Countervailing duties of 6.74% remain in place, potentially bringing the combined rate to over 30%, depending on the outcome of a separate review.

The Department cited “unfair trade practices” and pricing well below market value as justification for the revised rate. The new duties come amid ongoing trade tensions between the two countries and follow earlier preliminary findings issued in March.

In a statement issued late Friday, the U.S. Lumber Coalition welcomed the decision, calling it “a strong enforcement action” against what it described as persistent underpricing by Canadian producers. The group said that enforcing trade rules has supported increased domestic production capacity in the U.S., adding 8.8 billion board feet since 2016—enough lumber to build two million single-family homes.

The Coalition said the duties will help “level the playing field” and reduce reliance on Canadian imports. “Canada’s massive excess capacity in lumber will no longer be absorbed at the expense of U.S. mills and workers,” said Andrew Miller, Chair of the Coalition.

On the Canadian side, British Columbia forest industry groups criticized the decision. The B.C. Council of Forest Industries called the duties “unjustified and punitive,” warning of further strain on jobs and communities across the province. The B.C. Lumber Trade Council expressed concern that, if the pending countervailing duty review confirms preliminary findings, total duties could exceed 30%.

Industry representatives in Canada urged Ottawa to make resolving the dispute a national priority. They also called for faster timber sales, permitting, and regulatory adjustments at the provincial level to support local mills.

Earlier this month, Prime Minister Mark Carney said that a future bilateral trade agreement might include softwood lumber quotas, a long-standing point of friction in U.S.–Canada trade relations.

Softwood lumber represents a key export sector for Canada, while the U.S. remains its largest market. The latest duties are expected to impact cross-border trade flows at a time when lumber prices have recently climbed above $680 per thousand board feet, driven by low inventories and seasonal mill outages.

The U.S. Department of Commerce has finalized a new anti-dumping duty rate of 20.56% on Canadian softwood lumber imports, up from the previous rate of 7.66%.
