposition of EU sanctions on Russian wood products in mid-2022, the value of smuggled timber entering Europe under false origins is estimated to exceed \u20ac1.5 billion.<\/p>\n
