Despite the plateau, import volumes remain historically high, and prices have shown only a modest increase, primarily due to rising container freight rates.<\/p>\n<p data-start=\"376\" data-end=\"720\">In the second quarter of 2025, China exported over 3.25 million m\u00b3 of plywood\u2014up 7% year-on-year\u2014maintaining a high export level even as orders from European buyers showed signs of fatigue. For the first time since 2022, European imports of Chinese plywood declined quarter-on-quarter, reflecting soft consumption and growing market saturation.<\/p>\n<p data-start=\"722\" data-end=\"1091\">The slight increase in import prices is largely attributed to higher transport and logistics costs. However, continued price competition from Chinese suppliers and weak downstream demand have limited the potential for price recovery. European manufacturers remain under pressure as domestic production struggles to compete with Chinese imports, both on cost and volume.<\/p>\n<p data-start=\"1093\" data-end=\"1525\">In response, the European Commission imposed provisional anti-dumping duties of up to 62.4% on hardwood plywood from China, effective from June 2025. The move follows ongoing concerns over unfair pricing and alleged circumvention tactics, such as classifying hardwood plywood as softwood by applying thin surface layers. Authorities are monitoring such practices closely, and further measures may follow if violations are confirmed.<\/p>\n<p data-start=\"1527\" data-end=\"1836\">Chinese suppliers currently account for nearly one-third of the EU\u2019s plywood imports, a position strengthened by reduced availability of Russian and Belarusian plywood due to sanctions. While duties could shift market dynamics, enforcement and classification loopholes remain critical issues for policymakers.<\/p>\n<p data-start=\"1838\" data-end=\"2110\" data-is-last-node=\"\" data-is-only-node=\"\">With demand stabilised at a low level and import volumes still elevated, the outlook for the European plywood market remains uncertain.
