<\/span>The U.S. subsidiary of Austrian industrial group Andritz has agreed to pay a civil penalty of nearly $1.6 million to settle allegations it violated U.S. export controls by indirectly supplying equipment to Russia.<\/p>\n

According to the U.S. Department of Commerce\u2019s Bureau of Industry and Security (BIS), Andritz Inc. exported 36 shipments of industrial machinery components\u2014specifically, refiner plates used in pulp and paper production\u2014to its German affiliate, Andritz Fiedler, between May 2023 and February 2024. These items were subsequently re-exported to customers in Russia without the required U.S. export licenses.<\/p>\n

Although the equipment in question was classified as EAR99, a low-sensitivity category under U.S. export regulations, any re-exports to Russia require prior authorization following enhanced controls introduced after Russia's full-scale invasion of Ukraine.<\/p>\n

The BIS concluded that Andritz Inc. failed to properly assess the end-use and destination risks associated with the transactions. The company agreed to a settlement that includes a fine of $1,577,397.18, without admitting or denying the underlying allegations.<\/p>\n

\u201cThis case underscores the importance of rigorous export compliance procedures, particularly when transferring goods within multinational corporate structures,\u201d BIS Assistant Secretary Matthew Axelrod said in a statement.<\/p>\n

The resolution marks another enforcement action in a growing list of cases targeting indirect supply chains feeding sanctioned Russian industries. U.S. authorities have warned companies to scrutinize not only direct exports but also any third-party or affiliate transactions that could result in unlicensed shipments to embargoed destinations.<\/p>\n
