{"id":89117,"date":"2025-07-31T05:51:30","date_gmt":"2025-07-31T05:51:30","guid":{"rendered":"https:\/\/tin.happy-projects.ro\/estonias-timber-market-stabilises-in-2025-but-investment-uncertainty-persists\/"},"modified":"2025-09-18T17:31:03","modified_gmt":"2025-09-18T17:31:03","slug":"estonias-timber-market-stabilises-in-2025-but-investment-uncertainty-persists","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/estonias-timber-market-stabilises-in-2025-but-investment-uncertainty-persists\/","title":{"rendered":"Estonia\u2019s timber market stabilises in 2025 but investment uncertainty persists"},"content":{"rendered":"<p data-start=\"283\" data-end=\"694\">Estonia\u2019s timber market has entered a more stable phase in 2025 following years of price turbulence caused by the pandemic, global supply disruptions, and geopolitical tensions.<span id=\"more-38853\"><\/span> While prices remain above pre-war levels, the sharp volatility that characterised the market in 2021\u20132023 has eased, allowing for more consistent planning among forest owners and timber producers.<\/p>\n<p data-start=\"696\" data-end=\"996\">\u201cPrices have clearly settled compared to the peaks we saw during the initial stages of the war in Ukraine,\u201d said representatives of the Rakvere Forestry Association, one of the country\u2019s largest forest owner cooperatives. \u201cThe market is now characterised by balance rather than extreme fluctuations.\u201d<\/p>\n<p data-start=\"998\" data-end=\"1460\">Between 2020 and 2022, timber prices in Estonia surged due to rising global demand, limited supply, and uncertainty linked to both the COVID-19 pandemic and Russia\u2019s invasion of Ukraine. This upward trend was especially visible in high-quality conifer assortments, with export demand pushing prices for pine and spruce logs to record levels. However, that boom was followed by a gradual correction as inventories normalised and demand cooled in some key markets.<\/p>\n<p data-start=\"1462\" data-end=\"1868\">In 2024 and continuing into 2025, timber prices have remained relatively firm but stable. The strongest price performance has been observed in pine sawlogs, which continue to attract buyers thanks to their quality and long-term usability. Other assortments such as pulpwood and fuelwood have shown more moderate price trends, with mixed stands seeing reduced harvesting activity due to lower profitability.<\/p>\n<p data-start=\"1870\" data-end=\"2284\">Forest owners are increasingly making felling decisions based not only on current market prices, but also on stand condition, long-term management goals, and production costs. \u201cMature pine stands can often be left growing for another decade if market conditions aren\u2019t optimal. On the other hand, storm-damaged or pest-affected forest must be harvested quickly, regardless of market trends,\u201d the association noted.<\/p>\n<p data-start=\"2286\" data-end=\"2841\">The price of standing timber continues to be influenced by a range of factors beyond market price alone, including harvesting, transport, and assorting costs. In Estonia, the concept of \u201cstumpage value\u201d \u2014 the amount forest owners receive after deducting felling and logistics costs \u2014 remains critical in calculating actual revenue. Forest management plans, while useful, must be adjusted according to real-time price data, which is now more accessible than ever through digital tools and updated platforms run by the Estonian Private Forestry Association.<\/p>\n<p data-start=\"2843\" data-end=\"3165\">Despite price stability, the industry is facing a growing sense of uncertainty due to delays in forestry-related policymaking. The stagnation of the Forestry Development Plan, as well as proposed amendments to the Forest Act and the Nature Conservation Act, have created hesitation among forest owners and investors alike.<\/p>\n<p data-start=\"3167\" data-end=\"3437\">\u201cThere is a lack of legal and investment certainty in the sector. Without clear regulations and long-term agreements, it's difficult for both small forest owners and the processing industry to plan ahead,\u201d said Meelis Matkam\u00e4e, chair of the Rakvere Forestry Association.<\/p>\n<p data-start=\"3439\" data-end=\"3753\">While private forest owners are showing greater interest in optimising harvest timing and understanding their forest value, many are still vulnerable to unsolicited purchase offers, often made under pressure. Forestry cooperatives warn against rushing into deals without independent valuation and proper contracts.<\/p>\n<p data-start=\"3755\" data-end=\"4052\">On the ground, timber buyers have generally adopted a more selective procurement strategy. Mills are prioritising higher-quality logs and postponing the purchase of lower-grade material when demand or margins are weak. This shift has impacted harvesting volumes in more heterogeneous forest areas.<\/p>\n<p data-start=\"4054\" data-end=\"4438\">The relative stability in timber prices has also led to better planning opportunities for harvesting operations and log deliveries. Long-term contracts are becoming more common again, providing greater visibility for both forest owners and buyers. However, most contracts remain flexible enough to accommodate price adjustments, especially in the face of international market signals.<\/p>\n<p data-start=\"4440\" data-end=\"4765\">As the second half of 2025 progresses, Estonian forest sector stakeholders remain cautiously optimistic. The risk of major price shocks appears limited, barring any new geopolitical disruptions or legislative upheaval.
